BASIC Bank moves to auction Emerald Oil’s assets again

Auction notice calls interested buyers to submit bids by 25 Feb

After multiple attempts to recover loans, BASIC Bank Limited, a state-owned lender, is once again auctioning off the assets – land and machinery – pledged as collateral by Emerald Oil Industries.

Previously, Emerald Oil’s assets were put up for auction at least three times, but no bids met the bank’s expectations, according to sources at BASIC Bank.

The lender is now pursuing a new auction, having received authorisation under Section 33(5) of the Money Loan Court Act, 2003, on 30 July last year to seize and sell the property until the loan is fully repaid. 

An auction notice issued on 1 February invited bids, with the deadline set for 25 February.

According to the notice, the lender claims outstanding dues of Tk91.95 crore as of 12 February 2018. A total of 541 decimals of land, along with local and international machinery, will be auctioned if suitable bidders come forward.

Sk Jalal Md Khalid Bin Hafiz, assistant general manager of Special Asset Management Unit at BASIC Bank, told The Business Standard that the company’s assets were previously auctioned by court order but remained unsold. 

 

He added that the new auction notice is part of the bank’s efforts to recover the loan provided to the company. The Money Loan Court has authorised the seizure and sale of the property until the loan is fully repaid.

Hafiz further stated, “If the property remains unsold, we will file an application with the court to determine the next course of action. Future steps will be taken as per the court’s directives.”

 

Addressing the change in the company’s ownership, he clarified, “The Bangladesh Securities and Exchange Commission (BSEC) has appointed an institution to manage the company, but the new owner has not settled the outstanding loan. The properties pledged against the bank’s loans will be auctioned as per the court order.”

 

Afzal Hossain, managing director of Emerald Oil, said the bank’s previous auction failed due to overvalued properties, mortgaged for loans, which deterred buyers. 

“Although we held discussions with the bank to halt the auction, no fruitful resolution was reached. We are currently managing the company after injecting fresh capital, so the current board cannot be held responsible for the loans taken by the previous owners,” he said.

 

Minori Bangladesh – a subsidiary of the Japanese farming company Minori Co Ltd – took over the oil producer in 2021. With a fresh investment by the new owner, Emerald Oil returned to production in January 2022. 

The loan, cases, and defendants

Emerald Oil Industries, formerly Emerald Oil and Poultry Industries, took loans from BASIC Bank to expand its business by mortgaging its lands and factory in Sherpur and Jamalpur.

When it failed to pay back the loan, the lender filed a case with Artha Rin Adalat in 2017.

According to BASIC Bank documents, in the case, the respondents included the company, its ex-MD Syed Hasibul Gani Galib, ex-chairman Syed Monwarul Islam, ex-directors Sajan Kumar Basak and Amitabha Bhowmik, and Liakat Ali and Syed Mahbubul Gani.

In an auction notice, the bank stated that the mortgaged land and machinery will be auctioned, and the shares held by Emerald Oil’s directors and others had already been frozen.

Not only BASIC Bank, but its other lenders, Bank Asia, Prime Finance and Investment, and Midas Finance, also sued Emerald Oil, seeking to retrieve their loans.

According to Emerald Oil’s financial statement, as of December 2023, the total loan stood at Tk130 crore, including Tk26.29 crore from Bank Asia, Tk7.33 crore from Prime Finance, and Tk24.36 crore from MIDAS Finance.

The company has not published the financial statements since then.

Operation suspended

The Dhaka Stock Exchange (DSE) downgraded Emerald Oil Industries to the Z category in December 2024 following the suspension of its operations for more than six months. 

In November, the company informed the DSE that the production at its factory has been halted since 1 January 2024 due to a severe gas supply shortage.

About the company

Incorporated in 2008 to produce rice bran oil, Emerald Oil was listed with the stock exchanges in 2014 by raising Tk20 crore through an initial public offering.

With its signature product, the rice bran edible oil, branded as Spondon, Emerald Oil was a profitable firm until 2016.

The following year, when a loan scam by its founder came to light, the company started losing business, and operations got halted due to a shortage of working capital.

Facing corruption charges, the founder fled the country, and it was the shareholders who suffered the effects of a share price drop.

In 2021, Minori Bangladesh took charge of the company’s board by acquiring 7.81% shares from the secondary market and injecting funds to reopen the factory.

Africawala to purchase Tk 7cr shares of BSRM

Ali Asghar Badruddin Africawala, a placement shareholder of BSRM Limited, yesterday informed that he intends to buy more of the company’s shares.

In a disclosure to the Dhaka Stock Exchange (DSE), the steel producer announced that Africawala—who holds 10.45 percent of its shares—aims to buy 9 lakh shares at the prevailing market price.

But despite this announcement, its share price dropped by 2.3 percent to close the day at Tk 79.90 per unit. Considering the current price, Africawala will have to spend Tk 7.19 crore on the purchase.

According to several of the company’s disclosures on the DSE website, he bought 18.5 lakh shares just last year.

The sponsors and owners of many listed companies are buying shares in the hope that it will boost investor confidence by reflecting their faith in the potential of their own businesses.

BSRM’s consolidated earnings per share rose slightly to Tk 6.74 by the end of the first half of the current fiscal year, compared to Tk 6.25 in the previous year.

খেলাপি ঋণ ৩০ শতাংশ অতিক্রম করতে পারে

দেশে খেলাপি ঋণের মোট ঋণের ৩০ শতাংশ অতিক্রম করে যেতে পারে বলে মনে করছে বাংলাদেশ ব্যাংক। এতে দেশের আর্থিক খাতের স্থিতিশীলতা বিনষ্ট হতে পারে। এই পরিস্থিতিতে ব্যাংকিং খাতের ওপর মানুষের আস্থা ফিরিয়ে আনতে বেশ কিছু জরুরি ব্যবস্থা নিয়েছে বাংলাদেশ ব্যাংক।

খেলাপি ঋণের বাড়বাড়ন্ত মোকাবিলায় বাংলাদেশ ব্যাংক বেশ কিছু ব্যবস্থা নিয়েছে বলে মুদ্রানীতির ঘোষণায় জানানো হয়েছে। বাংলাদেশ ব্যাংক মূলত নিয়ন্ত্রণমূলক ব্যবস্থা জোরদার, ব্যাংকিং খাতের সুশাসন নিশ্চিত ও যথাযথভাবে সংস্কার কার্যক্রম বাস্তবায়ন করার ওপর জোর দিয়েছে। তারা মনে করছে, এর মধ্য দিয়ে মানুষের আস্থা ফিরিয়ে আনা সম্ভব হবে।

 
 

খেলাপি ঋণ নিয়ন্ত্রণে বাংলাদেশ ব্যাংক আন্তর্জাতিকভাবে স্বীকৃত পদ্ধতি ব্যবহার করছে, যেমন এক্সপেকটেড ক্রেডিট লস মেথডলজি; ২০২৭ সালের মধ্যে এটি চালু করা হবে। আন্তর্জাতিক ফাইন্যান্সিয়াল রিপোর্টিং স্ট্যান্ডার্ডের সঙ্গে সামঞ্জস্যপূর্ণভাবে এই পদ্ধতি চালু করা হবে। সে জন্য কী কী করতে হবে, সে বিষয়েও বিস্তারিত বলা হয়েছে। বলা হয়েছে, সে জন্য ব্যাংকের ঐতিহাসিক তথ্য-উপাত্ত, বর্তমান অর্থনৈতিক পরিস্থিতি, ঋণ ব্যবস্থাপনা রীতি–সম্পর্কিত ভবিষ্যদ্বাণী—এসব অন্তর্ভুক্ত করতে হবে। ধারণা করা হচ্ছে, এই মডেলের মাধ্যমে সক্রিয়ভাবে ঋণের ঝুঁকি ব্যবস্থাপনার পাশাপাশি খেলাপি ঋণের পরিমাণ কমানো সম্ভব হবে।

সেই সঙ্গে বাণিজ্যিক ব্যাংকের আইন বিভাগগুলোর ভূমিকা গুরুত্বপূর্ণ বলে মনে করে বাংলাদেশ ব্যাংক। বিশেষ করে যেসব ঋণ অর্থঋণ আদালত ও উচ্চ আদালতে ঝুলে আছে, সেগুলোর জট ছাড়াতে। ঝুঁকি ব্যবস্থাপনা উন্নত করা ও এই খাতের সামগ্রিক দক্ষতা বৃদ্ধিতে বাংলাদেশ ব্যাংক সম্প্রতি কিছু নীতিগত সিদ্ধান্ত নিয়েছে। এতে বলা হয়েছে, এসব ঝুলে থাকা বিষয়ের জট ছাড়াতে আইন বিভাগের ভূমিকা গুরুত্বপূর্ণ।

 

দেশের ব্যাংকগুলোয় গত সেপ্টেম্বর শেষে খেলাপি ঋণ বেড়ে হয়েছে ২ লাখ ৮৪ হাজার ৯৭৭ কোটি টাকা, যা ব্যাংকিং খাতের মোট ঋণের প্রায় ১৮ শতাংশ। বাংলাদেশ ব্যাংকের তথ্য অনুযায়ী, গত জুন শেষে খেলাপি ঋণ ছিল ২ লাখ ১১ হাজার ৩৯১ কোটি টাকা। তখন দেশের ব্যাংকগুলো থেকে বিতরণ করা ঋণের ১২ দশমিক ৫৬ শতাংশ ছিল খেলাপি।

ব্যাংক খাতসংশ্লিষ্ট ব্যক্তিরা অবশ্য মনে করেন, প্রকৃত খেলাপি ঋণের পরিমাণ আরও বেশি। কেন্দ্রীয় ব্যাংকের খেলাপি ঋণের হিসাব অবলোপন করা ও আদালতের আদেশে স্থগিত থাকা ঋণ বিবেচনায় নেওয়া হয়নি। সরকার পরিবর্তনের পর ব্যাংক খাত সংস্কারে পদক্ষেপ নিতে শুরু করেছে বাংলাদেশ ব্যাংক। ফলে খেলাপি ঋণের পরিমাণ ৩০ শতাংশে উঠে যেতে পারে বলে মুদ্রানীতির প্রতিবেদনে বলা হয়েছে।    https://www.prothomalo.com/business/bank/auu9l3isn0

বিএসআরএমের রড উৎপাদন সক্ষমতা বেড়ে এখন ২৪ লাখ টন

ইস্পাত খাতের শীর্ষস্থানীয় কোম্পানি বিএসআরএম গ্রুপের বার্ষিক রড উৎপাদনক্ষমতা ৬ লাখ টন বেড়ে ২৪ লাখ টনে উন্নীত হয়েছে। গত ১ ফেব্রুয়ারি মিরসরাইয়ে নিজস্ব শিল্পাঞ্চলে নতুন কারখানা চালুর ফলে কোম্পানিটির উৎপাদনক্ষমতা বেড়েছে। তাতে বাজার হিস্যায় বিএসআরএমের আধিপত্য আরও বাড়বে।

রড উৎপাদনের মধ্যবর্তী কাঁচামাল বিলেটের উৎপাদনক্ষমতার সম্প্রসারণ ঘটেছে নতুন কারখানায়। এতে বছরে বিলেট উৎপাদনক্ষমতাও বেড়ে ২৪ লাখ টনে উন্নীত হয়েছে কোম্পানিটির। এর মানে, মধ্যবর্তী কাঁচামাল উৎপাদনেও স্বয়ংসম্পূর্ণ হয়েছে কোম্পানিটি।

দেশের পুঁজিবাজারে তালিকাভুক্ত বিএসআরএম গ্রুপের দুটি কোম্পানি হলো বিএসআরএম স্টিলস লিমিটেড এবং বাংলাদেশ স্টিল রি-রোলিং মিলস লিমিটেড। নতুন কারখানাটি বিএসআরএম স্টিলসের।

নতুন কারখানায় বাংলাদেশে প্রথমবারের মতো তৈরি হচ্ছে তারজাতীয় রড, যা ওয়্যার রড নামে পরিচিত। নাট, বল্টু, স্ক্রু, ঝালাই করার উপকরণ, যন্ত্রাংশসহ বিভিন্ন পণ্য তৈরির মধ্যবর্তী কাঁচামাল হিসেবে ওয়্যার রড ব্যবহার করা হয়। নতুন এই পণ্য আগে শতভাগ আমদানি–নির্ভর ছিল। এই কারখানা চালুর পর আমদানি–নির্ভরতা ধারাবাহিকভাবে কমবে বলে আশা করা হচ্ছে।

জাতীয় রাজস্ব বোর্ডের (এনবিআর) হিসাবে দেখা গেছে, ২০২৪ সালে ১১৪টি কোম্পানি মোট ১ লাখ ৬০ হাজার টন ওয়্যার রড আমদানি করেছে। এতে বৈদেশিক মুদ্রা ব্যয় হয়েছে ৯ কোটি ৮৫ লাখ মার্কিন ডলার। ওয়্যার রড আমদানিকারকদের মধ্যে বিএসআরএম গ্রুপের কোম্পানি বিএসআরএম ওয়্যারস লিমিটেডও রয়েছে।

—বিএসআরএম সব সময় গুণগত মানসম্পন্ন পণ্য বাজারজাত করে। এরই ধারাবাহিকতায় আন্তর্জাতিক মানসম্পন্ন রড এবং প্রথমবারের মতো ওয়্যার রড তৈরি হবে নতুন কারখানায়। এটি পুরোদমে চালু হলে ওয়্যার রডের আমদানি–নির্ভরতা কমবে।

বিএসআরএম গ্রুপ জানায়, তাদের নতুন কারখানায় ৫ লাখ টন রড এবং ১ লাখ টন ওয়্যার রড উৎপাদন করা হবে।

বিএসআরএম স্টিলসের নতুন কারখানাটিতে ১০ কোটি ৮০ লাখ ডলার বা প্রায় ১ হাজার ৩০০ কোটি টাকা ঋণসহায়তা দিয়েছে দেশি-বিদেশি বিভিন্ন সংস্থা ও ব্যাংক। এর মধ্যে সর্বোচ্চ ৫ কোটি ডলার বা ৬০০ কোটি টাকা ঋণসহায়তা দিয়েছে জাপান ইন্টারন্যাশনাল কো-অপারেশন এজেন্সি (জাইকা)। তা ছাড়া ঋণ দিয়েছে এক্সিম ব্যাংক অব ইন্ডিয়া, স্ট্যান্ডার্ড চার্টার্ড (এসসিবি) বাংলাদেশ ও স্থানীয় ব্র্যাক ব্যাংক।

পরিবেশবান্ধব কারখানা হিসেবে এতে অর্থায়ন করেছে জাইকা। যেমন কারখানায় পরিচ্ছন্ন বাতাস নিঃসরণ নিশ্চিত করতে আধুনিক এয়ার পলিউশন কন্ট্রোল (এপিসি) ব্যবস্থা এবং পানির শতভাগ পুনর্ব্যবহার নিশ্চিত করতে ওয়াটার ট্রিটমেন্ট অ্যান্ড রিসাইক্লিং ফ্যাসিলিটিসহ সর্বাধুনিক পরিবেশবান্ধব প্রযুক্তি ব্যবহার করা হয়েছে। এ ছাড়া কারখানার ছাদে স্থাপিত সৌরবিদ্যুৎ প্ল্যান্ট ও জ্বালানিসাশ্রয়ী উৎপাদনপদ্ধতির কারণে প্রতিবছর ১০ হাজার টন গ্রিনহাউস গ্যাস (কার্বন ডাই-অক্সাইডের মতো) নিঃসরণ কম হবে। জাইকা জানায়, বিএসআরএমের প্রকল্পটি তাদের বেসরকারি খাতে বিনিয়োগ অর্থায়ন কর্মসূচির আওতায় দেওয়া প্রথম করপোরেট ঋণ।

জানতে চাইলে বিএসআরএম গ্রুপের ব্যবস্থাপনা পরিচালক (এমডি) আমের আলীহুসাইন বলেন, দেশের মানুষ এখন পণ্যের গুণগতমান নিয়ে সচেতন। বিএসআরএম সব সময় গুণগতমানের পণ্য বাজারজাত করে। এরই ধারাবাহিকতায় আন্তর্জাতিক মানসম্পন্ন রড এবং প্রথমবারের মতো ওয়্যার রড তৈরি হবে নতুন কারখানায়। এটি পুরোদমে চালু হলে ওয়্যার রডে আমদানি–নির্ভরতা কমবে। এতে বৈদেশিক মুদ্রার সাশ্রয় হবে।

আমের আলীহুসাইন আরও বলেন, বাংলাদেশে বেসরকারি খাতে প্রথমবার বিনিয়োগ করেছে জাপানি সংস্থা জাইকা। এতে দেশে বেসরকারি খাতে জাইকার বিনিয়োগের দরজা খুলে গেছে। দেশের জন্য গর্বের এই কারখানা।

উৎপাদনক্ষমতায় দ্বিতীয়, বাজার হিস্যায় প্রথম

১৯৫২ সালে যাত্রা শুরুর পর থেকে এককভাবে বিএসআরএম গ্রুপ রড উৎপাদনক্ষমতা ও বাজার হিস্যায় শীর্ষ স্থানে অবস্থান করে আসছিল। এবার ছয় লাখ টন রড তৈরির নতুন কারখানা চালু হলেও গ্রুপটি উৎপাদনক্ষমতায় দ্বিতীয় অবস্থানে রয়েছে। কারণ, দীর্ঘদিন দ্বিতীয় স্থানে থাকা আবুল খায়ের গ্রুপ গত জানুয়ারিতে তাদের বার্ষিক রড উৎপাদনক্ষমতা ১৮ লাখ টন বাড়িয়ে ৩০ লাখ টনে উন্নীত করেছে। ফলে তারা এখন এক নম্বরে আছে।

তবে উৎপাদনক্ষমতা যা–ই হোক, এখন পর্যন্ত বাজার হিস্যায় সবচেয়ে এগিয়ে বিএসআরএম গ্রুপ। শেয়ারবাজারে তালিকাভুক্ত গ্রুপটির দুই কোম্পানির বার্ষিক প্রতিবেদন অনুযায়ী, গত অর্থবছরে উভয় প্রতিষ্ঠান মোট ১৮ লাখ ১৪ হাজার টন রড উৎপাদন করেছে। আর রড বিক্রি হয়েছে ১৭ লাখ ৩৯ হাজার টন। অন্যদিকে আবুল খায়ের গ্রুপের স্টিল কোম্পানি একেএস(আবুল খায়ের স্টিল) শেয়ারবাজারে তালিকাভুক্ত না হওয়ায় তাদের প্রকৃত চিত্র পাওয়া যায়নি।

তবে কোম্পানিগুলোর কাঁচামাল আমদানির হিসাব থেকেও বাজার হিস্যা সম্পর্কে ধারণা করা যায়। যেমন শেষ ২০২৪ সালে দেশে রড তৈরির কাঁচামাল আমদানি হয়েছে মোট ৫৬ লাখ ৩৬ হাজার টন। এর মধ্যে বিএসআরএম গ্রুপ কাঁচামাল আমদানি করেছে ১৮ লাখ ৭৬ হাজার টন বা ৩৩ শতাংশ। এ ক্ষেত্রে আবুল খায়ের গ্রুপের অবস্থান দ্বিতীয়। তারা ১১ লাখ টনের মতো কাঁচামাল এনেছে, যা মোট আমদানির ১৯ শতাংশ।

তৃতীয় অবস্থানে থাকা জিপিএইচ ইস্পাতের আমদানি সাত লাখ টন। চতুর্থ অবস্থানে আছে কেএসআরএম গ্রুপ। তারা আমদানি করেছে ছয় লাখ টন। রড তৈরির এসব কাঁচামাল গলিয়ে ৯০ থেকে ৯৫ শতাংশ রড ও সমজাতীয় পণ্য তৈরি হয়। এর বাইরে জাহাজ ভাঙা ইয়ার্ড থেকে এবং স্থানীয়ভাবে কাঁচামাল সংগ্রহ করে কোম্পানিগুলো, যা পরিমাণে খুবই কম।

সামনে নতুন প্রকল্প

দেশের বাজারে রডের চাহিদা আগের তুলনায় কমেছে। এর কারণ, অর্থনৈতিক কর্মকাণ্ডের স্থবিরতা। তারপরও কোম্পানিগুলো নতুন বিনিয়োগ অব্যাহত রেখেছে। বিএসআরএম গ্রুপের সদ্য চালু হওয়া কারখানাটির নির্মাণকাজ অবশ্য শুরু হয়েছিল ২০২২ সালে।

এ নিয়ে বিএসআরএম গ্রুপের এমডি আমের আলীহুসাইন প্রথম আলোকে বলেন, তিন বছর আগে যখন এই প্রকল্পের পরিকল্পনা হচ্ছিল, তখন দেশের জিডিপির প্রবৃদ্ধির পূর্বাভাস ভালো ছিল। এখন সাময়িকভাবে অর্থনৈতিক কর্মকাণ্ড কমলেও এই অবস্থা সামনে থাকবে না। অর্থনৈতিক কর্মকাণ্ড বাড়বে। চাহিদাও বাড়বে। তিনি আরও বলেন, ইস্পাত খাতে বিএসআরএম ধারাবাহিকভাবে বিনিয়োগ করে আসছে। সামনে মিরসরাই অর্থনৈতিক অঞ্চলেও বিনিয়োগের পরিকল্পনা রয়েছে।    https://www.prothomalo.com/business/xbsw8wv991

শতকোটি টাকা আত্মসাৎ অনুসন্ধানে দুদক

পূবালী ব্যাংকের শত শত কোটি টাকা আত্মসাৎ ও বিদেশে পাচারের অভিযোগ অনুসন্ধানে নেমেছে দুর্নীতি দমন কমিশন (দুদক)। ব্যাংকটির চেয়ারম্যান মঞ্জুরুর রহমান এবং ব্যবস্থাপনা পরিচালক ও প্রধান নির্বাহী মোহাম্মদ আলীর নেতৃত্বে শক্তিশালী একটি দুষ্টচক্র এই অপকর্মে জড়িত বলে অভিযোগ পেয়েছে সংস্থাটি। ডেল্টা লাইফের ২৯০০ কোটি টাকা আত্মসাতের অভিযোগ একই চক্রের বিরুদ্ধে। এজন্য প্রতিষ্ঠানটির ডেটাবেজ সার্ভারের গুরুত্বপূর্ণ সব তথ্য মুছে ফেলার অভিযোগও আছে। সিন্ডিকেটের মাধ্যমে ব্যাংকের অন্তত পাঁচ পরিচালকের সমন্বয়ে গড়া চক্রটি দীর্ঘদিন ধরে নানা কায়দায় লুটপাট চালিয়ে যাচ্ছে। চক্রের সদস্যদের জিজ্ঞাসাবাদের জন্য দু-একদিনের মধ্যেই তলবি নোটিশ পাঠানো হবে। দুদক সূত্রে এসব তথ্য জানা গেছে।

এদিকে ব্যাংকটির দুষ্টচক্রের বিরুদ্ধে পৃথক তদন্তে নেমেছে বাংলাদেশ ফিন্যান্সিয়াল ইন্টেলিজেন্স ইউনিট (বিএফআইইউ)। সংস্থাটির একজন যুগ্মপরিচালকের নেতৃত্বে ঋণ বিতরণে অনিয়ম, ডলার কারসাজি, অর্থ পাচার, নিয়োগে অনিয়ম, বিভিন্ন বন্ধকি সম্পত্তি স্বল্পদামে বিক্রিসহ বিভিন্ন অভিযোগ খতিয়ে দেখছে তারা। তবে চক্রটি অবৈধ প্রভাব খাটিয়ে দুদক ও বিএফআইইউ-এর অনুসন্ধান ও তদন্ত ধামাচাপা দেওয়ার অপচেষ্টা করছে বলে অভিযোগ পাওয়া গেছে।

দুদক থেকে প্রাপ্ত নথিপত্রে দেখা যায়, গত সেপ্টেম্বরে জনৈক ফরহাদ হোসেন পূবালী ব্যাংকের চেয়ারম্যান মো. মঞ্জুরুর রহমান ও ব্যবস্থাপনা পরিচালক মোহম্মদ আলী চক্রের বিরুদ্ধে একটি লিখিত অভিযোগ জমা দেন। সেখানে ব্যাংকটির সাবেক চেয়ারম্যান ও আওয়ামী লীগের সাবেক সংসদ-সদস্য হাফিজ আহমেদ মজুমদার, পরিচালক ফাহিম আহমেদ ফারুক ও অপর পরিচালক খবিরুজ্জামান ইয়াকুবের বিরুদ্ধে সুনির্দিষ্ট অভিযোগ উত্থাপন করা হয়েছে। যাচাই-বাছাই শেষে অভিযোগটি আমলে নিয়ে অনুসন্ধান করে প্রতিবেদন দাখিলের নির্দেশ দেয় কমিশন। দুদকের সমন্বিত জেলা কার্যালয় ঢাকা-১-এর সহকারী পরিচালক মো. হাফিজুর রহমানকে অনুসন্ধান কর্মকর্তা নিয়োগ দেওয়া হয়েছে।

জানতে চাইলে দুদকের উপপরিচালক মো. আখতার হোসেন বলেন, অভিযোগ জমার পর তা আমলে নিয়ে অনুসন্ধানকাজ শুরু হয়েছে। বিধি মোতাবেক অনুসন্ধান কর্মকর্তা অভিযোগসংশ্লিষ্টদের জিজ্ঞাসাবাদ করবেন। অনুসন্ধান শেষে প্রতিবেদন অনুযায়ী পরবর্তী আইনি ব্যবস্থা নেওয়া হবে।

জানা যায়, পূবালী ব্যাংকের বিরুদ্ধে উত্থাপিত অভিযোগগুলোর মধ্যে রয়েছে ব্যাংকটিতে পতিত আওয়ামী লীগ সরকারের ছত্রছায়ায় একটি শক্তিশালী চক্র ব্যাপক অনিয়ম, নিয়োগ বাণিজ্য, ভয়াবহ ধরনের ডলার কারসাজি, সম্পত্তি বিক্রি, ঋণ বিতরণে অনিয়মসহ নানা দুর্নীতিতে জড়িয়ে পড়েছে। বৈদেশিক মুদ্রা ক্রয়-বিক্রয় বাণিজ্যের আড়ালে রহস্যজনক অর্থ লেনদেন হচ্ছে। এ সংক্রান্ত বাংলাদেশ ব্যাংকের একটি তদন্ত ইতঃপূর্বে ক্ষমতার দাপটে বন্ধ করে দেওয়া হয়েছে। অভিযোগ আছে-পূবালী ব্যাংকের দুষ্টচক্রের অন্যতম সদস্য মোহাম্মদ আলী। যিনি দীর্ঘদিন ব্যাংকটিতে এমডি ও সিইও পদে আছেন। বাংলাদেশ ব্যাংকের সাবেক ডেপুটি গভর্নর সাইদুর রহমান এবং এস কে সুরের সহযোগিতায় চক্রের সদস্যরা ব্যাংকটিকে লুটপাটের আখড়ায় পরিণত করেন। ২০২৩ সালে ব্যাংকটির একটি চক্র ডলার কারসাজির মাধ্যমে বিপুল অর্থ লুট করে নেয়। বিভিন্ন এক্সচেঞ্জ হাউজ থেকে ডলার কিনে ২১১ কোটি টাকা বেশি ব্যয় বা আত্মসাৎ করেছে। মঞ্জুরুর রহমান ও মোহাম্মদ আলী চক্র কিছুদিন আগে হযরত শাহজালাল আন্তর্জাতিক বিমানবন্দরে প্রবাসীদের এক্সচেঞ্জ করা শত শত কোটি টাকার বৈদেশিক মুদ্রা ব্যাংকিং চ্যানেলে না দিয়ে বিদেশে পাচার করে। সম্প্রতি বিমানবন্দরে দুদকের এনফোর্সমেন্ট টিমের অভিযানেও এই অর্থ পাচারের প্রমাণ পাওয়া যায়।

 

দুদকের কাছে তথ্য আছে, ব্যাংকটির বর্তমান চেয়ারম্যান মঞ্জুরুর রহমান ডেল্টা লাইফ ইন্স্যুরেন্স কোম্পানির ২৫ লাখ গ্রাহকের আমানতের ১ হাজার ১৪১ কোটি টাকা আত্মসাৎ করেছেন। পূবালী ব্যাংকের অন্যতম অংশীদার ডেল্টা লাইফ ইন্সুরেন্স। মঞ্জুর রহমান ডেল্টা লাইফে তার চার সন্তানকে পরিচালক পদে নিয়োগ করেছেন। মঞ্জুরের কন্যা আদিবা রহমানকে প্রধান নির্বাহী কর্মকর্তার পদ দিয়েছেন। ডেল্টা লাইফ ইন্স্যুরেন্সের হাজার হাজার কোটি টাকা লোপাট করে তিনি আওয়ামী লীগ সরকারের ছত্রছায়ায় থেকে পূবালী ব্যাংকেও লুটপাট অব্যাহত রাখেন। ডেল্টা লাইফ ইন্স্যুরেন্স পূবালী ব্যাংকের শেয়ারধারী হিসাবে পরিচালক হয়েছিলেন মঞ্জুর রহমান। ডেল্টা লাইফের ২ হাজার ৯০০ কোটি টাকা আত্মসাতের জন্য প্রতিষ্ঠানটির ডেটাবেজ সার্ভারের গুরুত্বপূর্ণ সব তথ্য মুছে ফেলার অভিযোগ রয়েছে মঞ্জুরুর রহমানের বিরুদ্ধে। এসব তথ্য সম্পর্কে জানতে সংশ্লিষ্টদের দুদকে তলব করা হবে। দালিলিক প্রমাণপত্র সংগ্রহের কাজও চলছে।

এছাড়া পূবালী ব্যাংকের সাবেক চেয়ারম্যান হাফিজ আহমেদ মজুমদারের বিরুদ্ধেও বিশদ অভিযোগ রয়েছে দুদকের হাতে। তিনি চেয়ারম্যান থাকাকালে অনিয়ম-জালিয়াতির দায়ে ১০ পরিচালককে সরানোর নির্দেশ দিয়েছে বাংলাদেশ ব্যাংক। ব্যাংকিং নিয়মনীতির তোয়াক্কা না করে মঞ্জুরুর রহমানের আগে প্রায় এক যুগ পূবালী ব্যাংকের চেয়ারম্যানের পদ আঁকড়ে ছিলেন হাফিজ। পতিত আওয়ামী লীগ সরকারের ক্ষমতার জোরে ব্যাংক কোম্পানি আইন আর বাংলাদেশ ব্যাংকের বিভিন্ন নির্দেশনাকে উপেক্ষা করে কয়েকজন দীর্ঘদিন পরিচালক পদে আছেন। ছাত্র-জনতার গণ-অভ্যুত্থানে সাবেক প্রধানমন্ত্রী পদত্যাগ করে দেশ ছেড়ে পালানোর পর ব্যাংকটির সাবেক চেয়ারম্যান ও সাবেক সংসদ-সদস্য হাফিজ আহমেদ মজুমদারও আত্মগোপনে চলে যান। এছাড়া ভাইস চেয়ারম্যান হাবিবুর রহমান, পরিচালক ফাহিম আহমেদ ফারুক চৌধুরী ও এম খাবিরুজ্জামান ইয়াকুবসহ কয়েকজন এই সিন্ডিকেটে জড়িত বলে দুদকে জমা নথিতে উল্লেখ করা হয়েছে। অভিযোগে আরও বলা হয়, সাবেক সংসদ-সদস্য হাফিজ আহমেদ মজুমদার বর্তমানে ডেল্টা লাইফ ইন্স্যুরেন্সের চেয়ারম্যান। তার আগে চেয়ারম্যান ছিলেন মঞ্জরুর রহমান। তারা দুজনই প্রায় দেড় যুগ ধরে পূবালী ব্যাংক ও ডেল্টা লাইফ ইন্স্যুরেন্সের চেয়ারম্যানের পদ দখল করে শত শত কোটি টাকা লোপাট করেছেন। সাবেক চেয়ারম্যান ও সাবেক সংসদ-সদস্য হাফিজ আহমেদ মজুমদার আত্মগোপনে থাকায় তার সঙ্গে কথা বলা সম্ভব হয়নি।

পূবালী ব্যাংকের তদন্তের বিষয়ে জানতে চাইলে বাংলাদেশ ফিন্যান্সিয়াল ইন্টেলিজেন্স ইউনিটের (বিএফআইইউ) প্রধান এএফএম শাহীনুল ইসলাম বলেন, বিষয়টি নিয়ে তদন্ত চলমান। তদন্তের আগে আর কিছু বলতে পারব না।

অভিযোগ সম্পর্কে জানতে চাইলে পূবালী ব্যাংকের ব্যবস্থাপনা পরিচালক ও সিইও মোহাম্মদ আলী মোবাইল ফোনে যুগান্তরকে বলেন, ‘আমরা কোনো ধরনের দুর্নীতির সঙ্গে জড়িত নই। স্বার্থান্বেসী একটি মহল আমাদের বিরুদ্ধে অভিযোগ দায়ের করে হয়রানির অপচেষ্টা করছে। আমাদের ব্যাংক সব ধরনের নিয়মকানুন মেনে পরিচালিত হয়। কোনো ধরনের অনিয়ম-দুর্নীতির সঙ্গে আমরা জড়িত নই। বাংলাদেশ ব্যাংক থেকে নিয়মিত তদন্তে আমাদের বিরুদ্ধে কখনো কোনো অনিয়ম পায়নি।’ দুদকের অনুসন্ধানের বিষয়ে জানতে চাইলে তিনি বলেন, ‘অনুসন্ধান কমিটি গঠনের কথা আমরা জেনেছি। তবে তারা আমাদের কাছে এখনো কোনো তথ্য চায়নি। তারা আমাদের কাছে কোনো তথ্য চাইলে অবশ্যই তা সরবরাহ করা হবে।’ বক্তব্যের জন্য বিভিন্নভাবে চেষ্টা করেও ব্যাংকের চেয়ারম্যান মঞ্জুরুর রহমানের সঙ্গে কথা বলা সম্ভব হয়নি।https://www.jugantor.com/tp-lastpage/913269

পুঁজিবাজার উন্নয়নে ১০ সদস্যের কমিটি গঠন

দেশের পুঁজিবাজারের টেকসই উন্নয়নের লক্ষ্যে ১০ সদস্যের একটি কমিটি গঠন করেছে অর্থ মন্ত্রণালয়। বিভিন্ন নিয়ন্ত্রক সংস্থার প্রতিনিধিদের এ কমিটির সদস্য করা হয়েছে।

 

অর্থ মন্ত্রণালয়ের আর্থিক প্রতিষ্ঠান বিভাগ থেকে এ সংক্রান্ত একটি প্রজ্ঞাপন জারি করা হয়েছে। সোমবার (৩ ফেব্রুয়ারি) প্রজ্ঞাপনটিতে স্বাক্ষর করেন উপসচিব ফরিদা ইয়াসমিন।

আর্থিক প্রতিষ্ঠান বিভাগের সচিবকে কমিটির সভাপতি করা হয়েছে। আর আর্থিক প্রতিষ্ঠান বিভাগের যুগ্মসচিবকে (শেয়ারবাজার) সদস্য সচিব করা হয়েছে।

Intraco’s gas allocation cut to one-fifth over deal breach

The government has cut natural gas allocation for Intraco Refueling Station to one-fifth as the company failed to supply the committed volume of compressed natural gas (CNG) from Bhola.

As a result, the company will be able to compress up to 5.0 million cubic feet per day (mmcfd) of gas under its existing deal with the state-run Sundarban Gas Company Ltd (SGCL).

Intraco inked the 10-year deal with SGCL in May 2023 to supply gas from Bhola to the gas-starved industries in Dhaka and its adjacent areas.

Under the deal, it was supposed to compress up to 25 mmcfd of gas by October 2025 and supply it to consumers through cascade cylinders by trucks.

This was the first such agreement in the country to compress natural gas and supply it to users with the private sector’s help.

Intraco was supposed to supply around 5.0 mmcfd of gas to the gas-starved factories in Gazipur and its adjacent areas where piped gas pressure remains low.

It started supplying gas in late December 2023. After supplying around 1.0-1.5 mmcfd of gas, it suspended operations during August-October 2024.

The company resumed operations on October 21, but the CNG it supplied was far below the commitment made in the deal, said sources.

They said the company stopped supplying CNG after failing to provide bank guarantee of around Tk 110 million to the government by the August 18, 2024 deadline.

Before resuming operations, it, however, provided the bank guarantee, sources added.

The company allegedly did not invest sufficient money to supply the committed volume of gas.

Intraco clinched the deal to supply gas from Bhola, a bay island district some 282 kilometres off the capital, under the controversial and currently-revoked Quick Enhancement of Electricity and Energy Supply (Special Provision) Act 2010 (Amended in 2021) bypassing tender.

Sources said state-run Petrobangla had picked only Intraco to carry out the job, although around a dozen more companies were willing to execute the project at lower costs.

The industry owners have to purchase Intraco gas at the government-fixed rate of Tk 47.60 per cubic metre, which is 58.66 per cent higher than the usual tariff of Tk 30 per cubic metre for industrial consumers.

Intraco enjoys a margin of around Tk 30.50 per cubic metre as it gets Bhola gas from the government at Tk 17 per cubic metre.

The company, however, bears all the related costs, including conversion into CNG and transportation.

Intraco has the authority to select consumers from the state-run Titas Gas Transmission and Distribution’s franchise areas separately to supply gas and collect bills.

The Shahbazpur, Bhola, and Ilisha gas fields in Bhola have a combined production capacity of around 200mmcfd.

However, production is limited to around 80mmcfd due to sluggish demand in the area, causing around 120mmcfd to remain unused.

Beximco lays off another 8,000 workers

Embattled Beximco Limited has announced another round of layoffs citing a lack of work orders, a decision that affects nearly 8,000 workers across five manufacturing units in its industrial park in Gazipur.

The layoffs at Beximco Yarn-2, Textiles, Denim, Knitting and RR Washing will become effective today, according to layoff notices issued by the Beximco authorities yesterday.

The workers will be paid salaries as per the labour law: half of their basic salaries and some other benefits during the 45-day layoff period, the Beximco authorities said.

Labour Secretary AHM Shafiquzzaman told The Daily Star that the laid-off workers will be placed in various factories after Beximco settles their dues.

“We are not receiving any work orders from local manufacturers, leaving us with no choice but to declare layoffs,” said Osman Kaiser Chowdhury, managing director of Beximco Limited.

Earlier on December 15 last year, the labour and employment ministry advised Beximco, whose vice-chairman Salman F Rahman has been in jail since August 13 last year, to proceed with the layoffs as the government could no longer provide indefinite financial assistance, he said.

“We requested that four factories under Beximco Limited remain open to meet work orders from local manufacturers. But those orders never materialised.”

Workers, already facing uncertainty over their salaries, grew increasingly anxious, prompting the company to take this drastic measure, Chowdhury added.

The latest development comes a week after the interim government announced that it would sell shares of Beximco Group’s two running and profitable companies — Beximco Pharmaceuticals and Shinepukur Ceramics — to pay the salaries of the conglomerate’s laid-off employees.

The conglomerate, which landed in hot water following the ouster of the Awami League-led government on August 5 last year, has more than Tk 40,000 crore in loans, including Tk 28,544 crore taken by its 32 textile and apparel subsidiaries.

Of those 32 factories, 16 exist only on paper. But the factories were used as collateral to take loans, said Labour and Employment Adviser M Sakhawat Hossain at a press briefing on January 28.

A large amount of the loans have been classified.

GP to pay record dividends for 2024, compensating for last year’s poor payout

Despite the challenging macroeconomic environment, Grameenphone secured a 10 per cent year-on-year growth in profit to Tk 36.4 billion in 2024, the highest in three years, supported by operating efficiency.

The leading telecom operator declared a 170 per cent final cash dividend, buoyed by the profit growth, resulting in 330 per cent cash dividends in total for 2024. That is the highest-ever dividend by GP since its listing.

The return on investment promised by the company is likely to regain confidence of shareholders who were unhappy with the lowest cash dividends paid for 2023 in 13 years.

The dividends for 2024, including 160 per cent interim cash dividends disbursed earlier, will be equivalent to 122.73 per cent of the profit after tax, earned in the year.

The telecom operator made a profit of Tk 26.89 per share in 2024, up from 24.49 per share the year before, according to a stock exchange filing on Tuesday.

However, investors will get Tk 33 per share for 2024, meaning the telecom operator will provide an additional Tk 6.11 per share from retained earnings or the reserve.

Due to the record dividend declaration, GP’s dividend yield will reach a 12-year high to 9.75 per cent in 2024.

However, GP reported revenue of Tk 150.94 billion for 2024, registering a 4.9 per cent year-on-year de-growth, owing to cautious consumer spending, particularly on data, in an adverse business climate. High inflation is another major factor behind low revenue.

“The current economic climate has brought numerous challenges, including rising inflation and decreasing GDP, putting significant strain on businesses across various sectors,” said Yasir Azman, CEO of Grameenphone, in a statement issued on Tuesday.

“We have experienced some pressure on both top-line and bottom-line growth during the second half of the year. I want to emphasize that we remain focused on delivering long-term value and stability for investors.

“We expect revenue will gradually improve as the economy recovers and growth in mobile data usage and handset penetration resumes,” said Mr Azman.

Earnings before interest, taxes, depreciation, and amortization (EBITDA) rose to Tk 96 billion in the year. GP maintained an EBITDA margin of over 60 per cent in 2024.

During the year, the mobile operator’s subscriber base increased by 2 million to 84.3 million. Of them, 56.9 percent or 48 million subscribers are using internet services.

“Sustainability, innovation, and AI are on top of GP’s strategic agenda. We are integrating sustainability into every aspect of our supply chain to ensure that standards are met across the board,” said Otto Risbakk, chief financial officer of GP.

“We will continue investing in cutting-edge technology, expanding our reach, and enhancing our customer experiences.

“Over the next few years, we’ll be realizing the advantages of our proactive investment in platforms and artificial intelligence that will lead to automated operations, autonomous network management, and advanced customer engagement,” added Mr Risbakk.

GP invested more than Tk 18 billion in 2024 for better network coverage and expansion, focusing mainly on 4G network, along with 2600 MHz spectrum deployment to ensure improved network experience for customers.

“The strong balance sheet allows us to continue to invest with a long-term view, even in periods with a challenging economy, like this year, and it also provides the basis for an attractive and predictable dividend policy,” said the CFO.

The benefits of pioneering investments in various innovative platforms and artificial intelligence (AI) will be visible in the coming years, he added.

Stock Performance

Having remained stuck on the floor at Tk 286.7 per share on the Dhaka Stock Exchange for more than 18 months, GP’s stock slid gradually to Tk 222.2 each share in June last year after the removal of the price restriction in February of the year.

After the fall of the Hasina-led government on August 5, the stock surged 40 per cent within 10 days to reach Tk 387 per share due to over-enthusiasm among investors. Since then, GP’s stock has experienced a correction.

Escalating costs eat into top-listed steel, cement makers’ profits

Leading companies in the rod and cement sectors have reported a decline in profits due to rising production costs.

Although most of these companies experienced higher sales revenue – primarily driven by product price hikes in response to rising production costs – the increase was insufficient to boost profits due to weak demand in the construction sector, insiders added.

Among the top-listed steel manufacturers, BSRM Limited recorded an 8% increase in revenue during the second quarter of FY25. However, its net profit declined by 33% year-on-year. 

Similarly, BSRM Steels, an associate firm of the leading steelmaker, saw an 18% jump in revenue, but its profit fell by 17%.

Another major player, GPH Ispat, reported a slight increase in revenue, yet experienced a 23% drop in profit when the cement sector faced significant challenges. 

 

Crown Cement reported a revenue growth of around 13%, but its net profit plummeted by 50%. Meanwhile, Premier Cement experienced a sharp decline in both revenue and profit.

Meanwhile, investors observed a downward trend in these stocks, with share prices nearing their lowest levels in a year on the Dhaka Stock Exchange. 

 

Market analysts attribute this decline to uncertainty in the construction sector, as government projects have slowed following the recent political transition. 

Additionally, ongoing energy supply shortages and high debt costs have further strained the industry. As a result, investors are hesitant to hold these shares amid the current challenges, they added.

Steel manufacturers said despite raising product prices, the selling prices of steel rods remain insufficient to drive profit growth, leading to a shrinking profit margin. 

 

According to them, government construction projects account for 70% of the country’s total steel demand, while individual consumers make up the remaining 30%. However, the slowdown in government projects has prevented steelmakers from achieving their targeted growth.

Additionally, challenges in opening letters of credit and an inadequate energy supply have further pressured the industry, driving up production costs even more. 

A senior officer at Premier Cement told The Business Standard the company’s cement sales declined by 18%, while net profit plummeted by 89% year-on-year in the October-December quarter.

According to him, the drop in sales was driven by two key factors: the stalling of several major infrastructure projects and a leadership vacuum from the city corporation to the union level, which has disrupted various construction activities. As a result, instead of achieving growth, the cement business has faced a downturn.

Meanwhile, Crown Cement, in its financial statement, attributed its profit decline to higher depreciation and finance costs related to its newly installed production unit, as well as a high effective tax rate due to the minimum tax regulation.

The company further stated that it raised the price of cement per bag by 0.63%. Additionally, several strategic initiatives helped boost sales revenue despite the ongoing challenges in the country’s construction sector.    https://www.tbsnews.net
