২৪ কোটি টাকার শেয়ার কিনবেন এসিআই চেয়ারম্যান আনিস উদ দৌলা

শেয়ারবাজার থেকে এসিআইয়ের ১৬ লাখ শেয়ার কিনবেন কোম্পানিটির চেয়ারম্যান ও শিল্পোদ্যোক্তা আনিস উদ দৌলা। আজ রোববার সপ্তাহের প্রথম কার্যদিবসে প্রধান শেয়ারবাজার ঢাকা স্টক এক্সচেঞ্জের (ডিএসই) ওয়েবসাইটের মাধ্যমে তিনি শেয়ার কেনার এই ঘোষণা দিয়েছেন।

এর আগে চলতি মাসের ৯ জানুয়ারি এসিআইয়ের ব্যবস্থাপনা পরিচালক আরিফ দৌলা বাজার থেকে কোম্পানিটির ৬ লাখ শেয়ার কেনার ঘোষণা দেন। গত ২০ জানুয়ারি তিনি এ শেয়ার কেনা সম্পন্ন করেন। একইভাবে ১৫ জানুয়ারি বাজার থেকে এসিআইয়ের ১৫ লাখ ১৫ হাজার শেয়ার কেনার ঘোষণা দেন কোম্পানিটির পরিচালক সুস্মিতা আনিস। এরই মধ্যে তিনি এই শেয়ার কেনা সম্পন্ন করেছেন বলে জানিয়েছেন। আর আজ নতুন করে ১৬ লাখ শেয়ার কেনার ঘোষণা দেন কোম্পানির চেয়ারম্যান আনিস উদ দৌলা। ফলে চলতি মাসে সব মিলিয়ে কোম্পানিটির তিন পরিচালক সম্মিলিতভাবে ৩৭ লাখ ১৫ হাজার শেয়ার কিনছেন বাজার থেকে। কোম্পানিটির শেয়ারের আজকের বাজারমূল্যে যার দাম দাঁড়ায় প্রায় ৫৬ কোটি টাকা।

ডিএসইতে আজ রোববার দিনের প্রথম এক ঘণ্টায় এসিআইয়ের শেয়ারের বাজারমূল্য ছিল ১৫০ টাকা। সেই হিসাবে আনিস উদ দৌলার ঘোষণা দেওয়া ১৬ লাখ শেয়ারের বাজারমূল্য প্রায় ২৪ কোটি টাকা। এর আগে আরিফ দৌলা ও সুস্মিতা আনিস দুজন মিলে প্রায় ৩২ কোটি টাকার শেয়ার কিনেছেন।

সর্বশেষ গত জুনে সমাপ্ত আর্থিক বছরে এসিআই শেয়ারধারীদের ৩৫ শতাংশ লভ্যাংশ দিয়েছে। যার মধ্যে ২০ শতাংশ ছিল নগদ লভ্যাংশ ও ১৫ শতাংশ বোনাস লভ্যাংশ। এরই মধ্যে লভ্যাংশ বিতরণও করেছে কোম্পানিটি। বর্তমানে এটি শেয়ারবাজারে ভালো মৌলভিত্তির কোম্পানি হিসেবে ‘এ’ শ্রেণিভুক্ত।    https://www.prothomalo.com

বাংলাদেশ–চীন সম্পর্ক: দ্বিধা–অনিশ্চয়তা কাটিয়ে এগিয়ে যাওয়ার ইঙ্গিত

আওয়ামী লীগের ১৫ বছরের শাসনামলে ভারতের সঙ্গে বাংলাদেশের বিশেষ সখ্যের পাশাপাশি চীনের সঙ্গে সম্পর্কটাও ছিল বেশ ঘনিষ্ঠ। বিশেষ করে ২০১৬ সালে চীনের প্রেসিডেন্ট সি চিন পিংয়ের ঢাকা সফরের পর বাংলাদেশ ও চীনের ঘনিষ্ঠতা ক্রমেই বেড়েছে। দুই সরকারের মধ্যে ঘনিষ্ঠতার ধারাবাহিকতায় আওয়ামী লীগ ও চীনা কমিউনিস্ট পার্টির (সিপিসি) হৃদ্যতার বিষয়টিও গোপন ছিল না।

এমন পটভূমিতে জুলাই গণ–অভ্যুত্থানের পর বাংলাদেশের সঙ্গে সম্পর্কের মাত্রা নিয়ে চীনের মধ্যে একধরনের দ্বিধা ও অনিশ্চয়তা ছিল। বাংলাদেশে চলমান বৃহদায়তন প্রকল্পে যুক্ত নিজের নাগরিকদের নিয়ে উদ্বিগ্ন হয়ে পড়েছিল চীন।

অন্তর্বর্তী সরকারের পররাষ্ট্র উপদেষ্টা মো. তৌহিদ হোসেনের চীন সফরের মধ্য দিয়ে ঢাকা–বেইজিং সম্পর্ক নিয়ে দ্বিধা, অনিশ্চয়তা আর উদ্বেগ অনেকটা কেটে যাওয়ার ইঙ্গিত স্পষ্ট। চীনের কমিউনিস্ট পার্টির নেতা ও পররাষ্ট্রমন্ত্রী ওয়াং ই সরাসরি বলেছেন, তাঁদের প্রতিবেশী কূটনীতির ‘গুরুত্বপূর্ণ স্থানে’ আছে বাংলাদেশ। আর বাংলাদেশের স্বাধীনতা, সার্বভৌমত্ব ও জনগণের আকাঙ্ক্ষার প্রতি পুরোপুরি শ্রদ্ধা থাকবে বেইজিংয়ের।

বিশ্লেষকেরা বলছেন, ভবিষ্যৎ–মুখী দিক থেকে বিবেচনা করলে তৌহিদ হোসেনের প্রথম দ্বিপক্ষীয় সফরটিকে ঢাকা–বেজিং সম্পর্কের অনিশ্চয়তা সরিয়ে নতুন মাত্রা যোগ বলা যেতে পারে। এ সফরে বাস্তবসম্মত কিছু পদক্ষেপের সিদ্ধান্ত হয়েছে।

চীনের প্রতিবেশী কূটনীতিতে বাংলাদেশকে গুরুত্বপূর্ণ স্থানে রাখার বিষয়টি জনসমক্ষে প্রথমবারের মতো বলেছে বেইজিং। দুই দেশের মধ্যে সীমান্ত না থাকার পরও বাংলাদেশের পাশাপাশি পরিবর্তিত বৈশ্বিক পরিস্থিতি ও ভূরাজনৈতিক কারণে এ ঘোষণা তাৎপর্যপূর্ণ। সম্পর্কের পাঁচ দশকের ধারাবাহিকতায় চীন যে ভবিষ্যতে বাংলাদেশের সঙ্গে ঘনিষ্ঠ সম্পর্ক বজায় রাখতে চায়, এ ঘোষণায় তার প্রতিফলন আছে। আবার দুই দেশের সম্পর্কের ৫০ পেরিয়ে ৫১ বছর থেকে নতুন যাত্রা শুরুর জন্য কিছু বাস্তবসম্মত পদক্ষেপের কথা উচ্চারিত হয়েছে তৌহিদ হোসেনের চীন সফরে। বাংলাদেশের নাজুক স্বাস্থ্যসেবা খাতে সহায়তায় এগিয়ে এসে জনগণের দোরগোড়ায় পৌঁছানো, শিল্প স্থানান্তরের মাধ্যমে বাণিজ্য বাড়ানো এবং ঋণের ক্ষেত্রে গুরুত্বপূর্ণ ছাড়ের নীতিগত সিদ্ধান্তের মাধ্যমে অর্থনৈতিক সহযোগিতা অব্যাহত রাখার বিষয়টিও স্পষ্ট।

বিশ্লেষকেরা বলছেন, ভবিষ্যৎ–মুখী দিক থেকে বিবেচনা করলে তৌহিদ হোসেনের প্রথম দ্বিপক্ষীয় সফরটিকে ঢাকা–বেজিং সম্পর্কের অনিশ্চয়তা সরিয়ে নতুন মাত্রা যোগ বলা যেতে পারে। এ সফরে বাস্তবসম্মত কিছু পদক্ষেপের সিদ্ধান্ত হয়েছে। বাংলাদেশের প্রতি চীনের রাজনৈতিক সমর্থনের জোরালো বার্তাও আছে। কিন্তু যুক্তরাষ্ট্রে ক্ষমতার পালাবদল ঘিরে বেইজিং–ওয়াশিংটন সম্পর্কের কৌশলগত পরিবর্তন আসছে। যার রেশ পড়বে বিশ্বের নানা দেশে। তাই যুক্তরাষ্ট্র ও চীনের মতো পরাশক্তির দ্বন্দ্ব থেকে দূরে থেকে বাংলাদেশকে একধরনের ভারসাম্য রেখে চলতে হবে।

অবশ্য চীন সফরের সময় চায়না মিডিয়া গ্রুপ বাংলাকে দেওয়া সাক্ষাৎকারে তৌহিদ হোসেন বলেন, বাংলাদেশে প্রতিটি সরকার চীনের সঙ্গে সুসম্পর্ক বজায় রেখে চলেছে। তারই ধারাবাহিকতায় বর্তমান অন্তর্বর্তী সরকার চীনের সঙ্গে সম্পর্ককে অত্যন্ত গুরুত্ব দেয়। তিনি বলেন, ‘আমি এটুকু সফলভাবে বোঝাতে পেরেছি (চীন সরকারকে), আমাদের সরকার অন্তর্বর্তী সরকার, হয়তো দীর্ঘ সময় থাকবে না। (দুই দেশের) সম্পর্কের ধারাবাহিকতায় আমরা যেসব সিদ্ধান্ত নেব, সেগুলো পরবর্তী সরকার ঠিকমতো অনুসরণ করে যাবে। সম্পর্কের এই ধারাবাহিকতা রক্ষা করা গুরুত্বপূর্ণ। আমার মনে হয়, আমি এটা চীনা কর্তৃপক্ষকে অনুধাবন করাতে পেরেছি।’

বেইজিংয়ের কূটনৈতিক সূত্রগুলোর সঙ্গে কথা বলে নিশ্চিত হওয়া গেছে যে চীনের পররাষ্ট্রমন্ত্রী ওয়াং ই নীতিগতভাবে বাংলাদেশের জন্য ঋণ পরিশোধের সময়সীমা বাড়ানোর বিষয়ে রাজি হলেও তা সব প্রকল্পের জন্য হবে, এমনটি নয়। মূলত সুদের হার কমানো, ঋণ পরিশোধের সময়সীমা বাড়ানো এবং প্রকল্পে অর্থায়নের পরিমাণের হার বাড়ানো—সব ক্ষেত্রেই প্রকল্প অনুযায়ী চীন সিদ্ধান্ত নেবে।

নতুন মাত্রা দেবে স্বাস্থ্যসেবা

চীনের পররাষ্ট্রমন্ত্রী ওয়াং ই, সিপিসির আন্তর্জাতিক বিভাগের মন্ত্রী লিউ জিয়ানছাও ও চীনের আন্তর্জাতিক উন্নয়ন সহযোগিতা সংস্থার (সিডকা) চেয়ারম্যান লুয়ো ঝাউহুইয়ের সঙ্গে তৌহিদ হোসেনের আলোচনায় স্বাস্থ্যসেবায় নতুন সহায়তা নিয়ে আলোচনা হয়েছে। বাংলাদেশের পক্ষ থেকে ঢাকার পূর্বাচলে এক হাজার শয্যার বাংলাদেশ–চীন মৈত্রী হাসপাতাল নির্মাণের প্রস্তাবকে চীন স্বাগত জানিয়েছে। চীনের অর্থায়নে দুই দেশের মধ্যে প্রথম মৈত্রী হাসপাতালটি পরিচালিত হবে চীনা বিশেষজ্ঞদের মাধ্যমে। যেহেতু নতুন হাসপাতাল নির্মাণে কয়েক বছর লাগবে, আগস্ট–পরবর্তী রাজনৈতিক পরিস্থিতি ও লোকজনের চাহিদার বিষয়টি বিবেচনায় নিয়ে কুনমিংয়ের অন্তত চারটি হাসপাতাল বাংলাদেশের নাগরিকদের চিকিৎসার জন্য নির্দিষ্ট করে দিতে অনুরোধ জানায় ঢাকা। চীন এ অনুরোধ রাখার কথা এ সফরেই জানিয়েছে। প্রয়োজন হলে কুনমিংয়ের পাশাপাশি চেংদুতে বাংলাদেশের রোগীদের জন্য বিশেষায়িত কিছু হাসপাতালে সেবা দেওয়ার আশ্বাসও চীন দিয়েছে।

ঋণের ক্ষেত্রে ছাড় সামগ্রিক নয়

সিডকা চেয়ারম্যান লাও ঝাওহুইয়ের সঙ্গে বৈঠক চীনের অর্থায়নে বাংলাদেশে পরিচালিত প্রকল্প নিয়ে বিস্তারিত আলোচনা করেন পররাষ্ট্র উপদেষ্টা তৌহিদ হোসেন। তিনি সিডকা চেয়ারম্যানকে ক্রেতার অগ্রাধিকারমূলক ঋণ (পিবিসি) ও সরকারি ছাড়কৃত (জিসিএল) ঋণের সুদের হার ২–৩ শতাংশ থেকে কমিয়ে ১ শতাংশ করে ঋণ পরিশোধের মেয়াদ ২০ বছর থেকে ৩০ বছর করার বিষয় বিবেচনার জন্য অনুরোধ করেন। তিনি বাংলাদেশে চীনা ঋণের প্রতিশ্রুতি ফি এবং ব্যবস্থাপনা ফি মওকুফ করারও অনুরোধ করেন। সিডকা চেয়ারম্যান বলেছেন, তাঁরা ইতিমধ্যে ঋণ পরিশোধের মেয়াদ বাড়িয়েছেন এবং সুদের হার আরও কমানোর বিষয়ে বিবেচনা করবেন। তৌহিদ হোসেন বাংলাদেশে বাস্তবায়িত সিডকার ভবিষ্যৎ প্রকল্পগুলোয় অর্থায়নের পরিমাণের হার বাড়ানোর অনুরোধ করেন।

বেইজিংয়ের কূটনৈতিক সূত্রগুলোর সঙ্গে কথা বলে নিশ্চিত হওয়া গেছে যে চীনের পররাষ্ট্রমন্ত্রী ওয়াং ই নীতিগতভাবে বাংলাদেশের জন্য ঋণ পরিশোধের সময়সীমা বাড়ানোর বিষয়ে রাজি হলেও তা সব প্রকল্পের জন্য হবে, এমনটি নয়। মূলত সুদের হার কমানো, ঋণ পরিশোধের সময়সীমা বাড়ানো এবং প্রকল্পে অর্থায়নের পরিমাণের হার বাড়ানো—সব ক্ষেত্রেই প্রকল্প অনুযায়ী চীন সিদ্ধান্ত নেবে।

 আমি এটুকু সফলভাবে বোঝাতে পেরেছি (চীন সরকারকে), আমাদের সরকার অন্তর্বর্তী সরকার, হয়তো দীর্ঘ সময় থাকবে না। (দুই দেশের) সম্পর্কের ধারাবাহিকতায় আমরা যেসব সিদ্ধান্ত নেব, সেগুলো পরবর্তী সরকার ঠিকমতো অনুসরণ করে যাবে।

বাংলাদেশে কারখানা স্থানান্তর

গত সেপ্টেম্বর থেকে বাংলাদেশে শিল্পকারখানা স্থানান্তরের কথা বলছে চীন। এবারের সফরেও প্রসঙ্গটি গুরুত্ব পেয়েছে। তৌহিদ হোসেন এর ধারাবাহিকতায় সাংহাইয়ে একটি বৈদ্যুতিক গাড়ি, রোবোটিকস ও কৃষি প্রক্রিয়াজাতকরণ কারখানা দেখতে যান। সাংহাইয়ের বণিক সমিতির সঙ্গেও এটা নিয়ে আলোচনা হয়েছে। বেইজিংয়ে তৌহিদ হোসেনের সঙ্গে আলোচনায় সিপিসির আন্তর্জাতিক বিভাগের মন্ত্রী লিউ জিয়ানছাও বলেছেন, চীনের কারখানা স্থানান্তর করতেই হবে। এ প্রসঙ্গে চীন থেকে ভিয়েতনামে কারখানা সরিয়ে নেওয়ার প্রসঙ্গটি আলোচনায় আসে। চীনের নেতারা বাংলাদেশকে তাঁদের কারখানা স্থানান্তরের জন্য বেশ উপযুক্ত মনে করছেন। কারণ, বাংলাদেশ থেকে পণ্য উৎপাদন করে অন্য দেশে রপ্তানির সুবিধা এবং রপ্তানির ক্ষেত্রে প্রণোদনার মতো উপাদানগুলো চীনের জন্য সহায়ক হবে।

 

চীনের ঋণে ১০টি উড়োজাহাজ কেনা

চীনের তিনটি বড় উড়োজাহাজ পরিচালনা সংস্থার মধ্যে অন্যতম চায়না সাউদার্ন এয়ারলাইনস তাদের ১০টি উড়োজাহাজ বিক্রি করতে চায়। ব্যবহার করা এসব উড়োজাহাজ হ্রাসকৃত মূল্যে বিক্রির বিষয়ে এরই মধ্যে বাংলাদেশের সঙ্গে যোগাযোগ করেছে চীন। এবার সফরে উড়োজাহাজ বিক্রির প্রসঙ্গ আলোচনায় এসেছিল। সিডকার দেওয়া ছাড়কৃত ঋণ ও অনুদানের টাকায় উড়োজাহাজগুলো বাংলাদেশের কাছে বিক্রি করবে চীন। বেসামরিক বিমান চলাচল কর্তৃপক্ষের সঙ্গে চায়না সাউদার্ন এয়ারলাইনসের আলোচনার পর বিষয়টির সুরাহা হবে।

রাজনীতি ও সংস্কারে সহায়তা

তৌহিদ হোসেন এমন এক সময়ে চীনে গেলেন, যখন সংস্কার ও গণতান্ত্রিক উত্তরণ নিয়ে বাংলাদেশ ঘিরে মনোযোগ আছে। খুব সংগত কারণেই তৌহিদ হোসেনের সঙ্গে আলোচনায় ওয়াং ই এবং লিউ জিয়ানছাও দেশের রাজনৈতিক পরিস্থিতি সম্পর্কে জানার চেষ্টা করেছেন। অধ্যাপক মুহাম্মদ ইউনূসের অন্তর্বর্তী সরকার কোন কোন খাতে কীভাবে সংস্কার করতে চায়, এ নিয়ে সবশেষ অগ্রগতি ও নির্বাচন নিয়ে কী পরিকল্পনা, তা তুলে ধরেন পররাষ্ট্র উপদেষ্টা।

চীনের নেতৃত্ব দ্ব্যর্থহীনভাবে জানিয়েছে, তারা বাংলাদেশের জনগণের মতকে শ্রদ্ধা করে। এ জন্য বাংলাদেশের বিষয়ে নাক গলানোর কোনো ইচ্ছে তাদের নেই। বাংলাদেশের বিগত সরকারের সঙ্গে ঘনিষ্ঠভাবে কাজ করেছিল চীন। এখন বাংলাদেশের অন্তর্বর্তী সরকারের সঙ্গেও কাজ করছে। বিএনপি, জামায়াতে ইসলামীসহ অন্যান্য দলের সঙ্গেও যুক্ত আছে।

জানতে চাইলে নিরাপত্তাবিষয়ক গবেষণা সংস্থা বাংলাদেশ ইনস্টিটিউট অব পিস অ্যান্ড সিকিউরিটি স্টাডিজের (বিপস) প্রেসিডেন্ট মেজর জেনারেল (অব.) আ ন ম মুনীরুজ্জামান প্রথম আলোকে বলেন, এ সফরের মধ্য দিয়ে বাংলাদেশের সঙ্গে সম্পর্কের বিষয়ে চীনের ইতিবাচক মনোভাবের বহিঃপ্রকাশ রয়েছে। চীনের সহায়তায় এ দেশের মুখ থুবড়ে পড়া স্বাস্থ্য খাতে বড় পরিবর্তনের সম্ভাবনা সৃষ্টি হবে। কুনমিংয়ের সঙ্গে স্বাস্থ্য পর্যটনের দ্বার উন্মোচনের মাধ্যমে স্বাস্থ্যসেবায় ভারতের ওপর নির্ভরতা কমে আসতে পারে। তবে যুক্তরাষ্ট্র–চীনের সম্পর্কের সমীকরণের কারণে বাংলাদেশ যেন পরাশক্তির দ্বন্দ্বের মধ্যে না পড়ে, সে ব্যাপারে সচেষ্ট থাকতে হবে বলে মনে করেন তিনি।    https://www.prothomalo.com

পুঁজিবাজার সংস্কার টাস্কফোর্সের সহযোগিতায় ‘ফোকাস গ্রুপ’ গঠন

শেয়ারবাজারের সার্বিক উন্নয়ন, বিনিয়োগকারীদের আস্থা বৃদ্ধি এবং আন্তর্জাতিকমানের সুশাসন নিশ্চিত করার লক্ষ্যে ১০ সদস্যবিশিষ্ট একটি ‘পুঁজিবাজার সংস্কার ফোকাস গ্রুপ’ গঠন করা হয়েছে।

বাংলাদেশ সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশন (বিএসইসি) সম্প্রতি ‘পুঁজিবাজার সংস্কার টাস্কফোর্স’-এর পরামর্শের ভিত্তিতে এই ফোকাস গ্রুপ গঠন করেছে। বিএসইসির এ সংক্রান্ত আদেশে জানা যায় যে, শেয়ারবাজারের উন্নয়ন ও বিনিয়োগকারীদের আস্থা বৃদ্ধির লক্ষ্যে ‘পুঁজিবাজার সংস্কার ফোকাস গ্রুপ’ গঠনের সিদ্ধান্ত নেওয়া হয়েছে।

ফোকাস গ্রুপের সদস্যরা হলেন-ভিআইপিবি অ্যাসেট ম্যানেজমেন্টের প্রধান নির্বাহী কর্মকর্তা শহিদুল ইসলাম, সিএফএ, প্রাইম ব্যাংক সিকিউরিটিজ লিমিটেডের এমডি এবং সিইও মো. মনিরুজ্জামান, সিএফএ, ইডিজিই এএমসি প্রতিষ্ঠাতা ও সিইও আলী ইমাম, মিডওয়ে সিকিউরিটিজ লিমিটেডের এমডি মো. আশিকুর রহমান, এ কে খান সিকিউরিটিজ লিমিটেডের সিইও মুহাম্মদ মনিরুজ্জামান মিয়া, ক্যাল বাংলাদেশের এমডি ও কান্ট্রি হেড অ্যান্ড্রু দেশন পুষ্পরাজাহ, সেন্ট্রাল কাউন্টারপার্টি বাংলাদেশ লিমিটেড (সিসিবিএল) জিএম ও সিটিও (ভারপ্রাপ্ত) এম ইমাম হোসেন, আহমেদ শেখ রায় অ্যান্ড কোং এর পার্টনার শেখ তারেক জহির, আহমেদ হক সিদ্দিকী অ্যান্ড কোং এর ম্যানেজিং পার্টনার মো. ওয়াদুদ আহমেদ এবং আইসিএবির সদস্য দীপক কুমার রায়।

বিএসইসির আদেশে উল্লেখ করা হয়েছে, ফোকাস গ্রুপের সদস্যদের সম্মানী হিসেবে সভায় উপস্থিতির ভিত্তিতে ৮ হাজার টাকা নির্ধারণ করার সিদ্ধান্ত নেওয়া হয়েছে।

গত বছরের ৭ অক্টোবর বিএসইসির চেয়ারম্যান খন্দকার রাশেদ মাকসুদ স্বাক্ষরিত আদেশে ‘পুঁজিবাজার সংস্কার টাস্কফোর্স’ গঠিত হয়েছিল, যার সদস্যরা বিভিন্ন ইস্যুভিত্তিক ফোকাস গ্রুপ তৈরি করবেন।

How regulatory reforms likely to tighten margin loans

No margin loan without a six month trading experience with Tk10 lakh capital

The capital market reform taskforce is considering tightening regulations for margin loans as it appeared to be a big dragger for the stock market due to misuse and improper regulations, according to individuals involved with the taskforce and regulatory officials.

New regulations will not allow every investor to borrow from their brokers or merchant banks to buy more shares, if the taskforce plans emerged from expert focus group consultations are finalised through stakeholder opinion by April this year, they say.

Investors will not be allowed to use margin loans unless they have a six-month experience of secondary market investment with at least Tk10 lakh capital, several task force members, focus group experts and senior regulatory officials told TBS on condition of anonymity.

They said investors without regular income will not be allowed to use margin loans unless they have a disclosed wealth of Tk2 crore.

“Risk profiling of borrowers exists everywhere else, Bangladesh stock market should follow this,” one of the individuals contributing to the future margin regulations told TBS.

Individuals with knowledge of the task force’s considerations said the regulations would be tightened to limit the list of shares one can buy in leveraged accounts.

One-time profits not derived from a company’s regular business activities will not be considered when calculating a share’s margin loan eligibility, they say.

According to them, several problematic instances occurred where manufacturing firms struggling in their core business posted hefty earnings from investment activities and margin loans to buy their shares hurt investors and the market.

Additionally, profits from expiring project contracts will also be excluded from the previous two years leading up to expiration.

At present, a stock is marginable until its price exceeds 40 times its annual earnings per share and it does not belong to “Z category” in the stock exchanges. For companies paying at least 10% dividends for the past three consecutive years the threshold is at 50.

The taskforce is planning to reduce it to 30 and allow margin loans against only “A category” shares. It also plans to limit the threshold, called price to earnings or PE ratio, to 20 for shares of banks and non-bank financial institutions.

As marginable stocks should have enough buy and sell for easy entry and exit, the taskforce eyes at least Tk75 crore free-float market capitalisation of a company to get its shares marginable, as per the plan.

Free-float shares are the company shares that are readily available for selling without any regulatory announcement.

Sponsor-directors’ shares, locked-in shares, blocked shares and shares already pledged somewhere else will not be treated as marginable, individuals with knowledge of the task force plans revealed.

There have been instances that sponsors used their locked-in shares as collateral borrowed for stock investments and later a market downturn did not let the lender trigger a forced selling of the sponsor shares due to regulatory restrictions.

The ceiling for margin loans is planned to remain at 100% of investors’ equity. However, brokers or merchant banks can lend less based on their risk perception, according to the plan.

The draft proposals are yet to be communicated with the market stakeholders. However, some of them expressed their dissatisfaction with the lengthy process of the ongoing reforms.

“More than 100 days have passed since the taskforce started working on reforms and the slow progress is frustrating investors,” said Dhaka Stock Exchange Brokers’ Association President Saiful Islam.

“Margin loans have long been driven by faulty regulations and malpractices that turned it into a market dragger. We expect to see an end to it.”

“Some restrictions are nothing but distractions from the actual points,” he said.

For instance, he said, the unique regulations of company categorisation should not continue further.

“Better, let investors decide investment opportunities and the margin loan providers themselves calculate their risks.”

Similarly, if a stock is marginable or not should not be decided based on regulatory dictation through PE ratio, he said.

“Those restrictions are outdated across the world,” he opined, calling for a broader risk management framework and global best practices.

Huge margin loans were given to big clients in connivance with corrupt officials. Forced selling on time was the only solution during market downturns. But, the regulator’s verbal orders several times did not let it happen, creating a toxic asset of negative equity in margin accounts already nearing Tk10,000 crore, said Saiful Islam.

“If the borrowers were considered as defaulters as per the global standard, they would not have let the negative equity mount to keep their creditworthiness alive,” he added.    https://www.tbsnews.net

শেয়ারবাজার গতিহীন হয়ে পড়েছে। তলানিতে এসেছে বিভিন্ন কোম্পানির শেয়ারের দাম। ৫ আগস্টের পর দেশের অর্থনীতির অন্যান্য খাতে ইতিবাচক পরিবর্তন এলেও ব্যতিক্রম শুধু শেয়ারবাজার। বৃদ্ধি নয়, কমছে মূল্যসূচক ও বাজারমূলধন। কমছে তারল্য প্রবাহ। সাড়ে ৫ মাসে ঢাকা স্টক এক্সচেঞ্জের (ডিএসই) মূল্যসূচক ৮৫০ পয়েন্ট কমেছে। এতে ডিএসইর বাজারমূলধন কমেছে ৫৩ হাজার কোটি টাকা। বিপরীতে কিছু দুর্বল কোম্পানির শেয়ারের দাম অস্বাভাবিকভাবে বাড়ছে। সবকিছু মিলে শেয়ারবাজার গভীর খাদের কিনারায়। সংশ্লিষ্টরা বলছেন, বাজারের এ অবস্থার পেছনে বাংলাদেশ সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশনের (বিএসইসি) নেতৃত্বের দুর্বলতা দায়ী। এ অবস্থায় ৭ জানুয়ারি বাজারসংশ্লিষ্টদের সঙ্গে বৈঠক করেন অর্থ উপদেষ্টা। কিন্তু পরিস্থিতির কোনো উন্নতি হয়নি।

এদিকে বাজার পরিস্থিতি নিয়ে সব পক্ষের সঙ্গে কথা বলেছে যুগান্তর। সেখানে বেশকিছু তথ্য উঠে এসেছে। সংশ্লিষ্টরা বলছেন, দীর্ঘদিন পুঁজিবাজারে দুটি শব্দ খুব পরিচিত। একটি হলো আস্থার সংকট এবং অপরটি নিয়ন্ত্রক সংস্থাসহ অংশীজনদের মধ্যে সমন্বয়হীনতা। কিন্তু ৫ আগস্টের পর আরও দুটি শব্দ যোগ হয়েছে। তা হলো বৈষম্য ও সংস্কার। কিন্তু অন্যান্য খাতে সংস্কারের উদ্যোগ নেওয়া হলেও এখানে সংস্কারের ছোঁয়া লাগেনি এখনো।

প্রাপ্ত তথ্য অনুসারে, ৫ আগস্ট দেশের রাজনৈতিক অবস্থার পরিবর্তন হলে পরপর কয়েকদিন ইতিবাচক হয় বাজার। তবে তা ধরে রাখা যায়নি। এ সময়ে বিএসইসিতে পরিবর্তন আসে। একজনকে চেয়ারম্যান নিয়োগ দিয়ে পরের দিন আবার পরিবর্তন করা হয়। পরবর্তী সময়ে বর্তমান কমিশনকে নিয়োগ দেওয়া হয়েছে। কিন্তু তারা একেবারেই অনভিজ্ঞ। বাজারের ব্যাপারে তাদের কোনো ধারণা নেই। নতুন উদ্ভাবন দূরের কথা, অনেক পরিভাষাই তারা বুঝেন না। এছাড়াও নতুন কমিশনের বেশকিছু সিদ্ধান্ত ছিল বিতর্কিত। স্টক এক্সচেঞ্জের পর্ষদ গঠনসহ বেশকিছু সিদ্ধান্ত বাজারে ব্যাপক বিতর্ক তৈরি করে। বিষয়টি বাজারসংশ্লিষ্টরা ভালোভাবে নেননি।

গত বছরের ১১ আগস্ট ডিএসইর মূল্যসূচক ছিল ৬ হাজার ১৫ পয়েন্ট। বৃহস্পতিবার পর্যন্ত তা কমে ৫ হাজার ১৬৬ পয়েন্টে নেমে এসেছে। এ হিসাবে ৫ মাসে সূচক ৮৫০ পয়েন্ট কমেছে। ওই সময়ে গড় লেনদেন ছিল ৭০০ কোটি টাকা। কিন্তু বর্তমানে তা ৩০০ কোটি টাকার নিচে নেমে এসেছে। ১১ আগস্ট ডিএসইর বাজারমূলধন ছিল ৭ লাখ ১৩ হাজার কোটি টাকা। বর্তমানে তা কমে ৬ লাখ ৬০ হাজার কোটি টাকায় নেমে এসেছে। অর্থাৎ আলোচ্য সময়ে বাজারমূলধন ৫৩ হাজার কোটি টাকা কমেছে। মৌল ভিত্তিসম্পন্ন বেশির ভাগ কোম্পানির শেয়ারের দাম নিম্নমুখী। তবে বিএসইসি বলছে ভিন্নকথা। যারা আগে বাজারে কারসাজি করেছিল, তাদের বেশকিছু লোকের ব্যাপারে বিএসইসি ব্যবস্থা নিচ্ছে। ফলে ওই চক্রটি বাজারে পরিকল্পিতভাবে পতন ঘটাচ্ছে।

এদিকে সরকার গঠিত শ্বেতপত্র কমিটির রিপোর্টে উল্লেখ করা হয়েছে, গত ১৫ বছরে শেয়ারবাজার থেকে ১ লাখ কোটি টাকা আত্মসাৎ হয়েছে। জালিয়াতি, কারসাজি এবং ভুয়া কোম্পানি তালিকাভুক্তির মাধ্যমে নেওয়া হয়েছে এ টাকা। এক্ষেত্রে আর্থিক খাতের প্রভাবশালী উদ্যোক্তা গোষ্ঠী, ইস্যু ম্যানেজার, নিরীক্ষক ও বিনিয়োগকারীদের মধ্যে কারসাজির চক্র গড়ে ওঠে। বিএসইসি এ ব্যাপারে তাদের দায়িত্ব পালন এবং বিনিয়োগকারীদের স্বার্থরক্ষায় ব্যর্থ হয়েছে। অর্থনীতির অবস্থা মূল্যায়নে গঠিত শ্বেতপত্র প্রণয়ন কমিটির প্রতিবেদনে এসব তথ্য উঠে এসেছে।

জানতে চাইলে সাবেক তত্ত্বাবধায়ক সরকারের অর্থ উপদেষ্টা ড. এবি মির্জ্জা আজিজুল ইসলাম বলেন, বাজারের মূল সমস্যা বিনিয়োগকারীদের আস্থার সংকট। দীর্ঘদিন থেকে এ সংকট চলে আসছে। এর সঙ্গে অর্থনৈতিক বিভিন্ন সংকট, আন্তর্জাতিক পরিস্থিতি এবং জাতীয় রাজনীতিসহ সবকিছু যোগ হয়েছে। ফলে সবার আগে আস্থার সংকট দূর করতে পদক্ষেপ নিতে হবে। এক্ষেত্রে সুশাসন প্রতিষ্ঠার মাধ্যমে আস্থা নিশ্চিত করতে হবে। অর্থাৎ বিনিয়োগকারীদের এই নিশ্চয়তা দিতে হবে-কারসাজির মাধ্যমে কেউ তার টাকা হাতিয়ে নিলে বিচার হবে। পাশাপাশি ভালো শেয়ারের সরবরাহ বাড়াতে হবে। তবে কাজটি খুব সহজ নয়। যুগান্তরের অনুসন্ধানে জানা যায়, দীর্ঘদিন কয়েকটি গেম্বলার গ্রুপ অলিখিতভাবে বাজার নিয়ন্ত্রণ করত। পরিস্থিতি একটু খারাপ হলেই কমিশন থেকে বড় হাউজ এবং কয়েকজন বড় বিনিয়োগকারীকে শেয়ার কিনে বাজার সাপোর্ট দিতে বলা হতো। বর্তমানে গ্রুপগুলো নিষ্ক্রিয়। ফলে বাজারে লেনদেন বাড়ছে না। বাজারের সংকটের আরেকটি কারণ মার্জিন ঋণ শেয়ার (কেনায় ঋণ সুবিধা)। বর্তমানে মার্জিন ঋণের হার ১:০.৮। অর্থাৎ কোনো বিনিয়োগকারীর ১ লাখ টাকা থাকলে তাকে আরও ৮০ হাজার টাকা ঋণ দেওয়া হবে। কিন্তু অনেক হাউজ এই সীমা মানেনি। ফলে বাজার কিছুটা নেতিবাচক হলেই শেয়ার বিক্রি করে ঋণ সমন্বয় করা হয়। এতে পতন আরও ত্বরান্বিত হয়।

গত ১৫ বছরে নির্দিষ্ট কিছু গোষ্ঠী এবং পরিবারের কাছে জিম্মি হয়ে পড়েছিল পুরো দেশের রাজনীতি ও অর্থনীতি। তারাই দেশ চালাবে, সম্পদ লুট করবে আর সাধারণ মানুষ তাতে রসদ জোগাবে। তাদের দুর্নীতি, দুঃশাসন ও বিচারহীনতার প্রভাব পড়েছে পুঁজিবাজারে। সবকিছু মিলে বিনিয়োগকারীদের চরম দুরবস্থা চলছে। এ অবস্থায় দক্ষ নেতৃত্বের মাধ্যমে বাজারে সংস্কার জরুরি। অন্যদিকে ৫ আগস্টের পর সরকারের পক্ষ থেকে নীতিসহায়তার কথা জানানো হয়েছে। যেমন: বিদ্যমান আইনে ৫০ লাখ টাকার অধিক মূলধনি আয়ের ওপর সর্বোচ্চ করহার ছিল ৩০ শতাংশ। সেই করহার কমিয়ে বর্তমানে ১৫ শতাংশ করা হয়েছে। এছাড়া সম্পদশালী করদাতাদের করের ওপর বিদ্যমান আইনে সর্বোচ্চ ৩৫ শতাংশ হারে সারচার্জ দিতে হয়। এতে শেয়ারবাজার থেকে অর্জিত মূলধনি মুনাফার ওপর আয়কর ও সারচার্জ বাবদ মোট ৪০ দশমিক ৫০ শতাংশ হারে কর দিতে হতো। নতুন নিয়মে ৫০ লাখ টাকার বেশি মূলধনি মুনাফার ওপর প্রদেয় আয়কর ও সারচার্জ বাবদ সর্বোচ্চ করহার কমিয়ে ২০ দশমিক ২৫ শতাংশ করা হয়েছে। তবে শেয়ারবাজারে এর তেমন কোনো প্রভাব পড়েনি।

এক সপ্তাহের বাজার : গত সপ্তাহে ডিএসইতে ৪১৩টি কোম্পানি লেনদেনে অংশ নেয়। এর মধ্যে দাম বেড়েছে ২০১টি কোম্পানির শেয়ারের, কমেছে ১৫০টি, অপরিবর্তিত রয়েছে ৪৬টি কোম্পানির শেয়ারের দাম। তবে ১৬টি কোম্পানির কোনো শেয়ার লেনদেন হয়নি। এ সময়ে ৫ কার্যদিবসে মোট লেনদেন হয়েছে ২ হাজার ৬৩টি কোটি টাকা। এ হিসাবে প্রতিদিনের গড় লেনদেন ছিল ৪১২ কোটি টাকা।

শীর্ষ ১০ কোম্পানি : গত সপ্তাহে ডিএসইতে যেসব প্রতিষ্ঠানের শেয়ার বেশি লেনদেন হয়েছে, এর মধ্যে রয়েছে-এডিএন টেলিকমের গড় লেনদেন ছিল ২৩ কোটি ৪৩ লাখ টাকা, ওরিয়ন ইনফিউশন ১২ কোটি ৫০ লাখ, মিডল্যান্ড ব্যাংক ১০ কোটি ৯২ লাখ, লাভেলো আইসক্রিম ১০ কোটি ২১ লাখ, খান ব্রাদার্স পিপি ওভেন ১০ কোটি ১৫ লাখ, এশিয়াটিক ল্যাব ৯ কোটি ৮২ লাখ, কহিনুর কেমিক্যাল ৯ কোটি ৭৬ লাখ, ওয়াইম্যাক্স ৮ কোটি ৪৩ লাখ, আফতাব অটোমোবাইল ৮ কোটি এবং ফারইস্ট নিটিং অ্যান্ড ডাইংয়ের ৬ কোটি ৯৬ লাখ টাকার শেয়ার লেনদেন হয়েছে। ডিএসইতে গত সপ্তাহে যে সব প্রতিষ্ঠানের শেয়ারের দাম বেশি বেড়েছে সেগুলো হলো-খুলনা প্রিন্টিং অ্যান্ড প্যাকেজিং, অলটেক্স, সোনারগাঁও টেক্সটাইল, মুন্নু সিরামিক, ঢাকা ডাইং, দুলামিয়া কটন, ড্রাগন সোয়েটার অ্যান্ড স্পিনিং এবং সিকদার ইন্স্যুরেন্স কোম্পানি। অন্যদিকে যেসব প্রতিষ্ঠানের শেয়ারের দাম বেশি কমেছে সেগুলো হলো-পাওয়ার গ্রিড, অ্যাসোসিয়েটেড অক্সিজেন, রেনউইক যজ্ঞেশ্বর, ওয়াইম্যাক্স, এশিয়াটিক ল্যাব, রিলায়েন্স ১, মিরাকল ইন্ডাস্ট্রিজ, সিএনএ টেক্সটাইল, প্রিমিয়ার লিজিং এবং ট্রাস্ট ইসলামী লাইফ ইন্স্যুরেন্স।    https://www.jugantor.com

Reopening the closed factories of Beximco Group is not possible, Labour Adviser Brig Gen (retd) M Sakhawat Hussain said today (23 Jnauary) amid demands from the group’s workers, employees, and officials.

“These factories have so much debt against them that they have lost the operational viability,” he said at a press briefing of the “Advisory Council Committee on Reviewing the Labor and Business Situation of Industrial Enterprises in Beximco Industrial Park” at the Secretariat.

Highlighting Beximco’s debt status, its workers’ activities and the government’s position on the issues, the adviser said, “On 21 January, employees and workers of Beximco Industrial Park gathered at the Sreepur Mayanagar ground in Gazipur and demanded the withdrawal of layoffs and reopening of factories.

“They announced that if the factories are not reopened by 3:00pm on 22 January, they will take up a shutdown programme, including blocking the Dhaka-Tangail Highway.”

“But they have taken actions like setting fires. This is unacceptable in any way and all of them will be brought under punishment,” he added.

Adviser Sakhawat disclosed that “of the 32 factories in the Beximco Industrial Park, 16 have no existence but these factories have been used [as collateral] to take Tk12,000 crore in loans. 12 factories’ managements have laid off [workers], which was not a government decision. Three factories are currently running.”

The adviser also said in total Beximco Limited’s total bank debt is currently over Tk40,000 crore, including Tk29,925 crore taken against 32 factories located in Beximco Industrial Park.

“Of the loans, Janata Bank alone owes Tk23,285.42 crore,” he noted.    https://www.tbsnews.net

Style Craft owner given 7 days to provide info on laid-off workers, dues

The owner of Style Craft, a Gazipur based garments producer, has been given seven days to provide the actual number of laid-off workers and employees, along with their outstanding dues.

The decision was made during a tripartite meeting held at the Ministry of Labour and Employment in the capital this afternoon (21 January).

The meeting was chaired by Mohammad Sobur Hossain, additional secretary of the ministry of labour, with Ruhul Amin, central finance secretary of the Bangladesh Trade Union Centre, representing the workers. The chairman of Style Craft, Sharif Almas, was also present at the meeting.

Department of Inspection for Factories and Establishments (DIFE) officials and representatives of both the employer and workers attended the meeting as well.

The meeting was convened to address the issue of paying the outstanding dues of Style Craft workers, who were laid off in different phases since 2021.

The next meeting on the issue has been scheduled for 3 February.

At today’s meeting, neither the owner nor the workers were able to provide accurate information on how many workers have been laid off since 2021.

However, Ruhul Amin claimed that over 2,200 workers from the two factories of the owner were unlawfully laid off.

He also said the company is operating with limited capacity, and a decision must be made first on whether or not the laid-off workers will be rehired. Additionally, their outstanding dues must be paid.

Following the meeting’s decision, Mohammad Sobur Hossain requested the owner and the workers’ representatives to finalise the list of workers who were terminated unlawfully within the next seven days, along with their numbers and dues.

He also instructed the regional inspection officer of DIFE to mediate in this matter.

The chairman of Style Craft, Sharif Almas, said that he was unaware of the lawsuit filed against him until after the court’s verdict was issued.

He also claimed that he lacks the capacity to resolve the matter.

At the same time, he proposed paying the workers’ dues in installments.

However, he mentioned that for those workers and employees who have personally filed lawsuits, decisions will be made according to the court’s ruling once it is issued.

In 2021, the government filed a case against the owner of Style Craft. The owner appealed against the case, which is currently under review in the court.    https://www.tbsnews.net

এবার একেবারে বাতিল করা হলো সামিটের দ্বিতীয় এলএনজি টার্মিনাল চুক্তি

প্রস্তাবিত টার্মিনাল থেকে প্রতিদিন অতিরিক্ত ৬০০ মিলিয়ন ঘনফুট এলএনজি সরবরাহের পরিকল্পনা ছিল। সামিট এ প্রকল্পে ২০ মিলিয়ন ডলার বিনিয়োগ করেছিল বলে জানা গেছে।

অন্তর্বর্তীকালীন সরকার সামিট গ্রুপের সঙ্গে চুক্তি বাতিল করে দেশের তৃতীয় ভাসমান তরলীকৃত প্রাকৃতিক গ্যাস (এলএনজি) টার্মিনাল স্থাপনের প্রক্রিয়া আনুষ্ঠানিকভাবে বন্ধ করেছে।

তবে মহেশখালীতে ইতোমধ্যেই একটি ভাসমান এলএনজি টার্মিনাল পরিচালনাকারী সামিট এ সিদ্ধান্তকে ‘অবৈধ’ উল্লেখ করে পুনর্বিবেচনার অনুরোধ জানিয়েছে।

২০১০ সালের বিশেষ একটি আইনের আওতায় আওয়ামী লীগ সরকারের সময় প্রতিযোগিতা ছাড়াই ২০২৪ সালের ৩০ মার্চ সামিটকে এ চুক্তি দেওয়া হয়েছিল।

গত বছরের আগস্টে আওয়ামী লীগ সরকারের পতনের পর অন্তর্বর্তীকালীন সরকার প্রথমে গত ৭ অক্টোবর চুক্তি বাতিল করে। এক সপ্তাহ পর সামিট এর বিরোধিতা করে এবং আইনি ব্যবস্থা নেওয়ার ইঙ্গিত দেয়।

রোববার জ্বালানি উপদেষ্টা মুহাম্মদ ফাওজুল কবির খান দ্য বিজনেস স্ট্যান্ডার্ডকে বলেন, ১৪ জানুয়ারি সামিট এলএনজি টার্মিনাল ২ কোম্পানি লিমিটেড এবং পেট্রোবাংলার মধ্যকার চুক্তি আনুষ্ঠানিকভাবে বাতিল করা হয়েছে।

তিনি আরও বলেন, “এ চুক্তি বাতিলের কারণ হলো, ২০১০ সালের যে আইনটির অধীনে টার্মিনাল স্থাপনের জন্য লেটার অফ ইন্টেন্ট দেওয়া হয়েছিল, সেটি বর্তমান সরকার বাতিল করেছে। পাশাপাশি, চুক্তির শর্তগুলো পূরণ করতেও কোম্পানি ব্যর্থ হয়েছে।”

জ্বালানি বিভাগের কর্মকর্তারা জানিয়েছেন, গত ১৪ অক্টোবর সামিটের একটি চিঠি পাওয়ার পর পেট্রোবাংলা আইনি জটিলতা এড়াতে আইন মন্ত্রণালয়ের পরামর্শ চেয়েছিল।

অক্টোবরে একবার চুক্তি বাতিল করার পর আবার কেন চুক্তি বাতিল করা হলো এমন প্রশ্নের জবাবে ফাওজুল কবির বলেন, “সামিটের দেওয়া ব্যাখ্যা বিবেচনায় নিয়ে আইন মন্ত্রণালয়ের মতামতের প্রেক্ষিতে এখন চুক্তিটি বাতিল করা হয়েছে।”

বর্তমানে, অ্যাক্সিলারেট এনার্জি এবং সামিট কর্পোরেশনের মালিকানাধীন দুটি ভাসমান স্টোরেজ অ্যান্ড রিগ্যাসিফিকেশন ইউনিট (এফএসআরইউ) প্রতিদিন প্রায় ১১০ কোটি ঘনফুট গ্যাস সরবরাহ করছে।

দেশের ক্রমবর্ধমান শিল্প চাহিদা এবং অভ্যন্তরীণ গ্যাস উৎপাদনের ঘাটতি পূরণে মহেশখালীতে তৃতীয় এলএনজি টার্মিনাল স্থাপনের পরিকল্পনা করা হয়। ২০২৩ সালের ১৪ জুন অর্থনৈতিক বিষয়ক মন্ত্রিসভা কমিটি সামিটকে এ প্রকল্পে অনুমোদন দেয়।

পরবর্তী এক বছরে সামিট এলএনজি টার্মিনাল ২ কোম্পানি লিমিটেডের সঙ্গে টার্মিনাল ব্যবহার চুক্তি (টিইউএ) এবং একটি বাস্তবায়ন চুক্তি স্বাক্ষরিত হয়।

প্রস্তাবিত টার্মিনাল থেকে প্রতিদিন অতিরিক্ত ৬০০ মিলিয়ন ঘনফুট এলএনজি সরবরাহের পরিকল্পনা ছিল। সামিট এ প্রকল্পে ২০ মিলিয়ন ডলার বিনিয়োগ করেছিল বলে জানা গেছে।

চুক্তিটি ২০১০ সালের বিদ্যুৎ ও জ্বালানীর দ্রুত সরবরাহ বৃদ্ধি (বিশেষ বিধান) আইন অনুযায়ী স্বাক্ষরিত হয়েছিল। আওয়ামী লীগের শাসনামালের এ আইনের মাধ্যমে প্রতিযোগিতামূলক দরপত্র প্রক্রিয়া এড়ানো হতো।

তবে, বিদ্যুৎ ও জ্বালানি খাতে প্রতিযোগিতামূলক দরপত্র নিশ্চিত করতে গত বছরের নভেম্বরে অন্তর্বর্তীকালীন সরকার এ আইন বাতিল করে।

সামিটকে পাঠানো পেট্রোবাংলার ১৪ জানুয়ারির চিঠিতে বলা হয়, শর্ত ভঙ্গ করার জন্য চুক্তি বাতিল করা হয়েছে। বিশেষত, সামিট এলএনজি টার্মিনাল ২ কোম্পানি লিমিটেড নির্ধারিত সময়ে [৯০ দিন] পারফর্মেন্স বন্ড জমা দিতে ব্যর্থ হয়েছে। মূল কোম্পানি সামিট কর্পোরেশন বন্ড জমা দিলেও পেট্রোবাংলা এটিকে যথাযথ বলে মনে করেনি।

পরদিন, ১৫ জানুয়ারি সামিট তাদের প্রতিক্রিয়ায় চুক্তি পুনর্বিবেচনার অনুরোধ জানায়। তারা দাবি করে, চুক্তি বাতিলের সিদ্ধান্ত ‘অবৈধ কারণে’ [ইনভ্যালিড গ্রাউন্ড] নেওয়া হয়েছে এবং তারা সময়মতো বন্ড জমা দিয়েছে।

সামিটের প্রতিক্রিয়া

সামিট জানায়, টার্মিনাল ব্যবহার চুক্তির (টিইউএ) ধারা ২৭ অনুযায়ী চুক্তি বাতিল করার কোনো অধিকার পেট্রোবাংলার নেই। এ ধারা এখনও কার্যকর হয়নি। এছাড়া, ধারা ২.৩(সি) ছাড়া অন্য কোনো নিয়ম এ পর্যায়ে টিইউএ বাতিলের অনুমতি দেয় না।

তারা আরও বলে, মূল কোম্পানির মাধ্যমে জমা দেওয়া পারফর্মেন্স বন্ড গুরুত্বপূর্ণ কোনো শর্ত ভঙ্গ করেনি, কারণ এটি পেট্রোবাংলাকে একই সুরক্ষা দিয়েছে। সামিট বন্ডটি পরিবর্তন করে কেবল টার্মিনাল কোম্পানির নামে নতুন একটি জমা দেওয়ার প্রস্তাবও দেয়।

আইন অনুযায়ী, নির্ধারিত ৯০ দিনের মধ্যে বন্ড জমা দিতে ব্যর্থতা চুক্তি ভঙ্গ হিসেবে বিবেচিত নয় বলে সামিট জানায়। তারা ১৮৯৭ সালের জেনারেল ক্লজেস অ্যাক্টের ১০ ধারা উল্লেখ করে জানায়, কোনো কাজ অফিস বন্ধ থাকার দিন করলে তা পরের কার্যদিবসে করা হলে সময়মতো বিবেচিত হয়।

পরিশেষে সামিট জানায়, বাংলাদেশের তৃতীয় এলএনজি টার্মিনালের প্রয়োজন অত্যন্ত জরুরি। এ প্রকল্পে বিলম্ব দেশের জ্বালানি নিরাপত্তা ঝুঁকি আরও বাড়িয়ে দেবে।    https://www.tbsnews.net

How CVO Petrochemical boosts business

CVO Petrochemical Refinery reported an impressive 115% revenue growth in the first half of fiscal year 2024-25, reaching Tk65.53 crore — surpassing the total revenue of the previous fiscal year within just six months.

This remarkable performance is attributed to the adoption of advanced technology, which has significantly enhanced local petroleum production, reducing the industry’s reliance on imports, according to a company official.

During the July-December period, the company posted a net profit of Tk5.22 crore, marking a 7% increase compared to the same period last year.

In FY24, the company — also listed on the stock exchange — reported total revenue of Tk61.29 crore and a net profit of Tk6.49 crore.  

Following the announcement of robust growth in revenue and profit in the first half, published today on the Dhaka bourse, CVO Petrochemical’s share price rose by 1.02% to Tk119.10, hitting its highest level since October last year.

CVO diversified plant

 

CVO Petrochemical, originally a vegetable oil refiner struggling to compete with imports, successfully reinvented itself as a petrochemical refinery. However, the company faced several production challenges primarily due to product quality issues, which it attributed to the inadequate standards of local raw materials.

Due to this, the company halted production for 14 months till September 2022, and that is why it did not earn any revenue and incurred loss.

 

To support the growth of local petroleum refining, the government decided to supply imported condensate to domestic refineries, allowing CVO Petrochemical to regain momentum in its operations.

In September 2022, CVO Petrochemical became the first company in the country to sign a contract with the Bangladesh Petroleum Corporation (BPC). Under the agreement, it sources naphtha from BPC-owned Eastern Refinery to produce high-quality solvents at its plant. The company also secured a three-year agreement to sell its products to the BPC at a fixed margin.

The company stated that there is a significant untapped market in Bangladesh for hydrocarbon solvents, which currently relies heavily on imported materials. These solvents are primarily used in industries such as paint, washing plants, grease, lubricants, sanitisers, and insecticides.

 

To enhance efficiency, CVO Petrochemical upgraded its plant with a unique design capable of processing two different raw materials simultaneously. This innovation was made possible by introducing advanced American technology and equipment, enabling the production of high-quality products, according to the company’s financial report.

With the upgraded plant in operation, CVO Petrochemical received permission to import 20,000 tonnes of diesel-rich condensate annually to produce diesel. The company imported its first consignment of this raw material and began production in March last year. The financial report also noted that a second consignment is expected to arrive soon under its own management.

With an annual production capacity of 30,000 tonnes for naphtha-based products and 25,000 tonnes for diesel-rich condensate, CVO Petrochemical is well-positioned to meet rising industrial demand while driving substantial revenue growth, said the company in its report.

The company stated in its FY24 annual report that the upgraded plant is equipped to produce both products simultaneously, enhancing production capacity utilization and driving increased earnings.    https://www.tbsnews.net

GP denied spectrum in 850 MHz band amid competitors’ opposition

The telecom regulator has declined to allocate any spectrum to Grameenphone in the 850 MHz band as the competitors opposed the plan citing their risk of signal interferences and deterioration of service quality.

Mobile operators verbally learned about the regulatory decision earlier this week in a meeting with the Bangladesh Telecommunication Regulatory Commission (BTRC), according to officials familiar with the matter.

BTRC decided for an auction to allocate a new spectrum in the 700 MHz band by the middle of this year, its chairman Major General (Rtd) Md Emdad Ul Bari said on Tuesday (21 January).

“We appreciate the fair decision by the telecom regulator as it could have hurt every other operator due to the technical issues,” Robi Axiata Chief Corporate and Regulatory Officer Mohammed Shahedul Alam said in a reaction to the regulator’s decision.

“The 850 MHz band spectrum interferes with the other operators’ radio signals using the existing 900 MHz band spectrum, resulting in poorer services,” Shahedul said citing industry trials.

 

Spectrum is the radio frequency for transmitting telecommunication data.

According to Shahedul, the $200 million spectrum of some 10 MHz in the 850 MHz band sought by the top operator could have cost the other operators around $100 million for adding filters on thousands of their towers to get rid of the interference.

 

Also, the filters could reduce the usual coverage area of the operators, he said.

 

In several meetings with the BTRC over the past few months, telecom operators Robi and Banglalink were requesting for no allocation of the spectrum in 850 MHz band as the industry has already invested in 900 MHz band spectrum as a low-band alternative.

Currently, Robi has the highest 9 MHz 900 MHz band spectrum, followed by Grameenphone’s 7.4 MHz, Banglalink’s 5 MHz and Teletalk’s 5.2 MHz, according to BTRC data. 

 

Grameenphone needs the 850 MHz band the most as it has less spectrum in low bands against its largest user base.

Grameenphone officials, however, argue that the 850 MHZ band can be utilised for superior coverage.

“The low-band spectrum at 850 MHz is a national resource that can be utilised for superior coverage and quality of services across the country,” said Grameenphone Chief Corporate Affairs Officer Tanveer Mohammad.

According to Tanveer, a more low-band spectrum could “help companies strengthen services in densely populated areas” like the southern part of Dhaka as well as the rural areas.

Tanveer also rejected Rejecting Robi’s claim on the filtering cost for the 850 Mhz band.

He said the cost would “actually be a fraction” of what his competitors are saying.

“In more than 50 countries, both 850 MHz and 900 MHz bands are being simultaneously used and Bangladesh can do the same,” he said.

He noted that more than 95% of the 4G handsets in Bangladesh support 850 MHz, while for 700 MHz it is less than 45%.

All other operators, meanwhile, urged the regulator to wait to allocate the 850 MHz band spectrum until all the operators can opt for it at a time with harmony in preparation.
