RMG exports to EU grew 7% in Jan-Nov

The country’s ready-made garment (RMG) exports to the European Union (EU) grew 7.65 percent to €18.05 billion (around $20 billion) during the January-November period of last year, compared with the same period in 2024, according to Eurostat, the EU’s official statistical office.

 

The rise follows a 15 percent increase in shipments to the United States, Bangladesh’s single largest market, during January-October last year amid the reciprocal tariffs. 

 

The new US duties reshaped the apparel trade in the South Asian region, prompting countries with higher US tariffs to divert a large portion of shipments to Europe, often at more competitive prices. This shift intensified competition in the European garment market.

 

Despite the year-on-year gain, exports to the EU fell 10.87 percent month-on-month to €1.37 billion in November 2025 compared with November 2024. Eurostat data showed that while unit prices for garments fell 3.25 percent, export volumes rose 11.26 percent. Over the 12 months from November 2024, unit prices dropped 12.27 percent.

 

Bangladesh, the second-largest garment exporter to the EU, is narrowing the gap with China, the world’s largest exporter.

China shipped €24.42 billion worth of garments to the EU in the January-November period last year, up 6.55 percent year-on-year.

In total, the 27 EU member states imported a total of €82.94 billion worth of garments in the first 11 months of 2025, a 3.93 percent increase from the previous year. 

 

Among Bangladesh’s competitors, Turkey’s exports fell 11.31 percent to €7.65 billion, India’s rose 8.31 percent to €4.24 billion, Cambodia’s grew 15.21 percent to €4.14 billion, and Vietnam’s increased 10.10 percent to €4.01 billion. 

Pakistan’s shipments rose 10.46 percent to €3.54 billion, Morocco’s fell 0.18 percent to €2.52 billion, Sri Lanka’s grew 6.43 percent to €1.25 billion, and Indonesia’s rose 3.30 percent to €0.90 billion, according to data.

 

Local exporters have urged the government to intensify negotiations with the EU to secure GSP Plus status. Bangladesh’s current Generalised Scheme of Preferences (GSP) benefits under the Everything but Arms (EBA) initiative will expire in 2029. 

The country is set to graduate from least developed country (LDC) status to a developing nation on November 24. The EU will maintain current GSP benefits for a transitional period of three years.

To qualify for GSP Plus, Bangladesh must comply with 32 international conventions covering human rights, labour standards, environmental protection, and good governance. GSP Plus would guarantee duty-free access to the EU market after graduation. Without it, Bangladesh could face tariffs of over 12 percent, potentially reducing competitiveness.

Studies suggest losing GSP Plus could cost Bangladesh roughly 14 percent of its exports in a year, equivalent to $8 billion. Currently, 73 percent of the country’s export earnings rely on GSP-related trade facilities, and Bangladesh alone enjoys 67 percent of the trade benefits available to all 44 LDCs.

BSC pays Tk 2.03b to govt in loan repayment, dividends

Bangladesh Shipping Corporation (BSC) has handed over a cheque for Tk 2.03 billion to the government, covering loan installments and dividend payments related to six ship acquisition projects implemented under the Ministry of Shipping.

The cheque was formally presented to the Chief Adviser of the interim government, according to a press release sent from BSC on Tuesday.

The amount includes installments payable under a Subsidiary Loan Agreement (SLA) for repaying loans taken to procure six vessels, along with the government’s share of dividends declared by BSC for the 2024-25 fiscal year.

The six-vessel procurement project was implemented on a government-to-government basis to acquire three product oil tankers and three bulk carriers, each with a capacity of around 39,000 deadweight tonnes. The loan agreement was signed on 14 October 2016 between the Bangladesh government, represented by the Economic Relations Division, and the Chinese government through China Exim Bank.

The principal loan amount stood at 1.2 billion yuan, equivalent to about Tk14.58 billion. To facilitate repayment, the Finance Division and BSC signed the SLA on 27 October 2024, under which BSC will repay a total of Tk 24.25 billion to the government over 13 years.

As part of the agreement, the interest accrued during the grace period amounted to Tk 475.3 million. A cheque for this amount was handed over to the Chief Adviser on 26 November 2024.

After a gap of 27 years, the six commercial vessels were added to BSC’s fleet in the 2018-19 period. Of the six ships, five are currently engaged in international commercial shipping, transporting cargo across global routes while flying the Bangladeshi flag. These vessels are MV Banglar Joyjatra, MV Banglar Arjan, MT Banglar Agrajatra, MT Banglar Agrodut and MT Banglar Agrogoti.

According to the officials of BSC, the ships have played a key role in strengthening its financial performance. In its 54-year history, the BSC recorded its highest-ever profit in the last fiscal year, earning around Tk8.0 billion in revenue and posting a net profit of Tk 3.06 billion.

Following directives from the Chief Adviser, BSC has also taken steps to further expand its fleet. Under self-financing arrangements, the corporation has procured two bulk carriers. The first, Banglar Pragati, was delivered and brought into commercial operation on 28 October 2025. The second, Banglar Nabojatra, is scheduled for delivery on 30 January 2026.

In addition, work is underway to get two MR product oil tankers with government financing and one ultra-max bulk carrier with BSC’s own funds. Plans have also been taken to procure four more large vessels, including mother vessels, from China on a G-to-G basis, as part of a broader fleet expansion strategy.

ন্যাশনাল ব্যাংকে ১ হাজার কোটি টাকা ধার দিল বাংলাদেশ ব্যাংক

সংকটে থাকা ন্যাশনাল ব্যাংককে নতুন করে ১ হাজার কোটি টাকা ধার দেওয়া হয়েছে। ১০ শতাংশ সুদে ৯০ দিনের জন্য এ অর্থ দিয়েছে বাংলাদেশ ব্যাংক। প্রচলিত পদ্ধতিতে টাকা ধার নেওয়ার জন্য ব্যাংকটির কাছে বন্ড না থাকায় ডিমান্ড প্রমিসরি (ডিপি) নোটের বিপরীতে এ অর্থ দেওয়া হয়েছে। ফলে কেন্দ্রীয় ব্যাংককে টাকা ছাপিয়ে দিতে হয়। সোমবার কাজটি সম্পন্ন হয়েছে বলে কেন্দ্রীয় ব্যাংক সূত্র জানিয়েছে।

 

সূত্র জানায়, রোববার ন্যাশনাল ব্যাংক তারল্য সহায়তা চেয়ে বাংলাদেশ ব্যাংকে চিঠি দেয়। তার পরিপ্রেক্ষিতে পরদিন বিনা জামানতে গভর্নর আহসান এইচ মনসুরের অনুমোদন নিয়ে এ তারল্য সহায়তা দেওয়া হয়। এ নিয়ে ব্যাংকটিকে টাকা ছাপিয়ে ৬ হাজার কোটি টাকা দেওয়া হয়েছে। আগের নেওয়া ধারের অর্থের মেয়াদ শেষ হয়ে গেলেও ব্যাংক তা পরিশোধ করতে পারেনি। যদিও তিন মাস সময় বাড়িয়েছে কেন্দ্রীয় ব্যাংক।

 

কেন্দ্রীয় ব্যাংকের চিঠিতে বলা হয়েছে, ঋণের অর্থ থেকে নিজ ব্যাংকের সাবেক ও বর্তমান কোনো পরিচালক ও তাদের স্বার্থ-সংশ্লিষ্ট প্রতিষ্ঠানের অনুকূলে প্রত্যক্ষ ও পরোক্ষ ঋণ এবং তাদের নামে বা বেনামে রাখা আমানতের অর্থ পরিশোধ করা যাবে না। এই অর্থ অন্য ব্যাংকে আন্তঃপ্লেসমেন্ট বা আমানত অথবা সিকিউরিটিজ কেনা যাবে না।

ধারের টাকায় ব্যাংকের বিদ্যমান অন্যান্য দায় ও আন্তঃব্যাংক দায় এবং পরিচালন ব্যয় চালানো যাবে না বলে চিঠিতে উল্লেখ করা হয়। এতে আরো বলা হয়, এই অর্থ দিয়ে লভ্যাংশ দেওয়া যাবে না এবং অপ্রয়োজনীয় ও অতিরঞ্জিত ব্যয় করা থেকে বিরত থাকতে হবে। এছাড়া ঋণের অর্থ দিয়ে প্রত্যক্ষ ও পরোক্ষ ঋণ দেওয়া, এলসির দায় পরিশোধ বা অন্য উদ্দেশ্যে ডলার কেনা এবং অন্য ব্যাংকের ঋণ অধিগ্রহণ করা যাবে না।

কেন্দ্রীয় ব্যাংক থেকে সরাসরি টাকা ইস্যুকে ‘মানি প্রিন্টিং’ বা ‘টাকা ছাপানো’ বলা হয়। অবশ্য এই ছাপানোর অর্থ কাগুজে নোট ছেপে ব্যাংকগুলোকে দিচ্ছে তেমন না। কেন্দ্রীয় ব্যাংক এসব ব্যাংকের অ্যাকাউন্টে নির্ধারিত পরিমাণ টাকা স্থানান্তর করে। তারা সমপরিমাণ টাকা কেন্দ্রীয় ব্যাংক থেকে নিতে পারে। প্রয়োজনে অন্য অ্যাকাউন্টে স্থানান্তর করতে পারে।

নোট ছাপিয়ে দিলে মূল্যস্ফীতিতে প্রভাব পড়ে। যে কারণে টাকা ছাপিয়ে ব্যাংকগুলোকে না দেওয়ার পক্ষে মত দিয়ে আসছেন অর্থনীতিবিদরা।

যদিও ড. আহসান এইচ মনসুর গভর্নরের দায়িত্ব নিয়ে বলেছিলেন, টাকা ছাপিয়ে আর কোনো ব্যাংককে ধার দেওয়া হবে না। তিনি আগের অবস্থান বদলে গত মার্চে জানান, প্রয়োজন হলেই দুর্বল ব্যাংককে টাকা দেওয়া হবে।

মূল্যস্ফীতি নিয়ন্ত্রণের কথা বলে আবার টাকা ছাপিয়ে সহায়তা দেওয়ার বিষয়টি সাংঘর্ষিক কি-না জানতে চাইলে বাংলাদেশ ব্যাংকের মুখপাত্র আরিফ হোসেন খান আমার দেশকে বলেন, ‘আমরা কোনো ব্যাংক বন্ধ করতে চাই না। এটা ভালো বার্তা নয়। মার্জার আইন করা হয়েছে যাতে দুর্বল ব্যাংকে টিকিয়ে রাখা যায়। আইন বাস্তবায়নের আগে কিছুটা সহায়তা দেওয়া হচ্ছে যাতে আমানতকারীরা আস্থা না হারায়। বিষয়টি অবশ্যই মূল্যস্ফীতির সঙ্গে সাংঘর্ষিক।’

ন্যাশনাল ব্যাংকে শুধু টাকা ছাপিয়ে নয় অন্য পন্থায়ও তারল্য সহায়তা দেওয়া হয়েছে। এর আগে ব্যাংকটিকে চলতি হিসাবে ঘাটতির ধার ২ হাজার ৩৭০ কোটি টাকা ও গ্যারান্টির ৯৮৫ কোটি টাকা সহায়তা দেওয়া হয়।

দেশের আর্থিক খাতের অতি সমালোচিত সিকদার পরিবার ও এস আলম গ্রুপের নিয়ন্ত্রণে নানা আর্থিক অনিয়মের পর গত ৫ আগস্ট দেশের পরিবর্তিত পরিস্থিতিতে ব্যাংকটির পর্ষদ ভেঙে দেয় বাংলাদেশ ব্যাংক। একই সঙ্গে গঠন করা হয় নতুন পর্ষদ। সেই হিসেবে গত বছরের অর্ধেকটা সময় ব্যাংকটি পরিচালিত হয়েছে পুরোনো পর্ষদের হাতে, আর প্রায় অর্ধেকটা সময় পরিচালিত হয় নবগঠিত পর্ষদের মাধ্যমে। এরপর বছর শেষে বড় ধরনের লোকসানের চিত্র উঠে আসে।

গত বছর শেষে ন্যাশনাল ব্যাংক ১ হাজার ৭০৬ কোটি টাকা লোকসান করেছে। ২০২৩ সালে ন্যাশনাল ব্যাংকের লোকসানের পরিমাণ ছিল ১ হাজার ৪৯৭ কোটি টাকা। সেই হিসাবে ১ বছরের ব্যবধানে লোকসান বেড়েছে ২০৯ কোটি টাকা বা প্রায় ১৪ শতাংশ। এর মধ্যে সর্বোচ্চ লোকসান করেছিল ২০২২ সালে। ওই বছর ব্যাংকটি ৩ হাজার ২৬১ কোটি টাকা লোকসান করেছিল, যা ছিল দেশের ইতিহাসে কোনো ব্যাংকের একক সর্বোচ্চ লোকসান।

Bangladesh Bank allows active Beximco companies to open LCs under conditions

Bangladesh Bank has given directions to allow active and revenue-generating entities within the Beximco Group to open Letters of Credit (LCs), under strict conditions, despite the group being embroiled in loan default scandals and corruption probes.

 

The instruction was approved by Bangladesh Bank Governor Ahsan H Mansur during a high-level meeting with top executives from 20 banks and seven non-bank financial institutions held on Saturday (24 May). Lutfey Siddiqi, the chief adviser’s envoy for international affairs, was also reportedly present.

A senior official of the central bank said letters outlining the directive may be sent to banks in the coming days.

According to banking regulations, if a company within a group defaults on a loan, it and its subsidiaries are generally barred from receiving further credit.

Since LCs are backed by guarantees treated as loans, banks have been unwilling to open LCs for Beximco companies, many of which have defaulted. The central bank issued its directive to address this situation.

 

Syed Mizanur Rahman, managing director and CEO of AB Bank, told TBS, “The central bank’s proposal regarding Beximco is definitely positive. We will try our best to follow the instructions. However, we are still reviewing which Beximco companies will be eligible for banking facilities.”

“Beximco Pharma has taken loan from our bank. We have been instructed to properly issue import LCs of the company,” said Md Mazibur Rahman, managing director of Janata Bank.

 

“At the same time, we have also been asked to take necessary measures to recover Beximco Group’s defaulted loans. We will take action accordingly,” he added.

 

Bank officials present at the meeting said while some of Beximco Group’s companies are in financial distress, others—such as Beximco Pharmaceuticals, Shinepukur Ceramics, and its solar ventures—remain profitable.

The governor specifically instructed banks to facilitate LC openings for these viable businesses and consider working capital support.

 

Another senior Bangladesh Bank official, requesting anonymity, told The Business Standard that the governor stressed the importance of keeping Beximco’s active establishments running, as they employ a large number of people. Banks have also been asked to help sustain the group’s export operations to aid financial recovery.

“We have been instructed to address Beximco Group’s struggling companies and to help the good companies continue their business,” said Sheikh Mohammad Maroof, managing director of Dhaka Bank.

“If the companies can operate properly, it will be possible to recover the defaulted loans from them, which will ultimately benefit the banking sector,” he added.

A managing director of a private bank said they were also told to ensure that export proceeds are deposited into the accounts of the banks issuing the LCs and that funds from one sector are not diverted to another.

The central bank is also reviewing the process of returning customer funds invested in Beximco’s Sukuk bond.

Beximco Group has been facing operational challenges following the arrest of its Vice-Chairman Salman F Rahman, who also served as investment adviser to the now-deposed prime minister Sheikh Hasina.

While some factories have been declared laid off, profitable entities like Beximco Pharmaceuticals and Shinepukur Ceramics remain operational.

According to a Bangladesh Bank report submitted to the High Court last December, Beximco Group’s 78 companies owe around Tk50,098 crore to 16 banks and seven financial institutions. Of this, Tk31,000 crore was classified as defaulted as of 30 November last year.

সমস্যাগ্রস্ত ২০ আর্থিক প্রতিষ্ঠান একীভূত হচ্ছে

চরম খারাপ অবস্থায় থাকা ২০টি ব্যাংকবহির্ভূত আর্থিক প্রতিষ্ঠান একীভূত করার উদ্যোগ নিয়েছে কেন্দ্রীয় ব্যাংক। আমানতকারীর জমানো টাকা ফেরত দিতে না পারা, উচ্চ খেলাপি ঋণ ও মূলধন ঘাটতি– এ তিন সূচকের ভিত্তিতে এসব প্রতিষ্ঠান চিহ্নিত করা হয়েছে। সব প্রতিষ্ঠানকে একীভূত করে একটি বা দুটি প্রতিষ্ঠান হতে পারে। গড়ে এসব প্রতিষ্ঠানের মোট ঋণের ৮৩ দশমিক ১৬ শতাংশ খেলাপি। মোট ২২ হাজার ১২৭ কোটি টাকা আমানতের বিপরীতে ক্রমপুঞ্জীভূত লোকসান ২৩ হাজার ৪৪৮ কোটি টাকা। মূলধন ঘাটতি রয়েছে ১৯ হাজার ২১৮ কোটি টাকা। তাদের লাইসেন্স কেন বন্ধ করা হবে না– জানতে চেয়ে কেন্দ্রীয় ব্যাংক এরই মধ্যে প্রতিটি প্রতিষ্ঠানকে নোটিশ দিয়েছে।

সম্প্রতি বাংলাদেশ ব্যাংক ও অর্থ মন্ত্রণালয়ের সমন্বয়ে গঠিত একটি কমিটি ২০ আর্থিক প্রতিষ্ঠানকে সমস্যাগ্রস্ত হিসেবে চিহ্নিত করে একটি পর্যালোচনা প্রতিবেদন তৈরি করেছে। গত জানুয়ারি থেকে এ কমিটি কাজ করছে। কমিটিকে আর্থিক প্রতিষ্ঠান পুনর্গঠন ও একীভূতকরণে আইনগত ও কারিগরি ঝুঁকি বা প্রতিবন্ধকতা চিহ্নিত করতে বলা হয়। এ ক্ষেত্রে প্রয়োজনীয় অর্থায়ন ও উৎস বের করতে বলা হয়। আর্থিক সূচক, ঋণের প্রকৃত অবস্থা নিরূপণ, তারল্য পরিস্থিতি পর্যালোচনা এবং সম্পদ দায়ের পরিমাণের ভিত্তিতে যা ঠিক করতে হবে। এসব প্রতিষ্ঠান একীভূত করলে ব্যক্তি আমানতকারীদের অর্থ উত্তোলনের চাহিদা মেটাতে ৪ হাজার ৯৭১ কোটি টাকার দরকার হবে বলে প্রতিবেদনে উল্লেখ করা হয়েছে।

মতামত জানতে চাইলে ফারইস্ট ফিন্যান্স অ্যান্ড ইনভেস্টমেন্টের ব্যবস্থাপনা পরিচালক মুহাম্মদ আলী জারিয়াব সমকালকে বলেন, একীভূতকরণের উদ্যোগ নিশ্চয়ই ভালো হবে। তিনি এর বেশি আর কিছু বলতে চাননি। সমস্যাগ্রস্ত হিসেবে চিহ্নিত আরও কয়েকটি প্রতিষ্ঠানের ব্যবস্থাপনা পরিচালকের সঙ্গে মোবাইল ফোনে যোগাযোগের চেষ্টা করা হয়; কিন্তু তারা সাড়া দেননি। 
বাংলাদেশ ব্যাংক সূত্র জানায়, একীভূত করার আগে আইনগত বাধ্যবাধকতা মেনে কেন লাইসেন্স বাতিল করা হবে না– জানতে চেয়ে গত বৃহস্পতিবার প্রত্যেক প্রতিষ্ঠানের পরিচালনা পর্ষদ বরাবর নোটিশ দিয়েছে কেন্দ্রীয় ব্যাংক। নোটিশের জবাব দিতে হবে ১৫ দিনের মধ্যে। নোটিশে বলা হয়েছে, ২০২৪ সালের ৩১ ডিসেম্বর-ভিত্তিক বিবরণী পর্যালোচনা করে আমানতকারীর দায় পরিশোধে সম্পদের অপর্যাপ্ততা, খেলাপি ঋণের উচ্চহার ও ন্যূনতম মূলধন সংরক্ষণে ব্যর্থতা পরিলক্ষিত হয়েছে। 

এসব ব্যর্থতার ফলে ফিন্যান্স কোম্পানি আইন-২০২৩-এর ৭(১) ধারার তিনটি উপধারা কেন লঙ্ঘিত হয়নি– ব্যাখ্যা দিতে হবে। এ ছাড়া ৭(২) ধারা অনুযায়ী কেন লাইসেন্স বাতিল করা হবে না– সে বিষয়ে কারণ দর্শানোর নোটিশ দেওয়া হয়েছে। 
বাংলাদেশ ব্যাংকের মুখপাত্র ও নির্বাহী পরিচালক আরিফ হেসেন খান সমকালকে বলেন, সম্প্রতি জারি করা ব্যাংক রেজল্যুশন অধ্যাদেশের আলোকে কেন্দ্রীয় ব্যাংক কার্যক্রম শুরু করেছে। ব্যাংকের পাশাপাশি আর্থিক প্রতিষ্ঠানের বিষয়ে প্রাথমিক পর্যালোচনা করা হচ্ছে। শিগগিরই এসব উদ্যোগ দৃশ্যমান হবে।

যে আইনে একীভূতকরণ হচ্ছে
বাংলাদেশ ব্যাংক ফিন্যান্স কোম্পানি আইনের ৭(১) ধারায় মোট ৯টি কারণে আর্থিক প্রতিষ্ঠানের লাইসেন্স বাতিল করতে পারে। এর মধ্যে কেন্দ্রীয় ব্যাংকের চিঠিতে উল্লেখিত ‘ঘ’ উপধারা অনুযায়ী আমানতকারীর স্বার্থ পরিপন্থি ব্যবসা পরিচালনা এবং ‘ঙ’ আমানতকারীর দায় পরিশোধে সম্পদের অপর্যাপ্ততায় লাইসেন্স বাতিল করা যায়। আর ‘চ’ উপধারায় মূলধন সংরক্ষণ করতে না পারলে লাইসেন্স বাতিল করা যাবে। এ ছাড়া লাইসেন্স বাতিলের আগে ৭(২) ধারায় ১৫ দিনের সময় দিয়ে নোটিশ দেওয়ার বিধান রয়েছে। সে অনুযায়ী নোটিশ দিয়েছে বাংলাদেশ ব্যাংক।

বাংলাদেশ ব্যাংকের এক কর্মকর্তা সমকালকে বলেন, যেসব প্রতিষ্ঠান সমস্যাগ্রস্ত হিসেবে চিহ্নিত করে লাইসেন্স বাতিলের উদ্যোগ নেওয়া হয়েছে, তাদের তেমন কার্যক্রম নেই। বছর বছর শুধু লোকসান নিয়ে প্রতিষ্ঠানগুলো টেনে নেওয়া হচ্ছে। এসব প্রতিষ্ঠান ক্যান্সারের মতো অন্য আর্থিক প্রতিষ্ঠানে ব্যাপক বিরূপ প্রভাব ফেলছে। এদের কারণে অন্যরা আশানুরূপ আমানত পাচ্ছে না। যে কারণে প্রতিষ্ঠানগুলো বন্ধ করে সবার ভালো সম্পদের সমন্বয়ে একটি বা দুটি প্রতিষ্ঠান করা হবে।

বাংলাদেশ ব্যাংকের উদ্যোগের বিষয়ে মন্তব্য জানতে চাইলে বিশ্বব্যাংকের ঢাকা অফিসের সাবেক লিড ইকোনমিস্ট ড. জাহিদ হোসেন সমকালকে বলেন, হাতেগোনা কয়েকটি আর্থিক প্রতিষ্ঠান ছাড়া বাকিগুলো অনেক আগে থেকে দেউলিয়া হয়ে আছে। এসব প্রতিষ্ঠান আমানতকারীর অর্থ ফেরত দিতে পারে না। যে করেই হোক, তাদের বিষয়ে নিষ্পত্তিতে আসতে হবে। কেন্দ্রীয় ব্যাংকের একীভূতকরণের এ উদ্যোগ নিঃসন্দেহে ভালো। তবে ভালোভাবে প্রস্তুতি নিয়ে করতে হবে।

আর্থিক প্রতিষ্ঠান খাতের চিত্র 
বাংলাদেশ ব্যাংকের পর্যালোচনা প্রতিবেদনে বলা হয়েছে, দেশের মোট ৩৫টি আর্থিক প্রতিষ্ঠান রয়েছে। প্রতিষ্ঠানগুলোর মোট ঋণ রয়েছে ৭৫ হাজার ৪৫১ কোটি টাকা। সব মিলিয়ে এসব ঋণের বিপরীতে বন্ধকি সম্পদের মূল্য ৩৬ হাজার ৬৮ কোটি টাকা। ডিসেম্বর পর্যন্ত সমস্যাগ্রস্ত ২০ আর্থিক প্রতিষ্ঠানের ২৫ হাজার ৮০৮ কোটি টাকা ঋণের মধ্যে খেলাপি ২১ হাজার ৪৬২ কোটি টাকা। এসব প্রতিষ্ঠানের মোট ঋণের যা ৮৩ দশমিক ১৬ শতাংশ। তাদের বন্ধকি সম্পত্তির মূল্য মাত্র ৬ হাজার ৮৯৯ কোটি টাকা। মোট ঋণের যা ২৬ শতাংশ। প্রতিষ্ঠানগুলোর পুঞ্জীভূত লোকসান ২৩ হাজার ৪৪৮ কোটি টাকা। আর মূলধন ঘাটতি ১৯ হাজার ২১৮ কোটি টাকা।

অন্যদিকে তুলনামূলক ভালো হিসেবে চিহ্নিত ১৫টি প্রতিষ্ঠানের ৪৯ হাজার ৬৪৩ কোটি টাকা ঋণের মধ্যে খেলাপি মাত্র ৩ হাজার ৬২৭ কোটি টাকা। মোট ঋণের যা ৭ দশমিক ৩১ শতাংশ। আর বন্ধকি সম্পত্তির মূল্য ২৯ হাজার ১৬৯ কোটি টাকা। মোট বন্ধকি সম্পত্তির প্রায় ৮১ শতাংশই ভালো প্রতিষ্ঠানগুলোর। গত বছর এসব প্রতিষ্ঠান মুনাফা করেছে ১ হাজার ৪৬৫ কোটি টাকা। তাদের মূলধন উদ্বৃত্ত রয়েছে ৬ হাজার ১৮৯ কোটি টাকা।

সব মিলিয়ে আর্থিক প্রতিষ্ঠান খাতে ৪৮ হাজার ৯৬৬ কোটি টাকা আমানত রয়েছে এবং অন্য ব্যাংক ও আর্থিক প্রতিষ্ঠান থেকে নেওয়া ঋণের পরিমাণ ১৮ হাজার ৬১৩ কোটি টাকা। প্রতিষ্ঠানগুলোর মোট আমানতের মধ্যে সমস্যাগ্রস্ত প্রতিষ্ঠানের আমানত ২২ হাজার ১২৭ কোটি টাকা এবং অন্য ব্যাংক-আর্থিক প্রতিষ্ঠান থেকে নেওয়া ধার ৫ হাজার ১৬৪ কোটি টাকা। খারাপ প্রতিষ্ঠানগুলোর ব্যক্তি আমানত রয়েছে ৫ হাজার ৭৬০ কোটি টাকা। এর মধ্যে ৭৮৯ কোটি টাকা আমানতের বিপরীতে ঋণ নিয়েছেন গ্রাহক। ফলে এসব প্রতিষ্ঠানের নিট ব্যক্তি আমানত ৪ হাজার ৯৭১ কোটি টাকা। প্রতিষ্ঠানগুলো পুনর্গঠন বা একীভূতকরণের জন্য প্রাথমিকভাবে এ পরিমাণ তহবিল দেওয়ার প্রয়োজন হতে পারে বলে কেন্দ্রীয় ব্যাংক মনে করে।

বাংলাদেশ ব্যাংকের প্রতিবেদনে বলা হয়েছে, এসব প্রতিষ্ঠান মেয়াদপূর্তিতে আমানত ফেরত দিতে ব্যর্থ হচ্ছে। তুলনামূলক কম ‘মার্কেট শেয়ার’ হওয়ার পরও সামগ্রিক খাতের ওপর নেতিবাচক প্রভাব ফেলছে। সুনামের সঙ্গে পরিচালিত হচ্ছে এরকম কোম্পানির ওপরও সাধারণ আমানতকারীর আস্থাহীনতা তৈরি হচ্ছে। এ থেকে উত্তরণ অত্যাবশ্যক। এসব প্রতিষ্ঠানের খেলাপি ঋণ সহায়ক জামানত দিয়ে আবৃত নয়।

সবগুলোই লোকসানে
বাংলাদেশ ব্যাংকের তথ্য অনুযায়ী, ২০ আর্থিক প্রতিষ্ঠান বছরের পর বছর ধরে লোকসান গুনছে। বেতন-ভাতা, স্থাপনা ভাড়ায় যে ব্যয় হচ্ছে, সে পরিমাণ আয়ও হচ্ছে না। উচ্চ খেলাপির কারণে এসব প্রতিষ্ঠানের ঋণ থেকে যে আয় হচ্ছে, আমানতের বিপরীতে ব্যয় তার চেয়ে অনেক বেশি। গত বছর আমানতের বিপরীতে এসব প্রতিষ্ঠানের সুদ ব্যয় হয়েছে ২ হাজার ৪৫০ কোটি টাকা। অথচ ঋণের বিপরীতে সুদ আয় ছিল মাত্র ৮৮১ কোটি টাকা। ঋণাত্মক সুদ আয় ছিল ১ হাজার ৫৬৯ কোটি টাকা। প্রতিবছর কর্মকর্তা-কর্মচারীদের বেতন বাবদ ১৭২ কোটি টাকা, প্রধান নির্বাহীদের বেতন বাবদ ১২ কোটি টাকা এবং ভাড়া ও অন্যান্য আনুষঙ্গিক ব্যয় হচ্ছে ২৩ কোটি টাকা। প্রতিষ্ঠানগুলোর ক্রমপুঞ্জীভূত লোকসান দাঁড়িয়েছে ২৩ হাজার ৪৪৮ কোটি টাকা।

প্রতিবেদনে বলা হয়েছে, ঋণাত্মক সুদ আয়ের সঙ্গে স্থির পরিচালন ব্যয় ও বিপুল পরিমাণের শ্রেণিকৃত ঋণের বিষয়টি বিবেচনায় নিলে চলমান সত্তা হিসেবে এসব প্রতিষ্ঠান রাখার কোনো সুযোগ নেই। ফলে আর্থিক প্রতিষ্ঠান আইনের ৪৯(৩) ধারা অনুযায়ী এসব প্রতিষ্ঠান পুনর্গঠন ও একত্রীকরণ আবশ্যক। https://samakal.com/bangladesh/article/297623/সমস্যাগ্রস্ত-২০-আর্থিক-প্রতিষ্ঠান-একীভূত-হচ্ছে

আগামী মাসে রিজার্ভ ৩০ বিলিয়ন ডলারে পৌঁছাবে: গভর্নর

দেশের বৈদেশিক মুদ্রার রিজার্ভ ৪০ বিলিয়ন ডলারে নেওয়ার লক্ষ্যমাত্রা রয়েছে বলে জানিয়েছেন কেন্দ্রীয় ব্যাংকের গভর্নর ড. আহসান এইচ মনসুর। বুধবার (২১ মে) পলিসি রিসার্চ ইনস্টিটিউট (পিআরআই) আয়োজিত এক অনুষ্ঠানে তিনি এ কথা বলেন।

গভর্নর বলেন, ২৬ শতাংশ সুদ নিয়ে ক্ষুদ্র ঋণ টিকে থাকতে পারবে না। এজেন্ট ব্যাংকের শাখা থেকে অর্ধেক সুদে ঋণ পাচ্ছেন গ্রাহক, কাজেই ধীরে ধীরে প্রতিযোগিতায় টিকতে না পেরে চড়া সুদের ক্ষুদ্র ঋণ বাজার থেকে ছিটকে পড়বে।

 
 

রিজার্ভ প্রসঙ্গে তিনি বলেন, আগামী মাসে রিজার্ভ হবে ২৭-৩০ বিলিয়ন ডলার। এই রিজার্ভ ৪০ বিলিয়ন ডলারে নেওয়ার লক্ষ্যমাত্রা রয়েছে, যার জন্য সময় প্রয়োজন।

কেন্দ্রীয় ব্যাংকের সবশেষ তথ্যানুযায়ী, চলতি মাসের ১৯ তারিখ পর্যন্ত দেশের গ্রস রিজার্ভের পরিমাণ ২৫ হাজার ৪৪৪ দশমিক ৪৩ মিলিয়ন ডলার। আর আন্তর্জাতিক মুদ্রা তহবিলের (আইএমএফ) হিসাব পদ্ধতি বিপিএম-৬ অনুযায়ী রিজার্ভ এখন ২০ হাজার ৭ দশমিক ৫৯ মিলিয়ন মার্কিন ডলার।

খান ব্রাদার্সের কারসাজি: এবাদুলের ৩ সহযোগীর বিও হিসাব স্থগিত

পুঁজিবাজারে বিবিধ খাতে তালিকাভুক্ত কোম্পানি খান ব্রাদার্স পিপি ওভেন ব্যাগ ইন্ডাস্ট্রিজের শেয়ার কারসাজির অভিযোগে তিন ব্যাক্তির বিও হিসাব স্থগিত করা হয়েছে। এছাড়া বিষয়টি অধিকতর তদন্তের সিদ্ধান্ত নিয়েছে বাংলাদেশ সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশন (বিএসইসি)।

অভিযুক্তরা হলেন- মো. আজাদ হোসেন পাটোওয়ারি, নাসির উদ্দিন আকন্দ ও মো.আখতার হোসেন।

তারা সবাই খান ব্রাদার্স পিপি ওভেন ব্যাগ ইন্ডাস্ট্রিজ লিমিটেডের শেয়ার কারসাজিতে জড়িত বিকন ফার্মারসিউটিক্যালস পিএলসির ব্যবস্থাপনা পরিচালক (এমডি) মোহাম্মদ এবাদুল করিমের সহযোগী।

গত মঙ্গলবার (২৫ মার্চ) বিএসইসির ৯৪৯তম কমিশন সভায় এ সিদ্ধান্ত নেওয়া হয়। বিএসইসির পরিচালক ও মুখপাত্র মো. আবুল কালাম স্বাক্ষরিত এক সাংবাদিক বিজ্ঞপ্তিতে তথ্য জানানো হয়েছে।

 

 

বিজ্ঞপ্তিতে উল্লেখ করা হয়েছে, কমিশন সভায় পুঁজিবাজারে তালিকাভুক্ত খান ব্রাদার্স পিপি ওভেন ব্যাগ ইন্ডাস্ট্রিজের শেয়ার লেনদেনে কারসাজি সন্দেহে মো. আজাদ হোসেন পাটোওয়ারি, নাসির উদ্দিন আকন্দ ও মো.আখতার হোসেনের বিও হিসাবে ডেবিট ট্রানজেকশন স্থগিত করার সিদ্ধান্ত নিয়েছে কমিশন। এছাড়া, সভায় বিষয়টি অধিকতর তদন্তের সিদ্ধান্ত গৃহীত হয়েছে।

 

 

এদিকে, সম্প্রতি খান ব্রাদার্স পিপি ওভেন ব্যাগ ইন্ডাস্ট্রিজ লিমিটেডের শেয়ার কারসাজির অভিযোগে ৮ ব্যক্তি ও ৩ প্রতিষ্ঠানকে মোট ৮৬ লাখ টাকা জরিমানা করেছে বিএসইসি। এ কারসাজিতে নেতৃত্ব দিয়েছেন বিশিষ্ট ব্যবসায়ী বিকন ফার্মার এমডি মোহাম্মদ এবাদুল করিম। এ কারসাজিতেও আজাদ হোসেন পাটোওয়ারি, নাসির উদ্দিন আকন্দ ও মো.আখতার হোসেন ছিলেন।

২০২৩ সালের ৫ মার্চ থেকে ১৩ জুলাই পর্যন্ত এবং একই বছরের ১৯ সেপ্টেম্বর থেকে ১২ নভেম্বর পর্যন্ত সময়ে মোহাম্মদ এবাদুল করিমসহ তার সহযোগীরা খান ব্রাদার্স পিপি ওভেন ব্যাগ ইন্ডাস্টিজের শেয়ারের দাম যোগসাজস করে বাড়ায়। বিভিন্ন অভিযোগের পরিপ্রেক্ষিতে তদন্ত সাপেক্ষে কারসাজির সঙ্গে জড়িতদের চিহ্নিত করে শাস্তির আওতায় আনে বিএসইসি।

কোম্পানিটির শেয়ার কারসাজিতে সহযোগীদের মধ্যে রয়েছেন- এবাদুল করিমের দুই সন্তান, তার তিন প্রতিষ্ঠান এবং চার বিনিয়োগকারী। একে অপরের সঙ্গে যোগসাজস করে কোম্পানিটির শেয়ারের দাম অস্বাভাবিকভাবে বাড়িয়ে কোটি কোটি টাকার মুনাফা হাতিয়ে নিয়েছেন।

 

 

কমিশন সূত্রে জানা গেছে, ১৯ সেপ্টেম্বর ২০২৩ থেকে ১২ নভেম্বর ২০২৩ পর্যন্ত সময়ে খান ব্রাদার্স পিপি ওভেন ব্যাগ ইন্ডাস্টিজের শেয়ারের দাম কারসাজি করে বাড়ানোর দায়ে সাত ব্যক্তি ও তিন প্রতিষ্ঠানকে জরিমানা করা হয়েছে। এর মধ্যে মোহাম্মদ এবাদুল করিমকে ৭ লাখ টাকা, তার মেয়ে রিসানা করিমকে ৮ লাখ টাকা, তার প্রতিষ্ঠান বিকন ডেভেলপমেন্ট লিমিটেডকে ৬ লাখ টাকা, বিকন ফার্মাসিউটিক্যাল লিমিটেড ইমপ্লোয়িজ সিপিএফকে ৭ লাখ টাকা, বিকন মেডিকেয়ারকে ৭ লাখ টাকা, ব্যক্তি বিনিয়োগকারী মো. সোহেল আলমকে ৬ লাখ টাকা, আক্তার হোসেনকে ১ লাখ টাকা, মো. মিজানুর রহমানকে ৫ লাখ টাকা, মো. নাসির উদ্দিন আকন্দকে ১ লাখ টাকা এবং আজাদ হোসেন পাটোয়ারীকে ২ লাখ টাকা জরিমানা করা হয়েছে। সে হিসাবে আলোচ্য সময়ে শেয়ার কারসাজির জন্য মোট ৫০ লাখ টাকা জরিমানা করা হয়।

এদিকে, ৫ মার্চ ২০২৩ থেকে ১৩ জুলাই ২০২৩ পর্যন্ত সময়ে কোম্পানিটির শেয়ারের দাম কারসাজি করে বাড়ানোর দায়ে তিন ব্যক্তি ও তিন প্রতিষ্ঠানকে জরিমানা করা হয়েছে। এর মধ্যে মোহাম্মদ এবাদুল করিমকে ৬ লাখ টাকা, তার মেয়ে রিসানা করিমকে ৬ লাখ টাকা, তার ছেলে উলফাত করিমকে ৬ লাখ টাকা, তার প্রতিষ্ঠান বিকন ডেভেলপমেন্ট লিমিটেডকে ৬ লাখ টাকা, বিকন ফার্মাসিউটিক্যাল লিমিটেড ইমপ্লোয়িজ সিপিএফকে ৬ লাখ টাকা এবং বিকন মেডিকেয়ারকে ৬ লাখ টাকা জরিমানা করা হয়েছে। সেহিসেবে আলোচ্য সময়ে শেয়ার কারসাজির জন্য মোট ৩৬ লাখ টাকা জরিমানা করা হয়।

 

 

গত ২৫ মার্চ খান ব্রাদার্সের শেয়ার সর্বশেষ ১৫৯.৩০ টাকা দরে লেনদেন হয়। এদিন কোম্পানি ৭৫৫ বারে ২ লাখ ৬৭ হাজার ৮৭৭টি শেয়ার লেনদেন করে। গত এক বছরে কোম্পানিটির শেয়ার সর্বনিম্ন ৭৬.১০ টাকা থেকে সর্বোচ্চ ২০৮.৩০ টাকা দরে লেনদেন হয়। বর্তমানে কোম্পানিটির মোট শেয়ার রয়েছে ৯ কোটি ৮০ লাখ ৭৯ হাজার ৮৭৭টি। কোম্পানিটির পরিশোধিত মূলধন ৯৮ কোটি ৮ লাখ টাকা।    www.risingbd.com

এবার ঈদে লম্বা ছুটি, তারিখ ঘোষণা করল জনপ্রশাসন মন্ত্রণালয়

আসন্ন পবিত্র ঈদুল ফিতরে এবার লম্বা ছুটি পাচ্ছেন সরকারি কর্মকর্তা-কর্মচারীরা। ঈদ উপলক্ষে এর মধ্যে পাঁচ দিন টানা ছুটি ঘোষণা করেছে জনপ্রশাসন মন্ত্রণালয়। তবে এবার পাঁচ দিনের ঘোষিত ছুটির আগে-পরে আছে মহান স্বাধীনতা দিবস, শবে কদর ও সাপ্তাহিক ছুটি। ফলে  কার্যত লম্বা ছুটির ফাঁদে পড়তে যাচ্ছে দেশ। ঈদের আগে ও পরে ১১ দিনের মধ্যে মাত্র ২ দিন অফিস খোলা থাকবে। 

চাঁদ দেখা সাপেক্ষে ৩১ মার্চ পবিত্র ঈদুল ফিতর হতে পারে। সম্ভাব্য এই তারিখ ধরেই পাঁচ দিনের ছুটির তারিখ নির্ধারণ করেছে জনপ্রশাসন মন্ত্রণালয়। এই হিসেবে ২৯ মার্চ থেকে শুরু হচ্ছে ঈদুল ফিতরের পাঁচ দিনের ছুটি। অর্থাৎ ২৯, ৩০, ৩১ মার্চ এবং ১ ও ২ এপ্রিল পর্যন্ত থাকবে এই ছুটি। এর মধ্যে ঈদের দিন সাধারণ ছুটি। আর ঈদের আগের দুই দিন এবং পরের দুই দিন নির্বাহী আদেশে সরকারি ছুটি।  

 

কিন্তু নির্ধারিত ছুটি শুরুর আগের দিন ২৮ মার্চ সাপ্তাহিক ছুটির দিন শুক্রবার। একই সঙ্গে একই দিন পবিত্র শবে কদরেরও ছুটি। এই ছুটি শুরুর আগে আবার আছে ২৬ মার্চ মহান স্বাধীনতা দিবসের ছুটি। তার পরদিন ২৭ মার্চ (বৃহস্পতিবার) এক দিন অফিস খোলা থাকবে।

অন্যদিকে, ছুটি শেষে অফিস খুলবে আগামী ৩ এপ্রিল (বৃহস্পতিবার)। তার পরের দুই দিন আবার সাপ্তাহিক ছুটির দিন শুক্র ও শনিবার। অর্থাৎ ২৬ মার্চ থেকে ৫ এপ্রিল পর্যন্ত ১১ দিনের মধ্যে অফিস চলবে মাত্র ২ দিন (২৭ মার্চ ও ৩ এপ্রিল)। এক দিন ঈদের আগে ও আরেক দিন ঈদের পরে।

 

ছুটির বিধিমালা অনুযায়ী, দুই ছুটির মাঝে নৈমিত্তিক ছুটি নেওয়ার নিয়ম নেই। নিলে তা টানা ছুটি হয়ে যাবে। অবশ্য অর্জিত ছুটি নেওয়ার সুযোগ আছে। https://www.bvnews24.com/national/news/173879

বেক্সিমকো ফার্মার ২২ হাজার কোটি টাকার দুর্নীতির তদন্ত শুরু

মহামারী করোনাভাইরাসের ভ্যাকসিন ক্রয়কে কেন্দ্র করে দুর্নীতি দমন কমিশন (দুদক) বেক্সিমকো ফার্মার ভাইস চেয়ারম্যান সালমান এফ রহমান ও সাবেক স্বাস্থ্যমন্ত্রী জাহিদ মালেকসহ সিন্ডিকেটের বিরুদ্ধে ২২ হাজার কোটি টাকার দুর্নীতির অভিযোগের অনুসন্ধান শুরু করেছে।

সোমবার (১৭ মার্চ) দুদকের মহাপরিচালক মো. আক্তার হোসেন এ তথ্য জানিয়ে বলেন, প্রাথমিক প্রমাণ পাওয়ার পর দুদকের উপপরিচালক আফরোজা হক খানের নেতৃত্বে চার সদস্যের একটি অনুসন্ধান টিম গঠন করা হয়েছে। টিমে সহকারী পরিচালক বিলকিস আক্তার, উপসহকারী পরিচালক মো. জুয়েল রানা ও কাজী হাফিজুর রহমান অন্তর্ভুক্ত রয়েছেন। তারা ইতিমধ্যে নথিপত্র সংগ্রহের কাজ শুরু করেছেন।

অভিযোগে বলা হয়েছে, করোনার ভ্যাকসিন ক্রয়ের প্রক্রিয়ার মধ্যে সাবেক প্রধানমন্ত্রীর উপদেষ্টা সালমান এফ রহমান এবং অন্যান্য প্রশাসনিক কর্মকর্তাদের নেতৃত্বে একটি অসাধু সিন্ডিকেট ২২ হাজার কোটি টাকা আত্মসাৎ করেছে। এই সিন্ডিকেটে নাম রয়েছে সাবেক স্বাস্থ্য সচিব লোকমান হোসেন, বাংলাদেশ চিকিৎসা গবেষণা পরিষদের (ডিএমআরসি) চেয়ারম্যান মোদাচ্ছের আলী ও সাবেক মুখ্য সচিব আহমদ কায়কাউসের।

সূত্র জানায়, ২০২০ সালের ডিসেম্বরে ভারতের সেরাম ইনস্টিটিউট থেকে অক্সফোর্ড-অ্যাস্ট্রাজেনেকার তিন কোটি ভ্যাকসিন কেনার জন্য বাংলাদেশ সরকার বেক্সিমকোর সঙ্গে চুক্তি করে।

তবে টিকা ক্রয়ের প্রক্রিয়ায় সরকারি ক্রয়বিধির যথাযথ অনুসরণ হয়নি। অভিযোগ উঠেছে, সরকারের সরাসরি সেরাম ইনস্টিটিউটের কাছ থেকে টিকা ক্রয়ের মাধ্যমে দেশের অর্থনীতি সুরক্ষিত রাখা সম্ভব ছিল।

বেক্সিমকো ফার্মার মাধ্যমে আমদানি করা অক্সফোর্ড-অ্যাস্ট্রাজেনেকা ভ্যাকসিনের জন্য প্রতি ডোজে ৭৭ টাকা লাভ করার অভিযোগ রয়েছে। পাশাপাশি চীন থেকে সিনোফার্মার টিকার প্রচুর দামে আমদানির ফলে সরকারের বড় ধরনের আর্থিক ক্ষতি হয়েছে।

এই সিন্ডিকেটের চাপে বঙ্গভ্যাক্সের ক্লিনিক্যাল ট্রায়ালের অনুমোদন আটকে গেছে। ফলে গ্লোব বায়োটেককে প্রায় ৪০০ কোটি টাকার ক্ষতির সম্মুখীন হতে হয়েছে।

এছাড়া, বেক্সিমকো গ্রুপের সঙ্গে গ্লোব বায়োটেকের প্রযুক্তি শেয়ারিংয়ের দাবির ফলে ভ্যাকসিনের বাজারজাতকরণে সংকট তৈরি হয়েছে, যা দেশের স্বাস্থ্য ব্যবস্থার জন্য হুমকি স্বরূপ।    sharenews24.com

No more tax exemptions without necessity: NBR Chairman

National Board of Revenue (NBR) Chairman Md Abdur Rahman Khan on Monday said the government has pledged to phase out tax exemptions unless they are deemed absolutely necessary for the country.

“We are going out from the tax exemption culture, we have scrapped existing tax exemptions, we will not give any tax exemption freshly, we have taken a vow, we have prepared a policy that we will not give any tax exemption,” he said.

He made the remarks while addressing a pre-budget meeting at the NBR conference room at the Revenue Building.

Representatives from financial institutions including banks, insurance firms, leasing and merchant banks, the Bangladesh Securities Exchange Commission (BSEC), Dhaka Stock Exchange (DSE), Chittagong Stock Exchange (CSE), and DSE Brokers’ Association, attended the meeting to present their budget proposals.

Expressing dissatisfaction over repeated requests for tax exemptions, the NBR chief questioned the rationale behind seeking such benefits before setting up any entity.

“The first demand is tax holiday, why? This attitude has to be change, otherwise nothing will happen. Every place there is one demand- tax holiday, we do not want to live with this tax exemption culture anymore,” he said.

He said past tax exemptions have not yielded expected results. “We did not get any positive result wherever we gave this tax exemption,” he added.

He said the government in the past time nurtured the tax exemption culture and currently the country is paying badly for that.

“For that purpose, the tax GDP ratio is not increasing in the country, one analysis said that Bangladesh is losing the same amount of money what it collects as revenue due to the tax exemption, we do not want to bear this bad name anymore,” he said.

Talking about the present condition of the capital market of Bangladesh, Md Abdur Rahman Khan said that the basic problem is the lack of good governance in the capital market.

He mentioned that no country in the world could develop industrialisation without developing the capital market.

“Bangladesh will not be able to do that also, but we have ruined this place through various means, still we are depending on the banking sector for the source of money for industrialisation,” he said.

He blamed the regulators for the lack of confidence of the investors in the capital market.

NBR to digitise its activities under master plan

He said that business people used to take loans from the banks for setting up their industries but they are not interested to go to the capital market to raise funds.

“Why they are not coming to the capital market, I do not know that,” he added.

He also said that taking money from the banking sector is loan while raising fund from the capital market is “absolutely free money”.

“You do not need to return that money, if you take money from the bank you have to start repaying just after one year, but you will need five years to set up the industry, to reach the break-even point you will need 20 years, them how you will do your business taking money from banks,” he said.
