দেশের শেয়ারবাজারে বড় সংস্কারের ঘোষণা দিল বাংলাদেশ সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশন (বিএসইসি)। আগামী দুই মাসের মধ্যেই সব সংস্কার কার্যক্রম সম্পন্ন করার দৃঢ় প্রতিশ্রুতি দিয়েছেন সংস্থাটির চেয়ারম্যান খন্দকার রাশেদ মাকসুদ।

বুধবার (২৯ অক্টোবর) রাজধানীর আগারগাঁওয়ে বিএসইসি ভবনে দেশের শীর্ষ ব্রোকারেজ প্রতিষ্ঠানসমূহের শীর্ষ কর্মকর্তাদের সঙ্গে এক উচ্চপর্যায়ের বৈঠকে এই ঘোষণা দেন তিনি।

বিএসইসি চেয়ারম্যান বলেন, “আমরা শেয়ারবাজার সংস্কারের জন্য একযোগে কাজ করছি। মার্জিন রুল, মিউচুয়াল ফান্ড বিধিমালা, আইপিও বিধিমালা এবং কর্পোরেট গভর্নেন্স নীতিমালাসহ মূল ক্ষেত্রগুলোকে যুগোপযোগী করা হচ্ছে। ন্যায়সংগত ও যুক্তিযুক্ত সংস্কার নিশ্চিত করে আগামী দুই মাসের মধ্যেই সব কাজ শেষ হবে ইনশাআল্লাহ।”

তিনি আরও বলেন, “বিগত অনিয়মের বিচার, স্বচ্ছতা ও জবাবদিহিতা প্রতিষ্ঠা, এবং নেগেটিভ ইকুইটি সমস্যা সমাধানে কমিশন অগ্রাধিকার দিচ্ছে। খুব শিগগিরই বাজারে এর সুফল পাওয়া যাবে।”

ব্রোকারদের উদ্দেশে চেয়ারম্যান আহ্বান জানান, শেয়ারবাজার উন্নয়নে সবাইকে একসাথে কাজ করতে হবে এবং হাল না ছাড়ার মানসিকতা গড়ে তুলতে হবে।

সভায় দেশের শেয়ারবাজারের বর্তমান অবস্থা, সংস্কার উদ্যোগ ও বাজারের স্থিতিশীলতা নিয়ে বিস্তারিত আলোচনা হয়। ব্রোকারেজ প্রতিনিধিরা কারসাজি প্রতিরোধ, বিনিয়োগকারীদের স্বার্থরক্ষা, নেগেটিভ ইকুইটির পরিকল্পিত সমাধান, অনলাইনে বিও অ্যাকাউন্ট খোলার প্রক্রিয়া পুনরায় চালু, এবং ভালো কোম্পানিগুলোর সরাসরি তালিকাভুক্তি বিষয়ে প্রস্তাব দেন।

এছাড়া ই-কেওয়াইসি চালু, ডিভিডেন্ড বকেয়া নিষ্পত্তি, এক্সচেঞ্জের সক্ষমতা বৃদ্ধি, এবং ‘এক্সচেঞ্জেস ডিমিউচ্যুয়ালাইজেশন আইন, ২০১৩’ পুনর্মূল্যায়নের বিষয়েও আলোচনায় আসে।

বিএসইসি’র পক্ষে চেয়ারম্যান ছাড়াও কমিশনার মোঃ মোহসিন চৌধুরী, মোঃ আলী আকবর, ফারজানা লালারুখ ও মোঃ সাইফুদ্দিন উপস্থিত ছিলেন।

পুঁজিবাজারে তালিকাভুক্ত ব্যাংক খাতের প্রতিষ্ঠান মিডল্যান্ড ব্যাংক পিএলসি গত ৩০ সেপ্টেম্বর, ২০২৫ তারিখে সমাপ্ত তৃতীয় প্রান্তিকের (জুলাই’২৫-সেপ্টেম্বর’২৫) অনিরীক্ষিত আর্থিক প্রতিবেদন প্রকাশ করেছে। গত বছরের একই সময়ের তুলনায় আলোচ্য প্রান্তিকে কোম্পানিটির শেয়ার প্রতি আয় বেড়েছে প্রায় ৫ গুণ।

মঙ্গলবার (২৮ অক্টোবর) অনুষ্ঠিত কোম্পানিটির পরিচালনা পর্ষদের বৈঠকে চলতি হিসাববছরের তৃতীয় প্রান্তিকের আর্থিক প্রতিবেদন পর্যালোচনা ও অনুমোদনের পর তা প্রকাশ করা হয়। কোম্পানি সূত্রে এই তথ্য জানা গেছে।

সূত্রমতে, চলতি হিসাববছরের তৃতীয় প্রান্তিকে ব্যাংকটির শেয়ার প্রতি আয় হয়েছে ৪২ পয়সা। গত বছর একই সময়ে ব্যাংকটির ইপিএস হয়েছিল ৯ পয়সা।

হিসাববছরের প্রথম তিন প্রান্তিক মিলিয়ে তথা ৯ মাসে (জানুয়ারি’২৫-সেপ্টেম্বর’২৫) ব্যাংকটির ইপিএস হয়েছে ৬০ পয়সা। গত বছরের একই সময়ে তা ৫২ পয়সা ছিল।

গত ৩০ সেপ্টেম্বর, ২০২৫ তারিখে কোম্পানিটির শেয়ার প্রতি নিট সম্পদ মূল্য ছিল ১৫ টাকা ৫৯ পয়সা।

Grameenphone Ltd, the country’s largest telecom operator, has reported a 23% year-on-year decline in net profit for the first nine months of 2025, despite a modest rebound in revenue during the July-September quarter.

According to the company’s financial statement approved at its board meeting on 26 October, the listed multinational posted a net profit of Tk2,264 crore between January and September, down from Tk2,955 crore in the same period last year. Earnings per share fell to Tk16.77 from Tk21.88 a year earlier.

Following the disclosure, the telecom operator’s share price edged down 0.63% to Tk282.50 on the Dhaka Stock Exchange (DSE) today (27 October).

During the January-September period, Grameenphone’s total revenue stood at Tk11,948 crore, slightly lower than Tk12,109.8 crore recorded in the same period last year.

However, in the third quarter (July-September), the company generated Tk4,000 crore in revenue, reflecting a 1.4% year-on-year growth amid challenging economic conditions.

As of September, the telecom giant’s total subscriber base reached 8.56 crore, with around 59.8% – or 5.12 crore users – actively using internet services.

Grameenphone Chief Executive Officer Yasir Azman said, “At the start of the year, we made a clear commitment – to grow responsibly and maintain cost efficiency. I’m proud to say we have delivered on that promise. Our operational efficiency initiatives and cost-control efforts have translated into solid EBITDA growth, proving that we can grow while remaining financially disciplined.”

He added that the company has been working for years to promote green energy in Bangladesh. With the recent approval of the Corporate Power Purchase Agreement (CPPA) framework, that vision is now becoming reality.

Commenting on the broader economy, Azman said, “We’re seeing a mix of short-term optimism and underlying challenges. With the national election approaching, Bangladesh’s economy is likely to get a short-term boost as overall market activity picks up. We aim to capture renewed customer demand and reinforce our critical role in national connectivity.”

He further noted Grameenphone’s focus on innovation and technology. 

“Every quarter, we continue to innovate across technology, product offerings, digital operations, and customer engagement to stay relevant in a fast-changing market. We’re stepping into an AI-led future. Alongside our phased 5G rollout, we’re investing significantly in AI-driven initiatives for network operations, customer experience, and skill development.”

Otto Magne Risbakk, chief financial officer of Grameenphone, said, “The overall economic climate remains stagnant, and market growth is slower than anticipated. However, our Q3 performance has been encouraging. We are back to growth, with stable margins and strong execution across our key business areas.”

এক দশকেরও বেশি সময় ধরে বৈশ্বিক মন্দা এবং সাম্প্রতিক রাশিয়া-ইউক্রেন যুদ্ধের প্রভাবে স্থবির হয়ে পড়া বাংলাদেশের জাহাজ নির্মাণ শিল্প আবারও আন্তর্জাতিক বাজারে নিজেদের অবস্থান সুদৃঢ় করছে। সরকারের নীতিগত সহায়তা এবং দেশীয় শিপইয়ার্ডগুলোর নিরলস প্রচেষ্টায় ২০২২ সালের সেপ্টেম্বরে পুনরায় জাহাজ রপ্তানি শুরু হয়, যা দেশের অর্থনীতিতে নতুন আশার সঞ্চার করেছে।

জানা যায়, ২০০৮ সালের ১৪ সেপ্টেম্বর বাংলাদেশ থেকে প্রথমবারের মতো ডেনমার্কে জাহাজ রপ্তানি করে ঢাকার আনন্দ শিপইয়ার্ড অ্যান্ড স্লিপওয়েজ। এরপর ২০১০ সালের ৩০ নভেম্বর জার্মানিতে সমুদ্রগামী জাহাজ রপ্তানি করে নিজেদের নাম লেখায় চট্টগ্রামের ওয়েস্টার্ন মেরিন শিপইয়ার্ড।

আন্তর্জাতিক বাজারে বাংলাদেশের নির্মিত জাহাজ নির্মাণ ব্যয় সর্ববৃহৎ জাহাজ নির্মাণকারী দেশ চীনের তুলনায় ১৫% কম। আন্তর্জাতিক বাজারে জাহাজ নির্মাণ শিল্পে ২০০ বিলিয়ন ডলারের শতকরা দুই ভাগ অর্ডার পেলে বাংলাদেশ জাহাজ নির্মাণ শিল্পে অনেক এগিয়ে যাবে। জাহাজ নির্মাণ শিল্পে প্রচুর মূলধনের প্রয়োজন হয়। যা এ দেশের শিপইয়ার্ড মালিকদের কাছে নেই। মূলধন সমস্যা সমাধান করতে পারলেই শিপইয়ার্ডগুলো লাভের মুখ দেখতে পারবে। জাহাজ রপ্তানিতে বাংলাদেশের শিপইয়ার্ডগুলো মাত্র শতকরা ৫ ভাগ ইনসেনটিভ পায়। ভারতে পায় শতকরা ২৫ ভাগ।

বাংলাদেশের দক্ষিণাঞ্চল সুবিশাল সমুদ্রবেষ্টিত হওয়ায় এখানে জাহাজ নির্মাণের অফুরন্ত সম্ভাবনা রয়েছে। এছাড়া বাংলাদেশে নদী তীরবর্তী অঞ্চলে অনেক জায়গা আছে। এ রকম একটি অনুকূল পরিবেশে বাংলাদেশে জাহাজ নির্মাণ শিল্পের ব্যাপক বিকাশের সম্ভাবনা রয়েছে।

কিন্তু এ শিল্পে সম্ভাবনা থাকলেও ২০১১ সাল থেকে বৈশ্বিক জাহাজ নির্মাণ শিল্পের মন্দার মূল প্রভাব পড়তে শুরু করে বাংলাদেশে। এরপর শুরু হয় রাশিয়া-ইউক্রেন যুদ্ধ। তখন ক্রমাগত রপ্তানি আদেশ বাতিল করে বিদেশি ক্রেতারা। ২০২২ সালের সেপ্টেম্বরে সরকারের নীতি সহায়তায় বাংলাদেশ থেকে আবারও জাহাজ রপ্তানি শুরু হয়।

২০২৩ সালে সংযুক্ত আরব আমিরাত ভিত্তিক মারওয়ান শিপিংয়ের সঙ্গে আটটি জাহাজ নির্মাণের জন্য চুক্তি সই করে ওয়েস্টার্ন মেরিন। এর আগে ২০১৭ সালে মারওয়ান শিপিংয়ের জন্য একটি জাহাজ রপ্তানি করেছিল ওয়েস্টার্ন মেরিন। সেই সফল রপ্তানির সূত্র ধরেই মারওয়ান শিপিং নতুন এই চুক্তিতে আগ্রহ দেখায়।

জানা গেছে, রপ্তানির পাশাপাশি বাংলাদেশ অভ্যন্তরীণ নৌপরিবহন কর্পোরেশনকে (বিআইডব্লিউটিএ) দুটি যাত্রীবাহী জাহাজ ‘এমভি রূপসা’ ও ‘এমভি সুগন্ধা’ সরবরাহ করবে ওয়েস্টার্ন মেরিন। ওয়েস্টার্ন মেরিন এখন পর্যন্ত ১১টি দেশে ৩৩টি জাহাজ রপ্তানি করেছে, যার মোট মূল্য ১০০ মিলিয়ন ডলারের বেশি।

উল্লেখ্য, ঊনবিংশ শতাব্দীতে ব্রিটিশ রয়াল নেভীর জন্য জাহাজ তৈরি হতো এই বাংলায়। বর্তমানে পৃথিবীর মধ্যে জাহাজ নির্মাণ শিল্পে চীন,জাপান, কোরিয়া সবার শীর্ষে আছে।সঠিক যুগোপযোগী নীতিমালা প্রণয়ন করে বাংলাদেশও জাহাজ নির্মাণ শিল্পে চীনের কাছাকাছি পৌঁছে যেতে পারে। জাহাজ নির্মাণ শিল্পে বাংলাদেশের শ্রমিকদের মজুরি চীন, কোরিয়া এবং জাপানের তুলনায় অনেক কম। কিন্তু দক্ষতার দিক দিয়ে বাংলাদেশের শ্রমিকরা অনেক এগিয়ে আছে।

The securities regulator has launched an investigation into the financial transactions of Aviva Equity Management, owned by the infamous loan defaulter S Alam Group.

Earlier in 2023, the Dhaka Stock Exchange found evidence of misappropriation of investors’ money by Aviva Equity Management. According to an inspection report at the time, the broker owed Tk 72.2 million to its clients, but a DSE inspection team, while scrutinizing the company’s bank documents, found Tk 41.6 million.

Having found investors’ funds worth Tk 30.6 million missing, the DSE sought documents relating to loans taken and transactions executed by the company, but it did not comply with the regulatory instruction. Moreover, Aviva Equity Management presented fabricated data showing a surplus in the clients’ payable position.

Despite the financial anomalies and the lack of response to queries about negative equity in the Consolidated Customers’ Account (CCA) of the broker, the prime bourse did not take stringent action against it until the change of the political landscape in August last year.

Md. Abul Kalam, spokesperson of the securities regulator, said the fresh probe is meant to protect the interest of investors. A three-member committee has been formed to look into the operations of Aviva Equity Management, he said, adding that the committee has been instructed to submit a report within 60 working days.

Formerly Reliance Brokerage Services, the stockbroker is an associate company of Aviva Finance Ltd. (formerly Reliance Finance).

According to the Bangladesh Securities and Exchange Commission (BSEC), Aviva Equity borrowed funds from Aviva Finance. The investigation is aimed at finding out how the loan money was used, whether the transactions complied with regulatory guidelines, whether related parties received margin loans from the borrowed funds, and if the money was laundered.

Aviva Finance was chaired by S Alam Group’s Chairman Mohammad Saiful Alam until the Bangladesh Bank removed him in February 2023. Notably, disgraced financier PK Halder served as managing director of Reliance Finance (now Aviva Finance) in 2009. Following financial scandals, Reliance Finance was rebranded as Aviva Finance in 2020, while its subsidiary Reliance Brokerage became Aviva Equity Management.

Apart from the fund shortfall in the CCA, Aviva Equity has been facing allegations of manipulating share prices, providing loans to negative accounts, dumping shares in dealer and negative accounts, purchasing overpriced placement shares, and embezzling money from employees’ provident funds.

Aviva Equity’s Managing Director Md. Shahidul Islam has been accused of involvement in these irregularities.

The latest inquiry is meant to determine how much Aviva Equity borrowed from Aviva Finance and the outstanding loans with interest as of August 2025. It is also expected to reveal whether the loans were used for money laundering.

The investigators will also examine the reasons behind repayment failure, assess Aviva Equity’s repayment capacity, and suggest a possible timeline for settlement.

Bangladesh Submarine Cables posted a 1.5 per cent year-on-year profit growth to Tk 1.86 billion for FY25, driven mainly by higher revenue in the final quarter.

The annual result exceeded expectations, as the company had earlier reported a 17 per cent drop in profit during the first nine months through March of FY25.

Earnings rebounded in the last quarter as revenue rose compared to the same period a year earlier. The company also generated higher income from other sources – rent, dividends, and fixed deposit receipts (FDRs) – while cutting provisions for bad debts and taxes.

Shukanta Kumar Debnath, chief financial officer (CFO) of the country’s sole state-owned international bandwidth provider and operator of submarine cable landing stations, said revenue growth in the final quarter of FY25 outpaced that of the same quarter in FY24.

Provisions for bad and doubtful debts could be reduced due to stronger recoveries this year, he noted.

The company also benefited from a lower tax rate, as it fell into a government-approved reduced bracket in FY25.

Despite the profit growth, the company’s share price on the Dhaka Stock Exchange (DSE) slipped 0.65 per cent to Tk 136.70 per share on Tuesday.

Bangladesh Submarine Cables sits on the country’s international internet backbone and provides bandwidth, IP transit, IPLC, and colocation services to telcos, ISPs, and corporates. This critical role ensures recurring cash flows but also exposes the firm to risks such as cable cuts, consortium outages, and regulatory challenges.

The company also reported a year-on-year decline in both net asset value (NAV) and operating cash flow in FY25. The reasons behind the fall could not be confirmed as the full financial statements are yet to be published.

Meanwhile, the board of directors has recommended a 40 per cent cash dividend for FY25, equivalent to Tk 4 per share. The annual general meeting (AGM) will be held virtually on November 23, with the record date fixed for October 22.

The NAV per share stood at Tk 90.99 as of June 2025, down from Tk 93.06 a year earlier. Net operating cash flow also fell to Tk 13.75 per share, compared to Tk 17.63 in FY24.

The company saw steady profit growth from FY20 to FY23, rising from Tk 0.96 billion to Tk 2.79 billion. However, profit slumped 34.42 per cent year-on-year to Tk 1.83 billion in FY24.

The downturn was attributed to fierce competition from International Terrestrial Cable (ITC) operators, which reduced revenue from International Private Lease Circuit (IPLC) rents and IP transit services.

Higher operation and maintenance costs, along with an increase in the number of shares issued to the government for projects, also weighed on earnings per share.

Operating cash flow per share suffered a sharp decline as well, driven by weaker revenue collection and rising expenses.

শেয়ারবাজারে তালিকাভুক্ত বেক্সিমকো গ্রুপের অধীন তিনটি কোম্পানির অধীনে ১৫টি কারখানা চালুর ঘোষণার পর বেক্সিমকো ছাড়া বাকি দুই প্রতিষ্ঠানের শেয়ারদামে ইতিবাচক সাড়া দেখা গেছে। গত ২২ সেপ্টেম্বর (২০২৫) ডিএসই থেকে পাঠানো এক চিঠির জবাবে কোম্পানি নিশ্চিত করেছে যে, জাপান ও যুক্তরাষ্ট্রের বিনিয়োগকারীদের সহযোগিতায় কারখানাগুলো স্থাপন করা হবে। প্রতিষ্ঠানটির লক্ষ্য, ২০২৬ সালের ডিসেম্বরের মধ্যেই প্রকল্প থেকে প্রায় ৩৮০ কোটি টাকা নিট মুনাফা অর্জন। এ খবর বাজারে ছড়িয়ে পড়ার পর বিনিয়োগকারীদের মধ্যে ব্যাপক আগ্রহ সৃষ্টি হলেও বেক্সিমকো লিমিটেড এখনো ফ্লোর প্রাইসে আটকে রয়েছে। তবে সাম্প্রতিক সময়ে ব্লক মার্কেটে শেয়ারটিতে কিছুটা লেনদেন নড়াচড়া শুরু হয়েছে।

বৃহস্পতিবার (২৫ সেপ্টেম্বর) বেক্সিমকো লিমিটেড এক চিঠিতে জানায় যে, গত ১৮ সেপ্টেম্বর প্রথম আলো অনলাইন পোর্টালে প্রকাশিত “বেক্সিমকোর ১৫টি কারখানা চালু করতে জাপান ও যুক্তরাষ্ট্র থেকে আসছে বিনিয়োগ” শীর্ষক সংবাদটি সত্য। কোম্পানিটির প্রত্যাশা, এই নতুন বিনিয়োগ তাদের ব্যবসায়িক কার্যক্রমকে আরও প্রসারিত করবে এবং এর আর্থিক অবস্থানে ইতিবাচক পরিবর্তন আনবে। যদি আগামী অক্টোবর মাসের মধ্যেই কারখানাগুলো পুরোদমে কাজ শুরু করতে পারে, তাহলে নির্ধারিত লক্ষ্য অর্জন সম্ভব হবে।

এই প্রকল্পের মাধ্যমে কেবল বেক্সিমকোরই লাভ হবে না, বরং দেশের সামগ্রিক অর্থনীতিও উপকৃত হবে। নতুন ১৫টি কারখানা চালু হলে হাজার হাজার নতুন কর্মসংস্থান তৈরি হবে, যা বেকারত্ব কমাতে সহায়তা করবে। পাশাপাশি, বিদেশি বিনিয়োগ দেশের বৈদেশিক মুদ্রার রিজার্ভকে শক্তিশালী করবে এবং বৈশ্বিক অঙ্গনে বাংলাদেশের ভাবমূর্তি আরও উজ্জ্বল করবে।

বর্তমানে দেশের শেয়ারবাজারে বিদেশি বিনিয়োগ কমে যাওয়ার যে আলোচনা চলছে, সেখানে বেক্সিমকোর এই উদ্যোগ একটি ব্যতিক্রমী উদাহরণ সৃষ্টি করেছে। এটি প্রমাণ করে যে, বিদেশি বিনিয়োগকারীরা এখনো বাংলাদেশের সম্ভাবনাময় খাতগুলোতে বিনিয়োগ করতে আগ্রহী। একটি বড় দেশীয় কোম্পানি যখন আন্তর্জাতিক বিনিয়োগকারীদের আকৃষ্ট করতে সক্ষম হয়, তখন তা অন্যান্য ছোট-বড় কোম্পানির জন্যও অনুপ্রেরণা হিসেবে কাজ করে।

বিনিয়োগ বিশ্লেষকরা বলছেন, এই ধরনের বড় প্রকল্প পুরো শেয়ারবাজারের জন্য একটি ইতিবাচক বার্তা। এটি কেবল বেক্সিমকো নয়, বরং সামগ্রিকভাবে বাজারের প্রতি বিনিয়োগকারীদের আস্থা বাড়াতে সাহায্য করবে। বাজারের স্থিতিশীলতা এবং দীর্ঘমেয়াদী উন্নয়নের জন্য এমন বড় বিনিয়োগের খবর অত্যন্ত গুরুত্বপূর্ণ।

সবচেয়ে আলোচিত দিক হলো বিদেশি মালিকানার সীমা কমানো। আগে যেখানে টেলিযোগাযোগ কোম্পানিগুলোতে শতভাগ বিদেশি মালিকানা অনুমোদিত ছিল, এখন থেকে সর্বোচ্চ সীমা হবে ৮৫ শতাংশ। ফলে বাংলালিংককে ছাড়তে হবে ১৫ শতাংশ শেয়ার এবং রবিকে আরও ৫ শতাংশ। গ্রামীণফোন ইতোমধ্যেই দেশি অংশীদারিত্ব বজায় রেখেছে বলে বড় কোনো পরিবর্তন তাদের জন্য আসছে না। সরকার বলছে, এ ব্যবস্থার মাধ্যমে দেশীয় অংশীদারদের সুযোগ তৈরি হবে এবং শেয়ারবাজারেও ইতিবাচক প্রভাব পড়বে।

নীতিমালায় ফাইবার অপটিক্স, টাওয়ার ও অন্যান্য টেলিযোগাযোগ অবকাঠামোয় বিদেশি বিনিয়োগের নতুন পথও উন্মুক্ত করা হয়েছে। তবে শর্ত হলো—টাওয়ার ও ফাইবার পরিচালনায় বিদেশি শেয়ারের সীমা সর্বোচ্চ ৬৫ শতাংশ এবং আন্তর্জাতিক সংযোগ সেবায় ৪৯ শতাংশ। এভাবে বিদেশি বিনিয়োগে সুযোগ রাখলেও দেশীয় মালিকানার উপস্থিতি নিশ্চিত করা হচ্ছে।

লাইসেন্স কাঠামোতেও এসেছে বড় পরিবর্তন। আগে ২৬ ধরনের আলাদা লাইসেন্স থাকলেও এখন সবকিছু মিলিয়ে রাখা হবে চারটি মূল লাইসেন্স ক্যাটেগরির অধীনে। এগুলো হলো—অ্যাক্সেস নেটওয়ার্ক সার্ভিস প্রোভাইডার, ন্যাশনাল ইনফ্রাস্ট্রাকচার অ্যান্ড কানেক্টিভিটি প্রোভাইডার, ইন্টারন্যাশনাল কানেক্টিভিটি প্রোভাইডার এবং নন-টেরেস্ট্রিয়াল নেটওয়ার্ক প্রোভাইডার। এর বাইরে বিশেষ কিছু টেলিকম-এনাবলড সেবার জন্য থাকবে আলাদা তালিকাভুক্তি ব্যবস্থা।

নীতিমালার প্রেক্ষাপটে দেশি উদ্যোক্তাদের মধ্যে শঙ্কা দেখা দিয়েছে। বিভিন্ন অ্যাসোসিয়েশন বলছে, শতাধিক দেশীয় লাইসেন্সধারী প্রতিষ্ঠান ব্যবসা হারিয়ে ফেলবে এবং বিদেশি অপারেটররা বাজারে একচেটিয়া আধিপত্য কায়েম করবে। তাদের অভিযোগ, ছোট ও মাঝারি উদ্যোক্তাদের স্বার্থ উপেক্ষা করে বড় বিদেশি বিনিয়োগকারীদের সুযোগ করে দিতে নীতি পরিবর্তন করা হয়েছে।

অন্যদিকে সরকার বলছে, গ্রাহকের স্বার্থই এখানে অগ্রাধিকার পেয়েছে। নতুন নীতিমালায় অবকাঠামো ভাগাভাগি বাধ্যতামূলক করা হয়েছে, যাতে ইন্টারনেট ও ভয়েস সেবার মান উন্নত হয় এবং খরচ কমে আসে। আগামী তিন বছরের মধ্যে দেশের ৮০ শতাংশ মোবাইল টাওয়ারকে ফাইবার নেটওয়ার্কে যুক্ত করার পরিকল্পনাও নেওয়া হয়েছে। শিক্ষা, স্বাস্থ্য, উপকূলীয় ও দুর্গম এলাকায় নেটওয়ার্ক সম্প্রসারণের বিষয়েও আলাদা লক্ষ্য নির্ধারণ করা হয়েছে।

পরিবেশবান্ধব উদ্যোগ ও সাইবার নিরাপত্তা নিয়েও নীতিমালায় বিশেষ নির্দেশনা রয়েছে। টাওয়ার ও ডেটা সেন্টারে সৌরশক্তি ব্যবহার, ই-বর্জ্য ব্যবস্থাপনা, কার্বন নিঃসরণ নিয়ন্ত্রণ এবং সাইবার ঝুঁকি মোকাবিলায় কঠোর পদক্ষেপ নেওয়ার কথা বলা হয়েছে।

তবে বিশেষজ্ঞরা সতর্ক করে বলছেন, শুধু নীতি নয়—বাস্তবায়নই এখানে বড় চ্যালেঞ্জ। অতীতে অনেক নীতিমালা কাগজে-কলমে সীমাবদ্ধ ছিল। এবার যদি কার্যকর বাস্তবায়ন হয়, তবে নতুন নীতিমালা গ্রাহক, সরকার ও উদ্যোক্তা—সবার জন্যই ইতিবাচক পরিবর্তন আনতে পারে।
