পুঁজিবাজারে তালিকাভুক্ত এক্সপোর্ট ইমপোর্ট (এক্সিম) ব্যাংক অব বাংলাদেশ পিএলসির উদ্যোক্তা জুবায়ের কবির তার কাছে থাকা ব্যাংকটির ৫৫ লাখ ৩২ হাজার ৪০০ শেয়ারের মধ্যে পাঁচ লাখ শেয়ার বিক্রির ঘোষণা দিয়েছেন। ৩০ কার্যদিবসের মধ্যে ডিএসইর পাবলিক ও ব্লক মার্কেটে বিদ্যমান বাজারদরে এ শেয়ার বিক্রি করবেন তিনি। গতকাল ডিএসই সূত্রে এ তথ্য জানা গেছে।

২০০৪ সালে পুঁজিবাজারে তালিকাভুক্ত এক্সিম ব্যাংকের অনুমোদিত মূলধন ২ হাজার কোটি ও পরিশোধিত মূলধন ১ হাজার ৪৪৭ কোটি ৫৫ লাখ ৭০ হাজার টাকা। রিজার্ভে রয়েছে ১ হাজার ৮৮১ কোটি ৫৬ লাখ টাকা। ব্যাংকটির মোট শেয়ার সংখ্যা ১৪৪ কোটি ৭৫ লাখ ৫৭ হাজার ৩৪৪। এর মধ্যে উদ্যোক্তা পরিচালকদের কাছে রয়েছে ৩২ দশমিক ৪৭ শতাংশ শেয়ার। এছাড়া প্রাতিষ্ঠানিক বিনিয়োগকারীদের কাছে ২৮ দশমিক ৯৬, বিদেশী বিনিয়োগকারীদের কাছে দশমিক ৭৭ ও সাধারণ বিনিয়োগকারীদের হাতে বাকি ৩৭ দশমিক ৮০ শতাংশ শেয়ার রয়েছে।

গতকাল ব্যাংকটির শেয়ারের সর্বশেষ ও সমাপনী দর ছিল ৯ টাকা ৭০ পয়সা। গত এক বছরে শেয়ারটির দর ৭ টাকা ৬০ থেকে ১১ টাকা ৩০ পয়সার মধ্যে ওঠানামা করেছে।

সমাপ্ত ২০২৩ হিসাব বছরের জন্য ঘোষিত ১০ শতাংশ নগদ লভ্যাংশ বিনিয়োগকারীদের কাছে পাঠিয়েছে ব্যাংকটি। আর্থিক প্রতিবেদন অনুসারে, চলতি ২০২৪ হিসাব বছরের প্রথম প্রান্তিকে (জানুয়ারি-মার্চ) মুনাফা বেড়েছে ৭১ দশমিক ৪৩ শতাংশ। আলোচ্য প্রান্তিকে ব্যাংকটির শেয়ারপ্রতি সমন্বিত আয় (ইপিএস) হয়েছে ২৪ পয়সা, আগের হিসাব বছরের একই সময়ে যা ছিল ১৪ পয়সা। গত ৩১ মার্চ শেষে ব্যাংকটির শেয়ারপ্রতি সমন্বিত নিট সম্পদমূল্য (এনএভিপিএস) দাঁড়িয়েছে ২৩ টাকা ২৪ পয়সায়।

সমাপ্ত ২০২৩ হিসাব বছরে এক্সিম ব্যাংকের ইপিএস হয়েছে ২ টাকা ৩৩ পয়সা, আগের হিসাব বছরের একই সময়ে যা ছিল ২ টাকা ৫৭ পয়সা।

গত ৩১ ডিসেম্বর শেষে কোম্পানিটির এনএভিপিএস দাঁড়িয়েছে ২৩ টাকায়, আগের হিসাব বছরের একই সময় শেষে যা ছিল ২২ টাকা ২ পয়সা।

২০২০ হিসাব বছরে শেয়ারহোল্ডারদের জন্য ১০ শতাংশ লভ্যাংশ দিয়েছে ব্যাংকটি। এর মধ্যে ৭ দশমিক ৫০ শতাংশ নগদ ও ২ দশমকি ৫০ শতাংশ স্টক লভ্যাংশ। এছাড়া ২০১৮ ও ২০১৯ হিসাব বছরে শেয়ারহোল্ডারদের ১০ শতাংশ করে নগদ লভ্যাংশ দিয়েছিল এক্সিম ব্যাংক। ২০১৭ হিসাব বছরে ১২ দশমিক ৫ শতাংশ নগদ লভ্যাংশ পেয়েছিলেন ব্যাংকটির শেয়ারহোল্ডাররা।

ব্যাংকটির ঋণমান দীর্ঘমেয়াদে ‘ডাবল এ’ ও স্বল্পমেয়াদে ‘এসটি-টু’। ৩১ ডিসেম্বর সমাপ্ত ২০২৩ হিসাব বছরের নিরীক্ষিত আর্থিক প্রতিবেদন, চলতি ২০২৪ হিসাব বছরের প্রথম প্রান্তিকের (জানুয়ারি-মার্চ) অনিরীক্ষিত আর্থিক প্রতিবেদন ও রেটিং ঘোষণার দিন পর্যন্ত প্রাসঙ্গিক অন্যান্য গুণগত ও পরিমাণগত তথ্যের ওপর ভিত্তি করে এ প্রত্যয়ন করেছে ক্রেডিট রেটিং ইনফরমেশন অ্যান্ড সার্ভিসেস লিমিটেড (সিআরআইএসএল)।

Forty companies in Dhaka and Chattogram, including controversial Crescent, Bismillah and Beximco groups, have not repatriated export proceeds amounting to $588 million by engaging in irregularities and manipulation over at least 10 years, according to two central bank reports that listed the top such companies.

Among the companies, the top 20 Dhaka-based companies have not brought in $559 million while the top 20 Chattogram-based firms have not repatriated approximately $30 million in export proceeds. In total, these 40 companies have yet to bring nearly Tk7,000 crore back to the country.

A senior official from the central bank told The Business Standard, “A year and a half ago, our overdue export proceeds exceeded $1.5 billion. As of Wednesday, this figure has come down to nearly $1 billion.”

Commenting that most of the 40 companies have not brought in these export proceeds for a long time, the official said, “Usually, export proceeds must be brought into the country within four months of export. If, for any reason, there is a delay in receiving the proceeds, it must be reported to the central bank. The central bank may extend the time if deemed necessary.”

He added, “However, among the listed companies, the proceeds from Bismillah and Beximco groups have been stuck for several years. Additionally, Crescent Group committed export document fraud, resulting in their proceeds not being repatriated for many years. The others have also not brought in the proceeds for long.”

There are, however, one or two companies whose proceeds have been overdue for less than a year, he said.

Among the companies in Dhaka, Rimex Footwear Limited, a subsidiary of Crescent Group, has failed to bring in the highest amount of $64.76 million. Crescent Group’s owner MA Quader and his brother Abdul Aziz, the head of Jaaz Multimedia, have been accused of embezzling over Tk5,000 crore from Janata Bank through irregularities and manipulation.

Besides, two other companies of the group, Crescent Leather Products and Rupali Composite Leatherware, have not repatriated $56.25 million and $51.71 million, respectively. In total, Crescent Group has not brought back more than $173 million or over Tk2,000 crore in export payments to the country.

On the other hand, Bismillah Group, which is accused of embezzling over Tk1,100 crore from five banks, including the state-owned Janata Bank, by creating fake export bills, has not repatriated nearly $124 million or Tk1,463 crore in export proceeds from four of its companies.

The group’s companies — Alppa Composite Towels, Bismillah Towels, Hindulwali Textile, and Sahabish Composite Towels — have not brought in $58.1 million, $41.45 million, $14.54 million, and $9.69 million in export proceeds, respectively.

Additionally, four companies of Beximco Group, which has leveraged political influence to obtain various benefits in the country’s financial sector, are also on the list of the top 20 Dhaka-based companies.

The group has failed to repatriate nearly $100 million in export proceeds. Among them, Bextex Garments has not brought in $24 million, International Knitwear & Apparels $25.18 million, Esses Fashion $24.45 million, and Apollo Apparels $23 million in export payments.

Salman F Rahman, former adviser for private industry and investment to the ousted prime minister Sheikh Hasina, is the vice-chairman of Beximco Group. Ahmed Sohail Fasihur Rahman, elder brother of Salman, is the chairman of this group.

When contacted, Abu Shafiullah, general manager of Beximco Group, told TBS, “Our group is very large. I am not fully aware of this issue.” He advised speaking with officials from the group’s finance department. However, by the time the report was written, no other officials from the company could be reached for comment.

Mohammad Hatem, executive president of the Bangladesh Knitwear Manufacturers and Exporters Association, told TBS, “Typically, no exporter can hold onto their payments for a long time. If export proceeds are delayed for an extended period, it must be assumed that the money has been siphoned off.”

If a company is involved in such cases, it should not be entitled to many benefits, including bank loans, he said.

Akij Jute Mills, a subsidiary of Akij Group, has not repatriated $20.83 million in export proceeds to the country.

Besides, Lenny Fashion has not brought in $32.58 million, Sb Exim $31.65 million, Sq Celsius $27.28 million, Apollo Apparels $23 million, Kwun Tong Apparels $15.1 million, Kadena Sportswear $10 million, Redpoint Jackets $9.98 million, Paddock’s Jeans $9.24 million, and Sq Birichina $8.83 million in export proceeds to the country.

Among the top 20 business entities in Chattogram, Northpole BD has not repatriated $10.83 million, Norm Outfit and Accessories $3.34 million, Veltex International $2.83 million, Modiste (Cepz) $2.62 million, and SN Fashion $1.62 million in export proceeds to the country.

সূত্র জানায়, রাষ্ট্রায়ত্ত ডাক বিভাগের অধীনে একটি আর্থিক প্রতিষ্ঠান হিসেবে যাত্রা শুরু করা নগদ বিতর্কিতভাবে রূপান্তরিত হয়ে বাংলাদেশের প্রথম ডিজিটাল ব্যাংক হিসেবে আত্মপ্রকাশ করে। বর্তমানে, সেই প্রক্রিয়াটিই তদন্তের আওতায় এসেছে।

এ বছরের জুনের শুরুতে নগদ দেশের প্রথম পূর্ণাঙ্গ ডিজিটাল ব্যাংক হিসেবে লাইসেন্স পায়। ঢাকায় কেন্দ্রীয় ব্যাংকের কার্যালয়ে বাংলাদেশ ব্যাংকের পরিচালক মোহাম্মদ শাহরিয়ার সিদ্দিকী, নগদের প্রতিষ্ঠাতা ও প্রধান নির্বাহী কর্মকর্তা তানভীর এ মিশুকের হাতে ডিজিটাল ব্যাংকিং লাইসেন্সের কপি হস্তান্তর করেন।

বাংলাদেশ ব্যাংকের সঙ্গে সংশ্লিষ্ট সূত্রগুলো জানিয়েছে যে, তারা লাইসেন্স বাতিলের সুপারিশ করেছে। তবে তা কার্যকর করতে বাংলাদেশ ব্যাংকের গভর্নরের অনুমোদন প্রয়োজন।

এদিকে, শিক্ষার্থী-জনগণের আন্দোলনে শেখ হাসিনার সরকারের পতনের পর কেন্দ্রীয় ব্যাংকে সৃষ্ট অস্থিরতার মধ্যেই বাংলাদেশ ব্যাংকের গভর্নর পদত্যাগ করেছেন।

আগামী কয়েক সপ্তাহের মধ্যেই কেন্দ্রীয় ব্যাংক এ বিষয়ে চূড়ান্ত সিদ্ধান্ত নেবে বলে আশা করা যাচ্ছে।

নাম প্রকাশে অনিচ্ছুক একজন জ্যেষ্ঠ ব্যাংকার বলেন, ‘আমরা আশা করছি আগামী গভর্নর লাইসেন্স বাতিলের ঘোষণা দেবেন।’

তিনি বলেন, তারা লাইসেন্স প্রদানের ক্ষেত্রে সরকারের পক্ষ থেকে দুইজনের হস্তক্ষেপের প্রমাণ পেয়েছেন। তিনি আরও বলেন, ‘একজন মন্ত্রী এবং অন্যজন মন্ত্রী না হলেও অত্যন্ত প্রভাবশালী।’

বাংলাদেশ ডাক বিভাগের অধীনে একটি মোবাইল আর্থিক সেবা হিসেবে যাত্রা শুরু করা নগদ ডিজিটাল ব্যাংক লাইসেন্স পাওয়ার কয়েক মাস আগে নন-ব্যাংক আর্থিক প্রতিষ্ঠানের লাইসেন্স পেয়েছিল।

পরে, তারা ডিজিটাল ব্যাংকের জন্য আবেদন করবে বলে নন-ব্যাংক আর্থিক প্রতিষ্ঠানের লাইসেন্স নিতে অস্বীকৃতি জানায়।

বাংলাদেশ ব্যাংকের অভ্যন্তরীণ সূত্রে জানা গেছে, বিগত সরকারের পতনের পর পরই নগদ তদন্তের আওতায় আসে।

নাম প্রকাশে অনিচ্ছুক আরেকজন জ্যেষ্ঠ কর্মকর্তা বলেন, ‘আমরা মূল্যায়ন করে দেখেছি যে সরকারের দুইজন গুরুত্বপূর্ণ ব্যক্তির হস্তক্ষেপ ছিল।’

ডিজিটাল ব্যাংক স্থাপনের জন্য বাংলাদেশ ব্যাংক বিভিন্ন ব্যাংক এবং আগ্রহী প্রতিষ্ঠানের কাছ থেকে মোট ৫২টি আবেদন পেয়েছিল। গত জুনে নিয়ন্ত্রক সংস্থা একটি সার্কুলার জারি করে আগ্রহী প্রতিষ্ঠানগুলোকে লাইসেন্সের জন্য আবেদন করার আহ্বান জানায়। এর মাধ্যমে ২১ জুন, ২০২৩ থেকে ১৭ আগস্ট পর্যন্ত আবেদন গ্রহণ প্রক্রিয়া শুরু হয়।

‘আন্তর্জাতিকভাবে অনুসৃত পদ্ধতি’ অনুসারে ডিজিটাল ব্যাংকের জন্য লাইসেন্সিং ও নিয়ন্ত্রণমূলক কাঠামো তৈরি করে কেন্দ্রীয় ব্যাংক।

এই কাঠামো ছিল পূর্ণাঙ্গ ডিজিটাল ব্যাংক চালুর প্রথম ধাপ। এই ব্যাংকগুলো গ্রাহকদের শাখায় না গিয়েই ডিজিটাল মাধ্যমে সকল ধরনের ব্যাংকিং সেবা প্রদান করবে বলে আশা করা হচ্ছে।

বাংলাদেশ ব্যাংকের ডিজিটাল ব্যাংকিং নীতিমালা ও লাইসেন্স প্রদানের আহ্বানে বাণিজ্যিক ব্যাংক, বীমা কোম্পানি, মোবাইল আর্থিক সেবা প্রদানকারী প্রতিষ্ঠান, তথ্যপ্রযুক্তি কোম্পানি এবং স্টার্টআপ-সহ বিভিন্ন খাতের আগ্রহী প্রতিষ্ঠানগুলির কাছ থেকে আবেদন জমা পড়ে।

প্রাথমিকভাবে বাংলাদেশ ব্যাংক দুটি ডিজিটাল ব্যাংককে অনুমোদন দেয়: নগদ ডিজিটাল ব্যাংক পিএলসি এবং কোরি ডিজিটাল ব্যাংক পিএলসি।

এ বিষয়ে মন্তব্য জানতে নগদের প্রতিষ্ঠাতা ও প্রধান নির্বাহী কর্মকর্তা তানভীর এ মিশুকের সাথে বারবার ফোনে যোগাযোগের চেষ্টা করা হলেও তাকে পাওয়া যায়নি।

The bank also concealed Tk8,063 crore in the provision shortfall

Shariah-based Social Islami Bank, owned by S Alam Group, concealed Tk7,936 crore in defaulted loans with the help of a central bank official, according to a confidential Bangladesh Bank report.

According to the inspection report, the defaulted loans at the end of December 2023 amounted to Tk9,568 crore, but Social Islami Bank reported only Tk1,644 crore to the money market regulator.

Additionally, the inspection team discovered a shortfall of Tk8,127 crore in provision at the end of December 2023. However, following the advice of a senior central bank official, only Tk64 crore was reported. As a result, the bank’s provision shortfall was understated by Tk8,063 crore.

The inspection team identified discrepancies in financial reporting by conducting on-site visits to five main branches, off-site reviews of 10 branches, and inspections of seven branches outside Dhaka as of 31 December 2023.

An official from the inspection team says after reviewing Social Islami Bank, irregularities amounting to Tk8,000 crore were downplayed to just Tk64 crore in the report.

He said, “Even the additional director, director, and executive director of our department did not accept these irregularities. However, our supervising director general pressured us to submit such a report.

“The top official of the central bank instructed our inspection team to prepare the report in a way that would allow for a 10% dividend distribution.”

According to the inspection report, out of the total loans disbursed by Social Islami Bank, Tk9,242 crore were classifiable loans. Of this amount, Tk7,419 crore requires provisioning. However, the bank reported a provision of only Tk1,092 crore, resulting in a shortfall of Tk6,326 crore as per the inspection team’s findings.

The inspection team also identified a required provision of Tk1,708 crore against investments stuck due to court orders, but the bank reported only Tk40.97 crore, leaving a provision deficit of Tk1,667 crore.

Furthermore, the required provision against investments and other assets from the Offshore Banking Unit was Tk154 crore, but the bank’s report indicated a provision requirement of only Tk20 crore in these two sectors.

Despite the inspection team uncovering significant non-performing loans and provisioning shortfalls, the final report reflected only minimal issues.

The central bank concealed the true financial state of Social Islami Bank, later reporting that the bank’s total provisioning requirement was Tk1,370 crore, of which the bank had met Tk1,306 crore, leaving only a Tk64 crore shortfall.

The central bank’s report noted that the banking sector was facing challenges due to a lack of sufficient foreign exchange for imports, efforts to protect the financial reputation of banks, the need to reduce LC margin costs, and global abnormal inflation.

Additionally, maintaining the banking category intact is closely related to international ratings. The report added that such decisions were made to establish a strong financial foundation for the bank’s reputation and future.

However, the inspection report revealed that Social Islami Bank had Tk9,371 crore in defaulted loans. It recommended that 30% of these defaulted loans should be provisioned by June, another 30% by August, and the remaining 40% by December 2024.

The central bank’s three-monthly classified loan and provisioning report showed that the bank’s total disbursed loans at the end of December 2023 amounted to Tk35,878 crore, with defaulted loans reported at Tk1,644 crore. This report did not indicate any shortfall in provision.

Shareholders demand S Alam Group’s exit from SIBL

Shareholders of Social Islami Bank formed a human chain on Sunday, demanding the bank be freed from S Alam Group’s control.

At a press conference following the protest in front of the National Press Club, they alleged that S Alam Group Chairman Saiful Alam Masud and his associates have syphoned off thousands of crores of depositors’ money, using both their own and others’ names.

They claimed that this has put not just SIBL, but the entire banking sector, at risk, with ordinary depositors now struggling to withdraw their funds.

The human chain and press conference were attended by former bank chairman Rezaul Haque, former directors Anisul Haque, Asaduzzaman, Sultan Mahmud Chowdhury, Abdur Rahman, and Abul Bashar Bhuiyan, along with other sponsor shareholders.

It was reported that in 2017, S Alam Group, backed by the then-ruling Awami League, forcibly took control of SIBL.

The current chairman, Belal Ahmed, is Saiful Alam Masud’s son-in-law.

During the ownership change, several original sponsors and directors were unlawfully ousted.

Since then, large sums of money have allegedly been withdrawn under various names, and preferential hiring practices have favoured residents of Patiya, Chattogram, leading to a financial crisis within the bank.
