বুধবার (৫ ফেব্রুয়ারি) অনুষ্ঠিত কোম্পানির পরিচালনা পর্ষদের বৈঠকে চলতি হিসাববছরের দ্বিতীয় প্রান্তিকের আর্থিক প্রতিবেদন পর্যালোচনা ও অনুমোদনের পর তা প্রকাশ করা হয়।

কোম্পানি সূত্রে এই তথ্য জানা গেছে।

চলতি হিসাববছরের দ্বিতীয় প্রান্তিকে কোম্পানিটির শেয়ার প্রতি ৪ টাকা ৩৬ পয়সা আয় হয়েছে। গত বছর একই সময়ে ১ টাকা ১৫ পয়সা আয় হয়েছিল।

হিসাববছরের প্রথম দুই প্রান্তিক মিলিয়ে তথা ৬ মাসে (জুলাই,২৪-ডিসেম্বর,২৪) প্রতিষ্ঠানটির শেয়ার প্রতি আয় হয়েছে ১ টাকা ৫৫ পয়সা। গত বছরের একই সময়ে ২৭ পয়সা লোকসান হয়েছিল।

পুঁজিবাজার উন্নয়নে ১০ সদস্যের কমিটি গঠন

দেশের পুঁজিবাজারের টেকসই উন্নয়নের লক্ষ্যে ১০ সদস্যের একটি কমিটি গঠন করেছে অর্থ মন্ত্রণালয়। বিভিন্ন নিয়ন্ত্রক সংস্থার প্রতিনিধিদের এ কমিটির সদস্য করা হয়েছে।

 

অর্থ মন্ত্রণালয়ের আর্থিক প্রতিষ্ঠান বিভাগ থেকে এ সংক্রান্ত একটি প্রজ্ঞাপন জারি করা হয়েছে। সোমবার (৩ ফেব্রুয়ারি) প্রজ্ঞাপনটিতে স্বাক্ষর করেন উপসচিব ফরিদা ইয়াসমিন।

আর্থিক প্রতিষ্ঠান বিভাগের সচিবকে কমিটির সভাপতি করা হয়েছে। আর আর্থিক প্রতিষ্ঠান বিভাগের যুগ্মসচিবকে (শেয়ারবাজার) সদস্য সচিব করা হয়েছে।

 

কমিটিতে সদস্য হিসেবে থাকবেন- জাতীয় রাজস্ব বোর্ডের প্রতিনিধি (ন্যূনতম কমিশনার), বাংলাদেশ ব্যাংকের প্রতিনিধি (ন্যূনতম পরিচালক), বাংলাদেশ সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশনের প্রতিনিধি (ন্যূনতম নির্বাহী পরিচালক), বীমা উন্নয়ন ও নিয়ন্ত্রণ কর্তৃপক্ষের প্রতিনিধি (ন্যূনতম নির্বাহী পরিচালক), মাইক্রোক্রেডিট রেগুলেটরি অথরিটির প্রতিনিধি (ন্যূনতম নির্বাহী পরিচালক), ফিন্যান্সিয়াল রিপোর্টিং কাউন্সিলের প্রতিনিধি (ন্যূনতম নির্বাহী পরিচালক), ঢাকা স্টক এক্সচেঞ্জের চেয়ারম্যান এবং চট্টগ্রাম স্টক এক্সচেঞ্জের চেয়ারম্যান।    https://orthosongbad.com

Beximco lays off another 8,000 workers

Embattled Beximco Limited has announced another round of layoffs citing a lack of work orders, a decision that affects nearly 8,000 workers across five manufacturing units in its industrial park in Gazipur.

The layoffs at Beximco Yarn-2, Textiles, Denim, Knitting and RR Washing will become effective today, according to layoff notices issued by the Beximco authorities yesterday.

The workers will be paid salaries as per the labour law: half of their basic salaries and some other benefits during the 45-day layoff period, the Beximco authorities said.

Labour Secretary AHM Shafiquzzaman told The Daily Star that the laid-off workers will be placed in various factories after Beximco settles their dues.

“We are not receiving any work orders from local manufacturers, leaving us with no choice but to declare layoffs,” said Osman Kaiser Chowdhury, managing director of Beximco Limited.

Earlier on December 15 last year, the labour and employment ministry advised Beximco, whose vice-chairman Salman F Rahman has been in jail since August 13 last year, to proceed with the layoffs as the government could no longer provide indefinite financial assistance, he said.

“We requested that four factories under Beximco Limited remain open to meet work orders from local manufacturers. But those orders never materialised.”

Workers, already facing uncertainty over their salaries, grew increasingly anxious, prompting the company to take this drastic measure, Chowdhury added.

The latest development comes a week after the interim government announced that it would sell shares of Beximco Group’s two running and profitable companies — Beximco Pharmaceuticals and Shinepukur Ceramics — to pay the salaries of the conglomerate’s laid-off employees.

The conglomerate, which landed in hot water following the ouster of the Awami League-led government on August 5 last year, has more than Tk 40,000 crore in loans, including Tk 28,544 crore taken by its 32 textile and apparel subsidiaries.

Of those 32 factories, 16 exist only on paper. But the factories were used as collateral to take loans, said Labour and Employment Adviser M Sakhawat Hossain at a press briefing on January 28.

A large amount of the loans have been classified.

Beximco Group had previously laid off nearly 32,000 workers across 15 of its apparel units due to a persistent shortage of orders in its export-oriented garment and textile factories in Gazipur.     https://www.thedailystar.net/business/news/beximco-lays-another-8000-workers-3816111

GP to pay record dividends for 2024, compensating for last year’s poor payout

Despite the challenging macroeconomic environment, Grameenphone secured a 10 per cent year-on-year growth in profit to Tk 36.4 billion in 2024, the highest in three years, supported by operating efficiency.

The leading telecom operator declared a 170 per cent final cash dividend, buoyed by the profit growth, resulting in 330 per cent cash dividends in total for 2024. That is the highest-ever dividend by GP since its listing.

The return on investment promised by the company is likely to regain confidence of shareholders who were unhappy with the lowest cash dividends paid for 2023 in 13 years.

The dividends for 2024, including 160 per cent interim cash dividends disbursed earlier, will be equivalent to 122.73 per cent of the profit after tax, earned in the year.

The telecom operator made a profit of Tk 26.89 per share in 2024, up from 24.49 per share the year before, according to a stock exchange filing on Tuesday.

However, investors will get Tk 33 per share for 2024, meaning the telecom operator will provide an additional Tk 6.11 per share from retained earnings or the reserve.

Due to the record dividend declaration, GP’s dividend yield will reach a 12-year high to 9.75 per cent in 2024.

However, GP reported revenue of Tk 150.94 billion for 2024, registering a 4.9 per cent year-on-year de-growth, owing to cautious consumer spending, particularly on data, in an adverse business climate. High inflation is another major factor behind low revenue.

“The current economic climate has brought numerous challenges, including rising inflation and decreasing GDP, putting significant strain on businesses across various sectors,” said Yasir Azman, CEO of Grameenphone, in a statement issued on Tuesday.

“We have experienced some pressure on both top-line and bottom-line growth during the second half of the year. I want to emphasize that we remain focused on delivering long-term value and stability for investors.

“We expect revenue will gradually improve as the economy recovers and growth in mobile data usage and handset penetration resumes,” said Mr Azman.

Earnings before interest, taxes, depreciation, and amortization (EBITDA) rose to Tk 96 billion in the year. GP maintained an EBITDA margin of over 60 per cent in 2024.

During the year, the mobile operator’s subscriber base increased by 2 million to 84.3 million. Of them, 56.9 percent or 48 million subscribers are using internet services.

“Sustainability, innovation, and AI are on top of GP’s strategic agenda. We are integrating sustainability into every aspect of our supply chain to ensure that standards are met across the board,” said Otto Risbakk, chief financial officer of GP.

“We will continue investing in cutting-edge technology, expanding our reach, and enhancing our customer experiences.

“Over the next few years, we’ll be realizing the advantages of our proactive investment in platforms and artificial intelligence that will lead to automated operations, autonomous network management, and advanced customer engagement,” added Mr Risbakk.

GP invested more than Tk 18 billion in 2024 for better network coverage and expansion, focusing mainly on 4G network, along with 2600 MHz spectrum deployment to ensure improved network experience for customers.

“The strong balance sheet allows us to continue to invest with a long-term view, even in periods with a challenging economy, like this year, and it also provides the basis for an attractive and predictable dividend policy,” said the CFO.

The benefits of pioneering investments in various innovative platforms and artificial intelligence (AI) will be visible in the coming years, he added.

Stock Performance

Having remained stuck on the floor at Tk 286.7 per share on the Dhaka Stock Exchange for more than 18 months, GP’s stock slid gradually to Tk 222.2 each share in June last year after the removal of the price restriction in February of the year.

After the fall of the Hasina-led government on August 5, the stock surged 40 per cent within 10 days to reach Tk 387 per share due to over-enthusiasm among investors. Since then, GP’s stock has experienced a correction.

External deficit falls 89% in H1 of FY25 despite instability

Bangladesh’s overall balance of payment (BoP) deficit dropped by nearly 89% in the first half of FY25 compared to the same period last fiscal year, according to Bangladesh Bank data.

The improvement comes despite the macroeconomic instability from the political turmoil in August, subsequent floods, and continuous protests over various demands.

According to the data, the overall deficit in the balance of payments – also known as the external balance – stood at $384 million in July-December of FY25, a sharp decline from $3.45 billion in the corresponding period of FY24 – reflecting an improvement of approximately $3.07 billion.

Welcoming the significant reduction, Zahid Hussain, former lead economist at the World Bank’s Dhaka office, told The Business Standard, “The first three months of this fiscal year were not particularly favourable for Bangladesh. Moreover, continuous protests over various demands persisted.

“Yet, despite these challenges, the country has seen notable progress in trade balance, current account balance, and financial account balance. This has eased pressure on foreign exchange reserves and exchange rates.”

However, despite positive indicators, economist Zahid pointed out a concerning rise in the “Error and Omission” category, which grew 168% year-on-year, reaching $2.01 billion in July-December FY25 from $751 million in the same period of FY24, according to the central bank data.

 

He noted that if this figure were lower, there would be no BoP deficit at all. The central bank also said the primary reason for the remaining deficit in the first six months of FY25 is the negative balance of Error and Omission.

Zahid explained that a negative “Error and Omission” balance indicates unrecorded outflow – dollars spent from reserves without proper accounting.

 

“Previously, a rising negative balance in this category indicated increasing capital flight. However, we are not currently observing heightened demand in the hundi market, nor do we expect capital flight to increase post-political transition. Therefore, the reason behind this substantial increase needs further investigation,” he added.

 

The economist further noted that accounting discrepancies at the central bank might be contributing to the problem, where some outflows might be under-captured and certain inflows are over-captured.

Whichever is the cause, the central bank must address this issue, he added.

 

Expressing optimism about further improvements in the country’s external balance over the next six months, Zahid said that if the balance had not improved in recent months, the government would have had to impose even stricter import restrictions. “Fortunately, that was not necessary.”

He also said while the country’s macroeconomy suffered significant disruptions in July-August, similar disruptions are unlikely in the coming six months.

Trade deficit narrowed by 10%

Bangladesh’s trade deficit shrank by 10.22% in July-December FY25 compared to the previous fiscal year, driven by higher export growth than import growth.

The central bank data shows the trade deficit stood at $9.64 billion at the end of December FY25, compared to $10.88 billion in the same period last fiscal year. The country’s exports grew by 11%, while imports rose by only 3.5% in the first half of FY25.

According to the data, Bangladesh has been able to reduce its trade deficit as export earnings increased by approximately $2.22 billion, whereas imports grew by only $1.09 billion.

Zahid noted that while a shrinking trade deficit is generally positive, it does not always signal a healthy economy. 

“The increase in imports was mainly due to higher imports of food products and raw materials for export-oriented industries. However, imports of capital machinery, which is crucial for investment, continued to decline. Without investment, job creation stagnates, which is a negative sign for the economy,” he explained.

The central bank data shows that capital machinery imports fell by 30%, dropping below $1.5 billion in July-December FY25. Moreover, import expenses for sugar, fertiliser, and petroleum also declined compared to the previous fiscal year.

Current account turns surplus

A surge in remittance inflows helped Bangladesh’s current account balance turn into a surplus during the first half of FY25.

According to the Bangladesh Bank data, the current account surplus stood at $33 million at the end of December FY25, a significant improvement from the $3.47 billion deficit recorded in the same period of FY24.

The data shows that remittance inflows reached $13.78 billion in the first six months of the current fiscal, compared to $10.8 billion during the same period last year, projecting a growth of $2.98 billion or 27.59%.

Zahid attributed this improvement to higher remittance inflows and a lower trade deficit. He said this is positive for the economy. 

However, he noted that the service and income account deficit increased, primarily due to rising transportation payments.

According to officials from several banks, reduced capital flight and a narrowing gap between formal and informal exchange rates contributed to higher remittance inflows.

Financial account surplus crosses $1 billion

Due to the inflow of overdue export proceeds and aid from various donor agencies, the financial account – one of the key components of the balance of payments – recorded a surplus of $1.38 billion during the July-December period of FY25.

According to a report from the central bank, the financial account surplus stood at $604 million at the end of the July-December period in the previous fiscal year. This means the surplus has increased by approximately $775 million in the current fiscal year.

Despite this improvement, foreign direct investment (FDI) inflows dropped sharply from $744 million in July-December FY24 to $213 million in FY25. 

However, the trade credit deficit, which reflects delayed payments for exports, shrank significantly from $2.03 billion in FY24 to $145 million in FY25. This suggests that exporters are now bringing in payments more quickly than before.

Additionally, medium- and long-term loans have also declined in the first six months of the fiscal year.

A senior central bank official noted that US Federal Reserve policy rate adjustments have slowed capital outflows from international investors. However, new foreign investments remain sluggish.

Zahid Hussain highlighted that most of the reported FDI consists of reinvested earnings rather than fresh capital inflows. “This means that earlier investments are generating profits, which are being retained as liquid assets rather than reinvested into new projects. Thus, while it appears as investment, it does not necessarily create new economic growth.”

Commenting on the shrinking trade credit deficit, he added, “Previously, exporters held onto foreign payments in anticipation of a higher dollar rate. However, with the introduction of crawling peg exchange rate adjustments and recent central bank measures, speculative currency trading has diminished, leading to a more stable inflow of export proceeds.”    https://www.tbsnews.net

Finance adviser seeks 3 months to reduce inflation

Further steps would be taken to stabilise the prices of essential commodities during Ramadan, said Salehuddin Ahmed

It will take another two to three months for inflation to decrease as government measures take effect, Finance Adviser Salehuddin Ahmed said today (4 February).

Acknowledging that high inflation is causing difficulties, he said several initiatives have already been implemented to address the issue.

He made these remarks while speaking to journalists after a meeting of the Cabinet Committee on Government Purchases at the Secretariat.

The adviser also stated that further steps would be taken to stabilise the prices of essential commodities during Ramadan.

The government expects these measures to help bring average inflation down to 6%–7% by June.

According to data from the Bangladesh Bureau of Statistics (BBS), monthly overall inflation has remained above 9% for over two and a half years.

In December, overall inflation stood at 10.89%, while food inflation was recorded at 12.92%. Food inflation had peaked at 14.10% in July.    https://www.tbsnews.net

চার কোম্পানির অনিয়মের প্রতিবেদন জমা

পুঁজিবাজার নিয়ন্ত্রক সংস্থা বাংলাদেশ সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশনের (বিএসইসি) গঠিত ‘অনুসন্ধান ও তদন্ত কমিটি’ ১২টি বিষয়ের মধ্যে মাত্র চারটির তদন্ত প্রতিবেদন জমা দিয়েছে। এতে বিএসইসির সাবেক চেয়ারম্যান, কমিশনার ও বর্তমান অনেক ঊর্ধ্বতন কর্মকর্তার নাম উঠে এসেছে বলে জানা গেছে।
অনুসন্ধান ও তদন্ত কমিটিকে প্রাথমিকভাবে বেক্সিমকোর সুকুক বন্ডসহ ১২ কোম্পানির বিষয়ে তদন্ত করতে বলা হয়। এজন্য ৬০ দিন সময় দেওয়া হয়েছিল। যে সময়ে কমিটি পূর্ণাঙ্গ রিপোর্ট দিতে ব্যর্থ হয়। এরপরে কয়েক দফায় সময় বাড়ানো হলেও পূর্ণাঙ্গ রিপোর্ট জমা দিতে ব্যর্থ হয়েছে কমিটি। তবে ওই সময়ের মধ্যে আংশিক রিপোর্ট জমা দিয়েছে কমিটি। এরমধ্যে ৪টি বিষয়ে রিপোর্ট জমা দিয়েছে, যা এখনো প্রকাশ করা হয়নি।
তবে তদন্ত কমিটি নিয়ে গত বছরের ২ সেপ্টেম্বর বিএসইসির চেয়ারম্যান খন্দকার রাশেদ মাকসুদ বলেছিলেন, পুঁজিবাজারে আগের বিভিন্ন অনিয়ম, কারসাজি ও দুর্নীতি খুঁজে বের করতে নবগঠিত অনুসন্ধান ও তদন্ত কমিটির প্রতিবেদন প্রকাশ করা হবে।
বিএসইসি সূত্রে জানা গেছে, গঠিত অনুসন্ধান ও তদন্ত কমিটি বেক্সিমকো গ্রিন-সুকুক আল ইসতিসনা, আইএফআইসি গ্রানটিড শেরপুর টাউনশিপ গ্রিন জিরো কুপন বন্ড, বেস্ট হোল্ডিংস এবং কোয়েস্ট বিডিসি লিমিটেড (পূর্বে পদ্মা প্রিন্টার্স অ্যান্ড কালার লিমিটেড) নিয়ে তদন্ত রিপোর্ট জমা দিয়েছে।
তদন্ত রিপোর্টে কোম্পানি চারটির অর্থ উত্তোলনের অনুমোদনকে কেন্দ্র করে ভয়াবহ অনিয়ম ও দুর্নীতি হয়েছে বলে জানানো হয়েছে। এতে বিএসইসির সাবেক চেয়ারম্যান, সাবেক দুইজন কমিশনার এবং বিএসইসির ক্যাপিটাল রেইজিং বিভাগের কর্মকর্তাদের জড়িত থাকার বিষয় উঠে এসেছে। এ ছাড়া অন্যান্য বিভাগের কিছু নির্বাহী পরিচালকের দুর্নীতির বিষয় তদন্ত প্রতিবেদনে উঠে এসেছে।

এদিকে গঠিত অনুসন্ধান ও তদন্ত কমিটি বিএসইসির দুর্নীতির সঙ্গে জড়িত কর্মকর্তাদের বিরুদ্ধে দুর্নীতি দমন মিশনে (দুদক) অধিকতর তদন্তের জন্য পদক্ষেপ নিতে সুপারিশ করেছে। এ ছাড়া তাদের বিরুদ্ধে আইনগত পদক্ষেপ নিতেও সুপারিশ করেছে। আর অভিযুক্ত কোম্পানিগুলোর বিরুদ্ধে সিকিউরিটিজ আইন অনুযায়ী প্রয়োজনীয় ব্যবস্থা নিতে সুপারিশ করেছে পাঁচ সদস্যের পুঁজিবাজার অনুসন্ধান ও তদন্ত কমিটি।
সূত্রে জানা গেছে, অনুসন্ধান ও কমিটি চারটি রিপোর্ট দাখিল করেছে বেশ আগে। তবে বিএসইসির অনেক কর্মকর্তার দুর্নীতির তথ্য তদন্ত রিপোর্টে উঠে আসায়, বর্তমান কমিশন তা প্রকাশ করতে গড়িমসি করছে। এরইমধ্যে বিএসইসির সাবেক ও বর্তমান ৯ জন ঊর্ধ্বতন কর্মকর্তার পাসপোর্ট বাতিল করা হয়েছে।

 
 

একইসঙ্গে দুর্নীতি দমন কমিশনের (দুদক) তদন্ত কাজও চলছে। এ বিষয়ে বিএসইসির সাবেক চেয়ারম্যান ফারুক আহমেদ সিদ্দিকী বলেন, পাঁচ মাসের মধ্যেও যদি তদন্ত রিপোর্ট দিতে না পারে, তাহলে এমন কমিটির প্রয়োজনীয়তা দেখছি না। এমন তদন্ত কমিটি করার চাইতে, না করাই ভালো।
নাম প্রকাশ না করার শর্তে ডিএসই ব্রোকার্স অ্যাসোসিয়েশন অব বাংলাদেশের (ডিবিএ) একজন পরিচালক বলেন, তদন্ত রিপোর্ট নিয়ে লুকোচুরি করার কিছু নেই। যেহেতু এ কমিশন নিজেদেরকে স্বচ্ছ বলে দাবি করে, সেহেতু তাদের উচিত তদন্ত রিপোর্ট সবার উদ্দেশে প্রকাশ করা।

গত বছরের ১ সেপ্টেম্বর পুঁজিবাজারের স্থিতিশীলতা, বিনিয়োগকারীদের স্বার্থ সুরক্ষা এবং বিনিয়োগকারীদের আস্থা ফেরাতে যুক্তরাষ্ট্রের টেরা রিসোর্সেস ইন্টারন্যাশনালের প্রতিষ্ঠাতা চেয়ারম্যান এবং কনসালটেন্ট ড. জিয়া ইউ আহমেদকে প্রধান করে তদন্ত কমিটি করে বিএসইসি। কমিটির অন্য সদস্যরা হলেন- ফিনান্সিয়াল সেক্টর স্পেশালিস্ট ইয়াওয়ার সাইদ, জাতীয় রাজস্ব বোর্ডের (এনবিআর) সাবেক সদস্য মো. শফিকুর রহমান, বাংলাদেশ সুপ্রিম কোর্টের ডেপুটি অ্যাটর্নি জেনারেল ব্যারিস্টার মো. জিশান হায়দার ও বিএসইসির নির্বাহী পরিচালক মো. আনোয়ারুল ইসলাম।
‘অনুসন্ধান ও তদন্ত কমিটি’ যেসব বিষয় খতিয়ে দেখল ॥ বেক্সিমকো গ্রিন-সুকুক আল ইসতিসনা ইস্যু সংক্রান্ত যাবতীয় বিষয়াদি অনুসন্ধান ও তদন্ত। আইএফআইসি গ্রানটিড শেরপুর টাউনশিপ গ্রিন জিরো কুপন বন্ড ইস্যু সংক্রান্ত যাবতীয় বিষয়াদি অনুসন্ধান ও তদন্ত।

নতুন একটি সাবসিডিয়ারি কোম্পানি খোলার সিদ্ধান্ত নিয়েছে পুঁজিবাজারে তালিকাভুক্ত এসিআই লিমিটেডের পর্ষদ।

নতুন একটি সাবসিডিয়ারি কোম্পানি খোলার সিদ্ধান্ত নিয়েছে পুঁজিবাজারে তালিকাভুক্ত এসিআই লিমিটেডের পর্ষদ। এসিআই হার্বাল অ্যান্ড নিউট্রাসিউটিক্যালস লিমিটেড নামে এ কোম্পানির অনুমোদিত মূলধন হবে ১০০ কোটি আর পরিশোধিত মূলধন ১০ কোটি টাকা। সাবসিডিয়ারি কোম্পানির ৮৫ শতাংশ শেয়ার থাকবে এসিআই লিমিটেডের কাছে। সংশ্লিষ্ট কর্তৃপক্ষের অনুমোদন সাপেক্ষে এ সিদ্ধান্ত বাস্তবায়ন করা হবে। ঢাকা স্টক এক্সচেঞ্জ (ডিএসই) সূত্রে এ তথ্য জানা গেছে।

চলতি ২০২৪-২৫ হিসাব বছরের প্রথমার্ধে (জুলাই-ডিসেম্বর) এসিআইয়ের শেয়ারপ্রতি সমন্বিত লোকসান হয়েছে ৭ টাকা ৯৯ পয়সা, আগের হিসাব বছরের একই সময়ে যা ছিল ৭ টাকা ৩০ পয়সা। এদিকে চলতি হিসাব বছরের দ্বিতীয় প্রান্তিকে (অক্টোবর-ডিসেম্বর) কোম্পানিটির শেয়ারপ্রতি সমন্বিত লোকসান হয়েছে ৩ টাকা ১৭ পয়সা, আগের হিসাব বছরের একই সময়ে যা ছিল ৫ টাকা ৫১ পয়সা। গত বছরের ৩১ ডিসেম্বর শেষে কোম্পানিটির শেয়ারপ্রতি সমন্বিত নিট সম্পদমূল্য (এনএভিপিএস) দাঁড়িয়েছে ৬৮ টাকা ৩৩ পয়সায়।

সর্বশেষ সমাপ্ত ২০২৩-২৪ হিসাব বছরে বিনিয়োগকারীদের জন্য ২০ শতাংশ নগদ ও ১৫ শতাংশ স্টক লভ্যাংশ ঘোষণা করেছে এসিআই লিমিটেডের পর্ষদ। আলোচ্য হিসাব বছরে কোম্পানিটির শেয়ারপ্রতি সমন্বিত লোকসান হয়েছে ১৮ টাকা ২৫ পয়সা, আগের হিসাব বছরে যা ছিল ৬ টাকা ৪৭ পয়সা। ৩০ জুন ২০২৪ শেষে কোম্পানিটির এনএভিপিএস দাঁড়িয়েছে ৯১ টাকা ১৭ পয়সায়।

সমাপ্ত ২০২২-২৩ হিসাব বছরে বিনিয়োগকারীদের জন্য ৪০ শতাংশ নগদ লভ্যাংশ ঘোষণা করেছে কোম্পানিটির পর্ষদ। আলোচ্য হিসাব বছরে কোম্পানিটির শেয়ারপ্রতি লোকসান হয়েছে ৬ টাকা ৪৮ পয়সা। আগের হিসাব বছরে শেয়ারপ্রতি সমন্বিত আয় (ইপিএস) হয়েছিল ৪ টাকা ৯৮ পয়সা। ৩০ জুন ২০২৩ শেষে কোম্পানিটির সমন্বিত এনএভিপিএস দাঁড়িয়েছে ১১৩ টাকা ৬৭ পয়সায়।

এসিআইয়ের ঋণমান দীর্ঘমেয়াদে ‘ডাবল এ মাইনাস’ ও স্বল্পমেয়াদে ‘এসটি-টু’। ৩০ জুন সমাপ্ত ২০২৪ হিসাব বছরের নিরীক্ষিত আর্থিক প্রতিবেদন, ৩০ সেপ্টেম্বর ২০২৪ পর্যন্ত অনিরীক্ষিত আর্থিক প্রতিবেদন ও রেটিং ঘোষণার দিন পর্যন্ত প্রাসঙ্গিক অন্যান্য গুণগত ও পরিমাণগত তথ্যের ওপর ভিত্তি করে এ প্রত্যয়ন করেছে ক্রেডিট রেটিং ইনফরমেশন অ্যান্ড সার্ভিসেস লিমিটেড (সিআরআইএসএল)।

১৯৭৬ সালে পুঁজিবাজারে তালিকাভুক্ত এসিআই লিমিটেডের অনুমোদিত মূলধন ১৫০ কোটি ও পরিশোধিত মূলধন ৮৭ কোটি ৬৩ লাখ ৬০ হাজার টাকা। রিজার্ভে রয়েছে ৪৮৩ কোটি ৫৪ লাখ টাকা। কোম্পানির মোট শেয়ারের সংখ্যা ৮ কোটি ৭৬ লাখ ৩৬ হাজার ৪৬৯। এর মধ্যে উদ্যোক্তা পরিচালকদের কাছে ৩৬ দশমিক ২৩ শতাংশ, প্রাতিষ্ঠানিক বিনিয়োগকারী ৪১ দশমিক ৬৬ ও সাধারণ বিনিয়োগকারীদের কাছে বাকি ২২ দশমিক ১১ শতাংশ শেয়ার রয়েছে।

ডিএসইতে গতকাল এসিআই লিমিটেডের শেয়ার সর্বশেষ ১৪৭ টাকায় লেনদেন হয়েছে। গত এক বছরে শেয়ারটির দর ১১১ টাকা ৫০ থেকে ১৯৭ টাকা ৭০ পয়সায় ওঠানামা করেছে।    https://bonikbarta.com

Tk101cr loss in H1: What pushes Bashundhara Paper into the red?

According to its reports, in the first half of the current fiscal year (July to December), its production costs increased by around 8% due to rising gas and electricity prices, while finance costs for loans surged by 108% to Tk155.92 crore

Bashundhara Paper Mills, one of the major players in the paper industry and the leader in the tissue market, has suffered a significant setback in the first half of the current fiscal year, slipping into the red with a Tk101 crore loss.

Once a consistently profitable paper and tissue products maker of Bashundhara Group, the paper mills has now found itself in hot water due to rising costs in utilities, procuring raw materials, and financial expenses from higher interest rates, all of which have contributed to lower sales.

According to its reports, in the first half of the current fiscal year (July to December), its production costs increased by around 8% due to rising gas and electricity prices, while finance costs for loans surged by 108% to Tk155.92 crore.

It owed Tk1,796.79 crore in long-term loans to several banks.

Meanwhile, its revenue fell by 40% in H1 compared to the same period of the previous fiscal year.

In the first half of FY25, its revenue declined to Tk410.47 crore, and it incurred a loss of Tk101.48 crore.

 

In the entire fiscal year of FY24, the paper firm made Tk1,315 crore as revenue and posted a profit of Tk19.15 crore.

In its unaudited report for the half-year, the paper firm explained, “We have been severely affected by external economic variables like the increase in the exchange rate of the foreign currency, the price hike of raw materials, import restrictions, reluctance to open letters of credit (LC) by the bank, the increase in bank interest rates from 9% to 14.50%, and the availability of the US dollar.”

 

“Due to unavoidable political and economic circumstances, we were not able to open LCs for raw materials, which led to a huge loss in business,” it said.

 

“Negative developments in trade policy or global trade—including sanctions, import duties, and other trade restrictions between countries—could directly or indirectly affect sourcing inventory products and the company’s profitability,” it added.

It also said, “Significant or unforeseen fluctuations in the prices of other important production inputs such as energy and chemicals, and problems related to their availability, could erode profitability and threaten business continuity.”

 

“An unprecedented government-ordered nationwide internet and mobile connectivity blackout blocked social media, blocked raids, and several days of general holidays, shut down and closed educational institutions, which led to the economy as well as the business coming to a sudden stop,” it said.

“As a result, revenue has decreased by 40.11% for the year 2024-2025 from the same year of 2023-2024,” it added.

“While due to the economic and political variability, sales decreased by Tk274.95 crore during the July to December quarter of the year 2024-2025 from the same period of fiscal 2023-2024,” it concluded.    https://www.tbsnews.net

মালিকদের শেয়ারের মূল্য সাড়ে চার হাজার কোটি, ব্যাংক ঋণ প্রায় ৭০ হাজার কোটি টাকা

বেক্সিমকো গ্রুপের তালিকাভুক্ত কোম্পানিগুলোর উদ্যোক্তা পরিচালকদের শেয়ার বিক্রি করে গ্রুপটির ব্যাংক ঋণের অর্থ পরিশোধের সিদ্ধান্ত নিয়েছে সরকার।

বেক্সিমকো গ্রুপের তালিকাভুক্ত কোম্পানিগুলোর উদ্যোক্তা পরিচালকদের শেয়ার বিক্রি করে গ্রুপটির ব্যাংক ঋণের অর্থ পরিশোধের সিদ্ধান্ত নিয়েছে সরকার। আবার বেক্সিমকোর বিভিন্ন প্রতিষ্ঠানের শ্রমিকদের বকেয়া বেতনভাতাও এ অর্থ থেকে পরিশোধের কথা ভাবা হচ্ছে। তবে পুঁজিবাজারের সর্বশেষ দর বিশ্লেষণে দেখা যায়, গ্রুপটির তালিকাভুক্ত তিন কোম্পানির উদ্যোক্তা পরিচালকদের কাছে থাকা শেয়ারের মূল্য সাড়ে ৪ হাজার কোটি টাকা। আর সরকার গঠিত এক উপদেষ্টা পরিষদ কমিটি জানিয়েছে, বেক্সিমকোর বিভিন্ন প্রতিষ্ঠানের নামে-বেনামে নেয়া ব্যাংক ঋণের এখন পর্যন্ত নিশ্চিতকৃত পরিমাণ প্রায় ৭০ হাজার কোটি টাকা। আবার এ উদ্যোক্তা পরিচালকদের শেয়ার বিক্রি নিয়েও রয়েছে নানা ধরনের আইনি জটিলতা।

দেশের সরকারি-বেসরকারি ব্যাংক থেকে বিপুল অংকের ঋণ নিয়ে শিল্পপ্রতিষ্ঠান গড়ে তুলেছে সালমান এফ রহমানের বেক্সিমকো গ্রুপ। অনেক ক্ষেত্রে ঋণ নেয়া হয়েছে প্রভাব খাটিয়ে প্রয়োজনীয় জামানত ছাড়াই। এমনকি বেক্সিমকো গ্রুপের তালিকাভুক্ত কোম্পানিগুলোর উদ্যোক্তা পরিচালক ও সহযোগী কোম্পানির কাছে থাকা শেয়ার বন্ধক রেখেও ব্যাংক থেকে ঋণ নেয়া হয়েছে। বর্তমানে দেশের পুঁজিবাজারে বেক্সিমকো গ্রুপের তালিকাভুক্ত কোম্পানি তিনটি। এগুলো হলো বেক্সিমকো ফার্মাসিউটিক্যালস লিমিটেড, বাংলাদেশ এক্সপোর্ট ইমপোর্ট কোম্পানি (বেক্সিমকো) লিমিটেড ও শাইনপুকুর সিরামিকস লিমিটেড।

ঢাকা স্টক এক্সচেঞ্জের (ডিএসই) তথ্যানুসারে, বেক্সিমকো ফার্মাসিউটিক্যালসের উদ্যোক্তা পরিচালকদের কাছে গত বছরের ডিসেম্বর শেষে কোম্পানিটির ৩০ দশমিক ১৩ শতাংশ বা ১৩ কোটি ৪৪ লাখ ১৩ হাজার ৫৭২টি শেয়ার ছিল। উদ্যোক্তা পরিচালকদের মধ্যে সালমান এফ রহমান, তার বড় ভাই এএসএফ (আহমেদ সোহেল ফসিউর) রহমান এবং অন্যান্য পরিচালক ও স্বার্থসংশ্লিষ্ট সহযোগী প্রতিষ্ঠান রয়েছে। স্বার্থসংশ্লিষ্ট সহযোগী প্রতিষ্ঠানগুলো হলো বেক্সিমকো হোল্ডিংস লিমিটেড, বেক্সিমকো লিমিটেড, নিউ ঢাকা ইন্ডাস্ট্রিজ, বেক্সিমকো ইঞ্জিনিয়ারিং এবং ন্যাশনাল ইনভেস্টমেন্ট ও ফাইন্যান্স কোম্পানি লিমিটেড। ডিএসইতে গতকাল বেক্সিমকো ফার্মাসিউটিক্যালসের শেয়ারের দর ছিল ৭৫ টাকা ৬০ পয়সা। সে হিসেবে কোম্পানিটির উদ্যোক্তা পরিচালকদের কাছে থাকা শেয়ারের মূল্য দাঁড়ায় ১ হাজার ১৬ কোটি ১৬ লাখ ৬৬ হাজার ৭৪ টাকায়।

বেক্সিমকো লিমিটেডের উদ্যোক্তা পরিচালকদের কাছে গত বছরের ডিসেম্বর শেষে কোম্পানিটির ৩৩ দশমিক ১১ শতাংশ বা ৩১ কোটি ২৩ লাখ ৫ হাজার ৩৮৭টি শেয়ার ছিল। এর মধ্যে সালমান এফ রহমান ও এএসএফ রহমান ছাড়াও বেক্সিমকো হোল্ডিংস লিমিটেড, নিউ ঢাকা ইন্ডাস্ট্রিজ, বেক্সিমকো ইঞ্জিনিয়ারিং, ন্যাশনাল ইনভেস্টমেন্ট ও ফাইন্যান্স কোম্পানি লিমিটেড, এসেস এক্সপোর্টার্স লিমিটেড, বেক্সিমকো ফার্মাসিউটিক্যালস, শাইনপুকুর সিরামিকস, এসকর্পস অ্যাপারেলস লিমিটেড, ফার্মাটেক কেমিক্যালস লিমিটেড, অ্যাবসলুট কনস্ট্রাকশন অ্যান্ড ইঞ্জিনিয়ারিং লিমিটেড, এনটিসি এ/সি জিএইচএল এবং এনটিসি এ/সি এসএইএল রয়েছে। ডিএসইতে গতকাল কোম্পানিটির শেয়ারদর ছিল ১১০ টাকা ১০ পয়সা। সে হিসেবে বেক্সিমকো লিমিটেডের উদ্যোক্তা পরিচালকদের কাছে থাকা শেয়ারের মূল্য দাঁড়ায় ৩ হাজার ৪৩৮ কোটি ৪৮ লাখ ২৩ হাজার ১৪০ টাকা।

শাইনপুকুর সিরামিকসের উদ্যোক্তা পরিচালক হিসেবে বেক্সিমকো লিমিটেডের কাছে গত বছরের ডিসেম্বর শেষে কোম্পানিটির ৫০ শতাংশ বা ৭ কোটি ৩৪ লাখ ৮৩ হাজার ২৭টি শেয়ার ছিল। গতকাল ডিএসইতে কোম্পানিটির শেয়ারদর ছিল ১১ টাকা ৩০ পয়সা। সে হিসেবে কোম্পানিটির উদ্যোক্তা পরিচালকদের কাছে থাকা শেয়ারের মূল্য দাঁড়ায় ৮৩ কোটি ৩ লাখ ৫৮ হাজার ২১০ টাকা। সব মিলিয়ে বেক্সিমকো গ্রুপের তালিকাভুক্ত তিন কোম্পানির উদ্যোক্তা পরিচালকদের কাছে থাকা শেয়ারের মোট মূল্য ৪ হাজার ৫৩৭ কোটি ৬৮ লাখ ৪৭ হাজার ৪২৪ টাকা। বেক্সিমকো গ্রুপের কর্মকর্তারা জানিয়েছেন, তালিকাভুক্ত তিন কোম্পানির উদ্যোক্তা পরিচালকদের সব শেয়ারই বন্ধক রেখে ব্যাংক থেকে ঋণ নেয়া হয়েছে।

গত বছরের ১৫ ডিসেম্বর উচ্চ আদালতে এক রিট আবেদনের পরিপ্রেক্ষিতে রুলের শুনানিতে অংশ নিয়ে বাংলাদেশ ব্যাংকের আইনজীবী মুনীরুজ্জামান আদালতকে জানিয়েছিলেন, ২০২৪ সালের ৩০ নভেম্বর পর্যন্ত বেক্সিমকো গ্রুপের মোট ঋণের মধ্যে ৩১ হাজার ৭৫ কোটি টাকা এরই মধ্যে শ্রেণীকৃত (খেলাপি) হয়ে গেছে। বেক্সিমকো গ্রুপের কোম্পানি সংখ্যা ১৮৮। এর মধ্যে ৭৮টি কোম্পানির নামে বিভিন্ন ব্যাংক ও আর্থিক প্রতিষ্ঠান থেকে ঋণ নেয়ার তথ্য পাওয়া গেছে। এসব কোম্পানির কয়েকটি আবার আদতে ‘শেল কোম্পানি’, যা গঠন করা হয়েছে জনগণের অর্থ লুণ্ঠনের জন্য। ৩০ নভেম্বর পর্যন্ত পাওয়া তথ্য অনুযায়ী, বেক্সিমকো গ্রুপের ঋণের স্থিতি ৫০ হাজার ৯৮ কোটি টাকা। এছাড়া গ্রুপটি রাষ্ট্রায়ত্ত জনতা ব্যাংকের মাধ্যমে রফতানি করা ৫ হাজার ৮২৮ কোটি টাকা মূল্যের পণ্যের অর্থ দেশে আনেনি।

তবে সম্প্রতি সরকার গঠিত এক উপদেষ্টা পরিষদ কমিটির সভায় বেক্সিমকোর ঋণের পরিমাণ প্রায় ৭০ হাজার কোটি টাকা বলে জানানো হয়েছে। আবার এ পরিমাণও চূড়ান্ত নয় বলে জানিয়েছেন সংশ্লিষ্টরা। বিভিন্ন ব্যাংক থেকে বেক্সিমকো গ্রুপের নামে-বেনামে নেয়া প্রকৃত ঋণের পরিমাণ নির্ধারণের বিষয়টি এখনো প্রক্রিয়াধীন। এটি চূড়ান্ত হলে সামনের দিনগুলোয় গ্রুপটির মোট ঋণের পরিমাণ আরো বাড়তে পারে বলে মনে করছেন তারা।

নথির তথ্য অনুযায়ী, বেক্সিমকো গ্রুপের কাছে সবচেয়ে বেশি ঋণ রয়েছে জনতা ব্যাংকের। ব্যাংকটি থেকে ২৯টি কোম্পানির নামে ২৩ হাজার ৯১২ কোটি টাকা বের করে নেয়া হয়েছে। দ্বিতীয় সর্বোচ্চ ১৩ হাজার ৪৬৩ কোটি টাকা ঋণ গেছে আইএফআইসি ব্যাংক থেকে। সালমান এফ রহমান নিজেই ওই ব্যাংকটির চেয়ারম্যান ছিলেন। ব্যাংক কোম্পানি আইনের ব্যত্যয় ঘটিয়ে ও বেনামি কোম্পানি তৈরি করে এ ঋণ নিয়েছেন তিনি। এছাড়া আর যেসব ব্যাংকে বেক্সিমকো গ্রুপের বড় অংকের ঋণ রয়েছে, সেগুলোর মধ্যে ন্যাশনাল ব্যাংক থেকে ৩ হাজার ১৮২ কোটি টাকা, এবি ব্যাংক থেকে ১ হাজার ৮৩৯ কোটি, সোনালী ব্যাংক থেকে ১ হাজার ৬৭৭ কোটি, এক্সিম ব্যাংক থেকে ১ হাজার ৪৬৮ কোটি, অগ্রণী ব্যাংক থেকে ১ হাজার ৯ কোটি, রূপালী ব্যাংক থেকে ৯৬৫ কোটি, ডাচ্‌-বাংলা ব্যাংক থেকে ১৭০ কোটি, ফার্স্ট সিকিউরিটি ইসলামী ব্যাংক থেকে ১৪৬ কোটি, ঢাকা ব্যাংক থেকে ১৩৭ কোটি, গ্লোবাল ইসলামী ব্যাংক থেকে ৮৫ কোটি ও পদ্মা ব্যাংক থেকে ২৪ কোটি টাকা ঋণ নেয়া হয়েছে। গ্রুপটির কাছে আরো কয়েকটি ব্যাংক ও সাতটি আর্থিক প্রতিষ্ঠানের ঋণ রয়েছে।

বেতনভাতা না পেয়ে গত বছরের সেপ্টেম্বর থেকে বেক্সিমকো ইন্ডাস্ট্রিয়াল পার্কের শিল্প প্রতিষ্ঠানগুলোর শ্রমিকরা রাস্তায় নেমে আসে। এ অবস্থায় বেতনভাতা পরিশোধের জন্য সরকারের পক্ষ থেকে গত বছরের সেপ্টেম্বর থেকে এ পর্যন্ত ২২৩ কোটি ৪৩ লাখ টাকা দেয়া হয়। পাশাপাশি বেক্সিমকো ইন্ডাস্ট্রিয়াল পার্কের শিল্পপ্রতিষ্ঠানগুলোর শ্রম ও ব্যবসায় পরিস্থিতি পর্যালোচনাসংক্রান্ত একটি উপদেষ্টা পরিষদ কমিটি গঠন করে সরকার। এ কমিটির সর্বশেষ সভা অনুষ্ঠিত হয় ২৮ জানুয়ারি। এ সভায় বেক্সিমকোর লে-অফ করা ১২ কোম্পানি কর্তৃপক্ষ বন্ধ করে দেবে বলে সিদ্ধান্ত নেয়া হয়। শ্রম আইনের অধীনে শ্রমিকদের আইনানুগ পাওনাদি আগামী ফেব্রুয়ারির মধ্যে পরিশোধেরও কথা জানানো হয়। এক্ষেত্রে বিভিন্ন ব্যাংকে বেক্সিমকোর ঋণের বিপরীতে গ্রুপটির তালিকাভুক্ত কোম্পানিগুলোর বন্ধক রাখা শেয়ার বিক্রির পাশাপাশি সরকারি তহবিলের মাধ্যমে পাওনা পরিশোধের সিদ্ধান্ত হয়। এছাড়া সভায় উপদেষ্টা পরিষদ কমিটির সিদ্ধান্ত বাস্তবায়ন না করায় বেক্সিমকোর নিয়োগকৃত রিসিভারকে বরখাস্ত করা, গ্রুপটিকে ঋণ দেয়া ব্যাংক ও আর্থিক প্রতিষ্ঠানগুলো কিসের ভিত্তিতে বা কী দলিলপত্রের ভিত্তিতে এ অর্থায়ন করেছে এবং এক্ষেত্রে কোনো অনিয়ম হয়েছে কিনা, সে বিষয়ে ফরেনসিক অডিট করে ফেব্রুয়ারির মধ্যে বাংলাদেশ ব্যাংক থেকে তদন্তের ভিত্তিতে বিভাগীয় ও আইনানুগ পদক্ষেপ গ্রহণের সিদ্ধান্ত নেয়া হয়। বেক্সিমকো ফার্মাসিউটিক্যালস ও শাইনপুকুর সিরামিকসের বন্ধকীকৃত শেয়ার বিক্রির বিষয়ে আর্থিক প্রতিষ্ঠান বিভাগ ও বাংলাদেশ সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশনের (বিএসইসি) পক্ষ থেকে প্রয়োজনীয় ব্যবস্থা নেয়া হবে বলেও সিদ্ধান্ত গ্রহণ করা হয়।

শ্রম ও কর্মসংস্থান মন্ত্রণালয়ের সচিব এএইচএম সফিকুজ্জামান বণিক বার্তাকে বলেন, ‘বেক্সিমকোর শ্রমিকদের সব দেনা-পাওনা পরিশোধের জন্য সাড়ে ৫০০ কোটি টাকা প্রয়োজন। উপদেষ্টা পরিষদ কমিটির সভায় যেসব সিদ্ধান্ত নেয়া হয়েছে, সেগুলো বাস্তবায়নের ক্ষেত্রে কিছু আইনি দিকও রয়েছে। এখন এগুলো কীভাবে বাস্তবায়ন করা যায় সেটি আর্থিক প্রতিষ্ঠান বিভাগ, অর্থ বিভাগ, বাংলাদেশ ব্যাংক ও বিএসইসি দেখবে।’

উপদেষ্টা পরিষদ কমিটির সভায় যেসব সিদ্ধান্ত নেয়া হয়েছিল এরই মধ্যে সেগুলো বাস্তবায়নে বেশকিছু পদক্ষেপ নিয়েছে আর্থিক প্রতিষ্ঠান বিভাগ। বেক্সিমকোয় এর আগে নিয়োগ করা রিসিভারকে সাময়িক বরখাস্ত করার পাশাপাশি তার বিরুদ্ধে তদন্ত করে বিভাগীয় ব্যবস্থা গ্রহণের জন্য বাংলাদেশ ব্যাংকে চিঠি দেয়া হয়েছে। পাশাপাশি নতুন রিসিভার নিয়োগের নির্দেশ দেয়া হয়েছে। এছাড়া ফরেনসিক অডিট ও তদন্তের মাধ্যমে দোষীদের চিহ্নিত করে আর্থিক প্রতিষ্ঠান বিভাগকে অবহিত করার পাশাপাশি সংশ্লিষ্ট কর্তৃপক্ষকে ব্যবস্থা নিতে চিঠি দেয়া হয়েছে।

কমিটির সভায় প্রথমে শেয়ার বিক্রির মাধ্যমে শ্রমিকদের পাওনা পরিশোধ করার বিষয়টি বলা হলে পরবর্তীতে আইনি দিক বিবেচনায় এ বিষয়ে করণীয় নির্ধারণে সংশ্লিষ্ট বিভাগ ও সংস্থাগুলোকে কর্মপন্থা নির্ধারণের জন্য বলা হয়েছে। এরই ধারাবাহিকতায় উপদেষ্টা কমিটির সিদ্ধান্ত কীভাবে বাস্তবায়ন করা হবে সে বিষয়ে কর্মপন্থা নিধারণে গতকাল আর্থিক প্রতিষ্ঠান বিভাগের সচিব নাজমা মোবারেকের নেতৃত্বে বেক্সিমকোকে ঋণদানকারী ব্যাংক, বিএসইসি ও বাংলাদেশ ব্যাংকের কর্মকর্তাদের নিয়ে একটি সভা অনুষ্ঠিত হয়েছে। বন্ধক রাখা শেয়ার বিক্রি করে ব্যাংক নিজের পাওনা অর্থ আদায়ের পাশাপাশি আমানতকারীদের স্বার্থ দেখবে নাকি শ্রমিকদের পাওনা পরিশোধে সহায়তা করবে সে বিষয়ে সভায় আলোচনা হয়েছে। এক্ষেত্রে ঋণের বিপরীতে জামানত হিসেবে রাখা শেয়ার বিক্রির ক্ষেত্রে ব্যাংকের পাওনা অর্থ পরিশোধের বিষয়টিই প্রাধান্য পাবে বলে সভায় জানানো হয়েছে। আর্থিক প্রতিষ্ঠান বিভাগ থেকেও ব্যাংকের পাওনা আদায়ের বিষয়টিকে গুরুত্ব দেয়া হচ্ছে। সংশ্লিষ্ট সূত্র জানিয়েছে, শ্রমিকদের দেনা পাওনা নিষ্পত্তি করার জন্য কত টাকা প্রয়োজন হবে সেটি নির্ধারণ করে শ্রম মন্ত্রণালয় থেকে অর্থ বিভাগকে অবহিত করা হবে এবং অর্থ বিভাগ সেটি পরিশোধের ব্যবস্থা করবে।

এ বিষয়ে জানতে চাইলে আর্থিক প্রতিষ্ঠান বিভাগের সচিব নাজমা মোবারেক বণিক বার্তাকে বলেন, ‘বেক্সিমকোর কাছে ব্যাংকের পাওনা অর্থ কীভাবে আদায় করা যায়, সে বিষয়ে একটি কর্মপন্থা নির্ধারণে আমরা কাজ করছি। আমরা ব্যাংকগুলোর কাছে আরো বেশকিছু তথ্য চেয়েছি। কয়েকদিনের মধ্যেই আমরা ঋণ পরিশোধের বিষয়ে একটি কর্মপন্থা চূড়ান্ত করতে পারব। আর শ্রমিকদের পাওনা পরিশোধের বিষয়টি সরকার দেখবে।’

পুঁজিবাজারসংশ্লিষ্টরা বলছেন, সরকারের পক্ষ থেকে বেক্সিমকোর তালিকাভুক্ত কোম্পানিগুলো বন্ধক রাখা শেয়ার বিক্রি করে দায়-দেনা পরিশোধের কথা বলা হলেও এটি বাস্তবায়নে আইনি চ্যালেঞ্জের মুখোমুখি হতে হবে। সিকিউরিটিজ আইন অনুসারে, তালিকাভুক্ত কোম্পানির উদ্যোক্তা পরিচালকদের কাছে সম্মিলিতভাবে ন্যূনতম ৩০ শতাংশ শেয়ার ধারণের বাধ্যবাধকতা রয়েছে। এ ৩০ শতাংশ শেয়ার ব্লক অবস্থায় থাকে এবং নিয়ন্ত্রক সংস্থার অনুমোদন ছাড়া এটি বিক্রি কিংবা স্থানান্তর করা সম্ভব নয়। ফলে বেক্সিমকোর যেই তালিকাভুক্ত কোম্পানিতে উদ্যোক্তা পরিচালকদের কাছে সম্মিলিতভাবে ৩০ শতাংশের বেশি শেয়ার আছে সেগুলো বিক্রি করা যাবে। সে হিসাবে সিকিউরিটিজ আইন মেনে বেক্সিমকো ফার্মাসিউটিক্যালসের দশমিক ১৩ শতাংশ, বেক্সিমকো লিমিটেডের ৩ দশমিক ১১ শতাংশ এবং শাইনপুকুর সিরামিকসের ২০ শতাংশ শেয়ার বিক্রির সুযোগ রয়েছে। তাছাড়া বর্তমানে বেক্সিমকো লিমিটেডের শেয়ারে ফ্লোর প্রাইস আরোপ করা আছে। ফলে এ অবস্থায় অতিমূল্যায়িত এ শেয়ার বিক্রির উদ্যোগ নেয়া হলেও সেটি কেনার মতো ক্রেতা পাওয়া যাবে কিনা তা নিয়ে সংশয় রয়েছে। সব মিলিয়ে সরকারের পক্ষ থেকে বন্ধকি শেয়ার বিক্রির সিদ্ধান্ত নেয়া হলেও সেটি বাস্তবায়নের বড় ধরনের চ্যালেঞ্জে পড়তে হবে বলে মনে করছেন তারা।

জানতে চাইলে বিএসইসির নির্বাহী পরিচালক ও মুখপাত্র মোহাম্মদ রেজাউল করিম বণিক বার্তাকে বলেন, ‘আর্থিক প্রতিষ্ঠান বিভাগের সভায় বিএসইসির প্রতিনিধি উপস্থিত ছিলেন। সেখানে বেক্সিমকোর ব্যাংক ঋণের বিপরীতে জামানত হিসেবে বন্ধকীকৃত শেয়ারের বিষয়ে কী করা যায় সেই কর্মপদ্ধতি নিয়ে আলোচনা হয়েছে। বিএসইসির পক্ষ থেকে তালিকাভুক্ত কোম্পানির শেয়ার বন্ধক রাখাসংক্রান্ত সিকিউরিটিজ আইনের বিভিন্ন দিক তুলে ধরা হয়েছে।’

বাংলাদেশ ব্যাংকের তথ্যানুসারে, দেশের বিভিন্ন ব্যাংক ও আর্থিক প্রতিষ্ঠানের কাছে গত বছরের নভেম্বর শেষে বেক্সিমকো গ্রুপের বিভিন্ন প্রতিষ্ঠানের ঋণের পরিমাণ ছিল ৫০ হাজার কোটি টাকার বেশি। তবে সম্প্রতি উপদেষ্টা পরিষদ কমিটির সভায় বেক্সিমকোর ঋণের পরিমাণ প্রায় ৭০ হাজার কোটি টাকা বলে জানানো হয়েছে। বেক্সিমকো ইন্ডাস্ট্রিয়াল পার্কের ৩২টি শিল্পপ্রতিষ্ঠানের মধ্যে অস্তিত্ববিহীন প্রতিষ্ঠানের সংখ্যা ১৬টি। এ ১৬ প্রতিষ্ঠানের বিপরীতে ব্যাংক ঋণ রয়েছে ১২ হাজার কোটি টাকা। সব মিলিয়ে এ ৩২টি প্রতিষ্ঠানের মোট ঋণ ২৯ হাজার ৯২৫ কোটি টাকা। তাছাড়া বেক্সিমকো লিমিটেডের ৪০ হাজার কোটি টাকারও বেশি ঋণ রয়েছে।

বাংলাদেশ ব্যাংকের নির্বাহী পরিচালক ও মুখপাত্র হোসেন আরা শিখা বণিক বার্তাকে বলেন, ‘রাষ্ট্রায়ত্ত ব্যাংকের মালিকানা সরকার তথা আর্থিক প্রতিষ্ঠান বিভাগের কাছে। সে হিসাবে রাষ্ট্রায়ত্ত ব্যাংকগুলোয় খেলাপি ঋণের বিপরীতে যদি বেক্সিমকোর কোনো শেয়ার বন্ধক রাখা থাকে তাহলে সেটি বিক্রি করে ঋণ আদায়ের সিদ্ধান্ত আর্থিক প্রতিষ্ঠান বিভাগ নিতে পারে। তবে বেসরকারি খাতের ব্যাংকগুলোর ঋণের বিপরীতে বন্ধক রাখা শেয়ার বিক্রির সিদ্ধান্ত সংশ্লিষ্ট ব্যাংকগুলো নেবে। বেক্সিমকোর যে পরিমাণ শেয়ার বন্ধক রাখা আছে ঋণের পরিমাণ তার চেয়ে অনেক বেশি। বিদ্যমান আইনি কাঠামো অনুসারে বন্ধক রাখা শেয়ার বিক্রিসহ অন্যান্য উপায়ে বেক্সিমকোর ঋণ আদায়ের চেষ্টা করা হচ্ছে। এক্ষেত্রে আইনি কাঠামোর কোনো ধরনের সংস্কার প্রয়োজন হলে সে বিষয়েও উদ্যোগ নেবে বাংলাদেশ ব্যাংক।’    https://www.bonikbarta.com
