পুঁজিবাজারে আনার তালিকায় ৬ বহুজাতিক কোম্পানি

বাংলাদেশে চালু সরকারি অংশীদারত্ব থাকা এমন বহুজাতিক কোম্পানির শেয়ার পুঁজিবাজারে ছাড়তে সংশ্লিষ্টদের নিয়ে বৈঠক করেছে সরকার; যাতে ছয়টি যৌথ বিনিয়োগের বিদেশি কোম্পানির তালিকা তৈরি করা হয়েছে।

এগুলো ছাড়াও বৈঠকে রাষ্ট্রীয় মালিকানার আরও কিছু কোম্পানিকে পুঁজিবাজারে তালিকাভুক্ত করতে সেগুলোর তালিকাও করা হয়েছে।

বহুজাতিক কোম্পানিগুলো হল- ইউনিলিভার বাংলাদেশ, কর্ণফুলী ফার্টিলাইজার কোম্পানি (কাফকো), সাইনোভিয়া (সাবেক স্যানোফি) বাংলাদেশ, নোভার্টিস (বাংলাদেশ), সিনজেন্টা (বাংলাদেশ) ও নেসলে বাংলাদেশ।

 

এর মধ্যে দেশের পুঁজিবাজারে ইউনিলিভারের একটি সাবসিডিয়ারি কোম্পানি তালিকাভুক্ত রয়েছে। পুঁজিবাজারে তালিকাভুক্ত অবস্থাতেই গ্ল্যাক্সো স্মিথক্লাইন (জিএসকে) এর কনজিউমার অংশটি ২০২০ সালে কিনে নেয় ইউনিলিভার বাংলাদেশ লিমিটেডের সাবসিডিয়ারি কোম্পানি। মালিকানা বদলের পর এটির নাম হয় ইউনিলিভার কনজিউমার কেয়ার লিমিটেড।

তালিকায় থাকা রাষ্ট্রায়ত্ত কোম্পানি- পশ্চিমাঞ্চল গ্যাস কোম্পানি, নর্থ-ওয়েস্ট পাওয়ার জেনারেশন কোম্পানি, বি-আর পাওয়ারজেন, সিলেট গ্যাস ফিল্ডস কোম্পানি, বড়পুকুরিয়া কোল মাইনিং কোম্পানি, জালালাবাদ গ্যাস ট্রান্সমিশন অ্যান্ড ডিস্ট্রিবিউশন কোম্পানি, কর্ণফুলি গ্যাস কোম্পানি লিমিটেড, সাধারণ বীমা করপোরেশন ও জীবন বীমা করপোরেশন।

 

 

রোববার পুঁজিবাজার নিয়ন্ত্রক সংস্থা বাংলাদেশ সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশন (বিএসইসি) সংবাদ বিজ্ঞপ্তিতে সরকারের বিভিন্ন বিভাগ ও সংস্থার মধ্যেকার ব্ঠৈকের আলোচনার ভিত্তিতে এ তালিকার তথ্য দিয়েছে।

বিজ্ঞপ্তিতে বিএসইসি বলেছে, ‘‘দেশের যেসব বিদেশি বা বহুজাতিক কোম্পানিতে সরকারের মালিকানা রয়েছে সেগুলোকে সরাসরি তালিকাভুক্তির মাধ্যমে দ্রুত পুঁজিবাজারে নিয়ে আসার বিষয়ে আলোচনা হয়েছে।”

অর্থ মন্ত্রণালয়ে গত বৃহস্পতিবার অনুষ্ঠিত ওই বৈঠকে যেসব বহুজাতিক কোম্পানিতে সরকারি মালিকানা রয়েছে সেগুলোতে সরকারি মালিকানার কমপক্ষে ৫ শতাংশ এবং বিদেশি মালিকানার কমপক্ষে ৫ শতাংশ শেয়ার পুঁজিবাজারে ছাড়তে সরকারেরে আগের সিদ্ধান্ত বাস্তবায়ন নিয়েও ইতিবাচক আলোচনা হয় বল আগের দিন শিল্প মন্ত্রণালয় জানিয়েছিল।

 

প্রধান উপদেষ্টার বিশেষ সহকারী আনিসুজ্জামান চৌধুরীর সভাপতিত্বে বৈঠকে শিল্প সচিব ওবায়দুর রহমান, আর্থিক প্রতিষ্ঠান বিভাগের সচিব নাজমা মোবারেক, জ্বলানি সচিব জিয়াউল হক, বিএসইসি চেয়ারম্যান খন্দকার রাশেদ মাকসুদসহ সংশ্লিষ্ট সরকারি কর্মকর্তা ও কোম্পানিগুলোর প্রতিনিধিরা উপস্থিত ছিলেন।

সভায় রাষ্ট্র মালিকানাধীন লাভজনক মৌল ভিত্তিসম্পন্ন কোম্পানিগুলোকে পুঁজিবাজারে সরাসরি তালিকাভুক্তির বিষয়ে আলোচনা হওয়ার তথ্য দিয়েছে বিএসইসি।

শেয়ারবাজারে আসছে বহুজাতিক কোম্পানির সরকারি শেয়ার

শেয়ারবাজারের গভীরতা ও তারল্য প্রবাহ বাড়াতে এবং বিনিয়োগকারীদের শক্তিশালী ভিত্তির কোম্পানিগুলোতে বিনিয়োগের সুযোগ তৈরি করতে সরকার এক যুগান্তকারী পদক্ষেপ নিয়েছে। শিল্প মন্ত্রণালয় রাষ্ট্রীয় মালিকানাধীন প্রতিষ্ঠান এবং ইনভেস্টমেন্ট কর্পোরেশন অব বাংলাদেশের (আইসিবি) সঙ্গে আলোচনা শুরু করেছে, যাতে বহুজাতিক কোম্পানিগুলোতে সরকারের এবং বিদেশি অংশীদারদের ধারণ করা শেয়ার দ্রুত শেয়ারবাজারে ছাড়া যায়।

আজ বৃহস্পতিবার (৩১ জুলােই) শিল্প মন্ত্রণালয়ের সম্মেলন কক্ষে শিল্পসচিব ওবায়দুর রহমানের সভাপতিত্বে এক উচ্চপর্যায়ের বৈঠক অনুষ্ঠিত হয়। প্রধান উপদেষ্টার নির্দেশনায় দেশের শেয়ারবাজারকে শক্তিশালী ও সম্প্রসারিত করার অংশ হিসেবে এই বৈঠকের আয়োজন করা হয়।

বৈঠকের কেন্দ্রবিন্দুতে ছিল অন্তর্বর্তীকালীন সরকারের একটি সুদূরপ্রসারী পরিকল্পনা। এই পরিকল্পনার আওতায় যেসব কোম্পানিতে সরকারের শেয়ার রয়েছে, সেগুলোর কমপক্ষে ৫ শতাংশ শেয়ার এবং বিদেশি মালিকানাধীন শেয়ারের সমপরিমাণ অংশ শেয়ারবাজারে অফলোড করা হবে। এই যুগান্তকারী পদক্ষেপের মূল লক্ষ্য হলো সাধারণ বিনিয়োগকারীদের অংশগ্রহণ বাড়িয়ে বাজারের পরিধি বিস্তৃত করা এবং সার্বিকভাবে বিনিয়োগকারীদের আস্থা পুনরুদ্ধার করা, যা দেশের অর্থনৈতিক গতিশীলতার জন্য অত্যন্ত গুরুত্বপূর্ণ।

শিল্প মন্ত্রণালয়ের অতিরিক্ত সচিব রাশিদুল হাসান ও নুরুজ্জামান, যুগ্ম সচিব সাজেদুর রহমান এবং উপসচিব নুরুন্নাহার সহ শীর্ষ কর্মকর্তারা বৈঠকে উপস্থিত ছিলেন। এছাড়া, ইউনিলিভার বাংলাদেশ, নুভিস্টা ফার্মা, সানোফি বাংলাদেশ, আইপিডিসি ফাইন্যান্স, রেকিট বেনকিজার (বাংলাদেশ), দ্য বেঙ্গল গ্লাস ওয়ার্কস, মিরপুর সিরামিক ওয়ার্কস, হিমাদ্রি লিমিটেড এবং কর্ণফুলী ফার্টিলাইজার কোম্পানি সহ বেশ কিছু সরকারি মালিকানাধীন কোম্পানির নির্বাহীগণ উপস্থিত ছিলেন।

আইসিবির ব্যবস্থাপনা পরিচালক নিরঞ্জন চন্দ্র দেবনাথ এবং আইসিবি ক্যাপিটাল ম্যানেজমেন্টের সিইও মাজেদা খাতুনও আলোচনায় অংশ নেন। বিসিআইসি-এর চেয়ারম্যান এবং বিএসআরবি-এর মহাপরিচালকও বৈঠকে উপস্থিত ছিলেন।

বৈঠকের অভ্যন্তরীণ একটি সূত্র জানিয়েছে, সরকার বিশেষ করে উচ্চ-পারফর্মিং বহুজাতিক কোম্পানিগুলোর মানসম্মত শেয়ার বাজারে আনার উপর জোর দিচ্ছে, যেখানে সরকারের এখনও অংশীদারিত্ব রয়েছে। এর মাধ্যমে মূলধনের ভিত্তি আরও প্রশস্ত হবে, বাজারের তারল্য বাড়বে এবং বিনিয়োগকারীরা মৌলিকভাবে শক্তিশালী কোম্পানিতে বিনিয়োগের সুযোগ পাবেন।

বৈঠকে অংশীজনরা শেয়ার অফলোডিং নীতি বাস্তবায়নের জন্য কোম্পানিগুলোর প্রস্তুতি এবং শেয়ার অফলোড করার সহজ পদ্ধতি নিয়ে আলোচনা করেন। যাতে এই শেয়ারগুলো সহজেই সেকেন্ডারি বাজারে তালিকাভুক্ত করা যায় এবং কোম্পানিগুলোর ফ্লোটিং শেয়ার বাড়ানো যায়।

বাংলাদেশের পণ্যে পাল্টা শুল্ক কমিয়ে ২০ শতাংশ নির্ধারণ করেছেন ডোনাল্ড ট্রাম্প। ৭ আগস্ট থেকে পাল্টা শুল্ক কার্যকর হচ্ছে বলে হোয়াইট হাউসের এ-সংক্রান্ত আদেশে বলা হয়েছে। নতুন পাল্টা শুল্কসহ বাংলাদেশ থেকে যুক্তরাষ্ট্রে রপ্তানি হওয়া পণ্যের ওপর কত শুল্ক দিতে হবে, তা আবারও আলোচনায় উঠে এসেছে।

যুক্তরাষ্ট্রের আন্তর্জাতিক বাণিজ্য কমিশনের ওয়েবসাইটে প্রকাশিত তথ্য অনুযায়ী, ২০২৪ সালে বাংলাদেশ থেকে ৮৪৪ কোটি ডলারের পণ্য আমদানি করেছে দেশটি। এসব পণ্যের ওপর দেশটি শুল্ক আদায় করেছে ১২৭ কোটি ডলার। অর্থাৎ গত বছর বাংলাদেশের পণ্যে গড়ে শুল্কহার ছিল ১৫ শতাংশ। নতুন করে ২০ শতাংশ পাল্টা শুল্ক যুক্ত হলে তা ৩৫ শতাংশে উন্নীত হবে।

তবে পণ্যভেদে কার্যকর শুল্কহার ভিন্ন ভিন্ন হবে। কারণ, বর্তমানে যুক্তরাষ্ট্র আমদানি পণ্যভেদে নানা হারে শুল্ক আদায় করে। অর্থাৎ একেক পণ্যের ওপর শুল্কহার একেক রকম। দেশটি পণ্যভেদে শূন্য থেকে ৩৫০ শতাংশ পর্যন্ত শুল্ক আদায় করে আসছে এত দিন। পাল্টা শুল্কে তা-ও পাল্টে যাচ্ছে এখন।

যুক্তরাষ্ট্রের এখন শুল্কহার কত

যুক্তরাষ্ট্রের ট্যারিফ শিডিউলে তিন ধরনের শুল্কহার রয়েছে। একটি হলো, এমএফএন (মোস্ট ফেডারড নেশন) শুল্কহার। যেসব দেশের সঙ্গে যুক্তরাষ্ট্রের স্বাভাবিক বাণিজ্য সম্পর্ক রয়েছে, সেসব দেশ থেকে আমদানি পণ্যে এই শুল্কহার প্রযোজ্য। সাধারণত বিশ্ববাণিজ্য সংস্থার সদস্যদেশগুলো এই সুবিধা পেয়ে থাকে। বাংলাদেশের পণ্যের ওপর এমএফএন শুল্কহার রয়েছে।

দ্বিতীয়টি হলো, যেসব দেশের সঙ্গে যুক্তরাষ্ট্রের বাণিজ্যিক চুক্তি রয়েছে বা দেশটি বাণিজ্যসুবিধা দিচ্ছে, তার আওতায় দেওয়া হ্রাসকৃত বা শূন্য শুল্কহার। সাধারণত এমএফএন শুল্কহারের চেয়ে এই হার কম। তৃতীয়টি হলো, যেসব দেশের সঙ্গে যুক্তরাষ্ট্রের স্বাভাবিক বাণিজ্যিক সম্পর্ক নেই, তাদের ওপর প্রযোজ্য শুল্কহার। সাধারণত এই শুল্কহার বেশি।

যুক্তরাষ্ট্রের ইয়েল বিশ্ববিদ্যালয়ের বাজেট ল্যাবের ওয়েবসাইটের তথ্য অনুযায়ী, ২০২৫ সালের ২০ জানুয়ারি যুক্তরাষ্ট্রের কার্যকর গড় শুল্কহার ছিল ২ দশমিক ৪০ শতাংশ। ট্রাম্পের একের পর এক পদক্ষেপে তা দ্রুত পরিবর্তন হতে থাকে। গত ১ জুন তা ১৫ দশমিক ৬০ শতাংশে উন্নীত হয়। নতুন শুল্ক কার্যকর হলে তা বেড়ে ২০ শতাংশ ছাড়িয়ে যাবে বলে বাজেট ল্যাবে আভাস দেওয়া হয়।

বাংলাদেশের পণ্যে মোট শুল্ক কত হবে

বাংলাদেশে গত বছর যুক্তরাষ্ট্রে যেসব পোশাক পণ্য রপ্তানি করেছে, সেগুলোতে শূন্য থেকে সর্বোচ্চ ৩২ শতাংশ পর্যন্ত শুল্ক ছিল। তবে পোশাক রপ্তানিতে কার্যকর গড় শুল্কহার ছিল ১৬ দশমিক ৭৭ শতাংশ। নতুন পাল্টা শুল্ক যুক্ত হলে বাংলাদেশের পোশাক পণ্যে কার্যকর গড় শুল্কহার হবে ৩৬ দশমিক ৭৭ শতাংশ।

তবে পোশাক খাতে অনেক পণ্য রয়েছে। তাই একেক পণ্যে একেক শুল্কহার হবে। যুক্তরাষ্ট্রের ট্যারিফ শিডিউল অনুযায়ী, মানবতন্তু বা ম্যান মেইড ফাইবার দিয়ে তৈরি সোয়েটারের ওপর যুক্তরাষ্ট্রের শুল্কহার ৩২ শতাংশ। বাংলাদেশসহ বেশির ভাগ দেশের জন্য এই শুল্কহার প্রযোজ্য। এখন এই পণ্য রপ্তানি করলে পাল্টা শুল্ক যুক্ত হয়ে মোট শুল্কহার হবে ৫২ শতাংশ। আবার তুলার সুতা দিয়ে তৈরি সোয়েটারে এখন শুল্কহার ১৬ দশমিক ৫০ শতাংশ। পাল্টা শুল্ক যুক্ত হলে তা বেড়ে দাঁড়াবে ৩৬ দশমিক ৫০ শতাংশে। সুতার কাপড়ে তৈরি ছেলেদের আন্ডারপ্যান্টে এখন শুল্কহার প্রায় ৬ শতাংশ। নতুন পাল্টা শুল্ক যুক্ত হলে দিতে হবে ২৬ শতাংশ। পোশাক খাতে কিছুসংখ্যক পণ্যে ১ শতাংশ শুল্কহার রয়েছে, সেগুলোতে দিতে হবে ২১ শতাংশ।

পোশাক ছাড়াও যুক্তরাষ্ট্রে জুতা রপ্তানিতে গত বছর কার্যকর গড় শুল্কহার ছিল সাড়ে ৮ শতাংশ। পাল্টা শুল্ক আরোপের ফলে কার্যকর গড় শুল্ক দাঁড়াতে পারে ২৮ দশমিক ৫০ শতাংশ। এই খাতে পণ্যভেদে শূন্য থেকে সর্বোচ্চ ৫৫ শতাংশ শুল্কহার রয়েছে।

হ্যাটস ও হেডগিয়ার রপ্তানিতে কার্যকর গড় শুল্ক রয়েছে সাড়ে ৭ শতাংশ। এখন পাল্টা শুল্ক যুক্ত হলে শুল্কহার বেড়ে দাঁড়াবে সাড়ে ২৭ শতাংশ। এই খাতের পণ্যভেদে শূন্য থেকে সাড়ে ১০ শতাংশ শুল্ক রয়েছে।

চামড়াজাত পণ্যে গত বছর কার্যকর গড় শুল্কহার ছিল ১২ দশমিক ২০ শতাংশ। এখন পাল্টা শুল্ক কার্যকর হলে তার হার বেড়ে দাঁড়াবে ৩২ দশমিক ২০ শতাংশে। চামড়ার পণ্যভেদে শূন্য থেকে ২০ শতাংশ শুল্ক রয়েছে। চামড়া খাতের একটি পণ্য হলো চামড়ার হাতব্যাগ। পণ্যটি রপ্তানিতে এখন শুল্কহার ৯ শতাংশ। পাল্টা শুল্ক আরোপের পর এই পণ্যে মোট শুল্কহার বেড়ে দাঁড়াবে ৩১ শতাংশে।

সালমান ও শায়ানকে শেয়ারবাজারে আজীবন অবাঞ্ছিত ঘোষণা

বেক্সিমকো গ্রুপের কর্ণধার ও সাবেক প্রধানমন্ত্রী শেখ হাসিনার বেসরকারি শিল্প ও বিনিয়োগ উপদেষ্টা সালমান এফ রহমান এবং তার ছেলে আহমেদ শায়ান রহমানকে শেয়ারবাজাারে আজীবন অবাঞ্ছিত (পারসোনা নন গ্রাটা) ঘোষণা করেছে বাংলাদেশ সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশন (বিএসইসি)।

বুধবার (৩০ জুলাই) বিএসইসির ৯৬৫তম কমিশন সভায় এ সিদ্ধান্ত গৃহীত হয় বলে এক সংবাদ বিজ্ঞপ্তিতে জানানো হয়।

বিএসইসি জানায়, ‘আইএফআইসি গ্যারান্টেড শ্রীপুর টাউনশিপ গ্রিন জিরো ক্যুপন বন্ড’-এর মাধ্যমে বিনিয়োগকারীদের প্রতারিত করার অভিযোগে সালমান এফ রহমানকে ১০০ কোটি টাকা জরিমানা এবং শেয়ারবাজাার থেকে আজীবন নিষিদ্ধ করা হয়েছে। তার ছেলে আহমেদ শায়ান রহমানকে ৫০ কোটি টাকা জরিমানা ও আজীবন নিষেধাজ্ঞার আওতায় আনা হয়েছে।

এছাড়া, আইএফআইসি ইনভেস্টমেন্টসের তৎকালীন সিইও ইমরান আহমেদকে ৫ বছরের জন্য শেয়ারবাজাার সংক্রান্ত সকল কার্যক্রম থেকে নিষিদ্ধ করা হয়েছে। আইএফআইসি ব্যাংকের তৎকালীন ব্যবস্থাপনা পরিচালক শাহ আলম সারওয়ারের বিরুদ্ধে এনফোর্সমেন্ট কার্যক্রম নেওয়া হবে এবং ব্যাংককে সতর্ক করা হয়েছে।

ক্রেডিট রেটিং সংস্থা এমার্জিং ক্রেডিট রেটিং লিমিটেডকে ১০ লাখ টাকা জরিমানা করা হয়েছে।

শেয়ারবাজাারের তৎকালীন মনোনীত পরিচালক এআরএম নাজমুস সাকিব, মো. গোলাম মোস্তফা, মো. জাফর ইকবাল, এনডিসি, কামরুন নাহার আহমেদ এবং স্বতন্ত্র পরিচালক সুধাংশু সরকার বিশ্বাসের বিরুদ্ধেও ব্যবস্থা নেওয়া হয়েছে।

উল্লেখ্য, বিএসইসির ‘শেয়ারবাজাার অনুসন্ধান ও তদন্ত কমিটি’ শ্রীপুর টাউনশিপ বন্ড ইস্যুর অনিয়ম ও বিধি লঙ্ঘনের তদন্ত রিপোর্ট কমিশনে জমা দেয়ার পর এই কঠোর সিদ্ধান্ত গৃহীত হয়।

‘আইএফআইসি গ্যারান্টেড শ্রীপুর টাউনশিপ গ্রিন জিরো ক্যুপন বন্ড’ ২০২৩ সালের ৪ জুন অনুমোদিত হয় এবং ১২ জুলাই সম্মতি পত্র ইস্যু করা হয়। বন্ডের নামের সঙ্গে IFIC ব্যাংকের নাম যুক্ত থাকলেও মূল ইস্যুয়া ছিল শ্রীপুর টাউনশিপ লিমিটেড। এই বিভ্রান্তিকর বিজ্ঞাপনের মাধ্যমে বিনিয়োগকারীরা প্রতারিত হয়েছেন বলে কমিশনের তদন্তে পাওয়া গেছে।

Square now in expansion mode

Bangladeshi conglomerate Square Group is going for a massive expansion both at home and abroad, said Tapan Chowdhury, managing director of Square Pharmaceuticals Ltd, a key arm of the group.

In an interview with The Daily Star, Chowdhury said the pharmaceutical unit in Pabna has already gone through an expansion.

That included the construction of a new plant in the Pabna BSCIC industrial estate to produce steroids, hormones, and nasal sprays.

“The expansion is ongoing as demand continues to rise, both in domestic and international markets,” Chowdhury said.

“We are also looking for collaboration with international companies for further expansion of the pharmaceuticals unit.”

The managing director of Square Pharmaceuticals declined to share details of the investment or total costs for the Pabna facility expansion.

He, however, said that the group is eyeing both European and African markets for its products.

This year holds special significance for the conglomerate as it marks the birth centenary of its founder, Samson H Chowdhury.

To honour his legacy, the group plans to set up a large hospital in Dhaka’s outskirts, in the Amin Bazar area, mainly for middle-income people.

The original plan for the hospital was slated for Pabna. However, the lack of interest among skilled doctors to relocate away from the capital prompted the decision to move it closer to Dhaka, where Square owns the required land.

Chowdhury said the new hospital will have 500 beds and will be staffed by many of the doctors currently employed at Square Hospital.

“It will not be expensive, but we will maintain the same standards of care,” he added. The group also plans to set up a medical college, a nursing institute, and a care home for the elderly on the same site.

According to Chowdhury, these will help build a sustainable pipeline of healthcare professionals and eventually serve society better. He hopes many of the students from these institutions will go on to work within the hospitals owned by the group.

The MD said Square is also expanding its existing pharmaceutical operations in Kenya and exploring opportunities to set up a manufacturing unit in Saudi Arabia.

Talks are underway with a Saudi company to jointly develop a textile venture there, although the move depends on government approval for overseas investment.

“The government should allow such investments after due diligence,” Chowdhury said.

At home, Square is scaling up its food and beverage, toiletries, and textile units to meet growing demand.

“Despite being a nation of 18 crore, many products such as beverages and biscuits are still heavily imported,” he said. “There is enormous potential to fill that gap locally while also catering to export markets.”

He added that public trust in Square products comes from the company’s focus on quality.

Chowdhury said their textiles and garments division continues to perform well. The spinning units are being expanded, and the garment wing alone currently exports goods worth around $800 million annually.

Speaking about the reciprocal tariff by the US administration, he expressed concern over the rates, saying that the 35 percent duty poses a threat to Bangladesh’s overall apparel exports.

“If properly negotiated, the rate can be brought down,” he said.

The group, with an annual turnover of $3 billion, now employs more than 70,000 people and expects to create many more jobs as new plants and hospitals come online.

Unlike other conglomerates, Chowdhury said Square is not an owner-driven company. Rather, it operates like a family, where executives are empowered to make decisions.

He called for a level playing field across industries, stressing that the rule of law must apply equally to all businesses, regardless of size.

“Big companies should act responsibly, as smaller ones often follow their lead,” he said, referring to industry setbacks following the political changeover in August last year.

Regarding consistent energy supplies to factories, Chowdhury urged the government to invest more in domestic gas exploration or ensure adequate liquefied natural gas (LNG) imports to meet industrial demand.

He said that Square is installing solar panels in the northern districts to reduce the group’s reliance on fossil fuels.

He advocated for greater transparency in petroleum imports to check wastage and embezzlement, which he said drives up business costs.

“Bangladesh faces many challenges in doing business,” he said. “But there are just as many opportunities, and the challenges can be overcome.”

ব্যাংকগুলোতে উদ্বৃত্ত তারল্য ২ লাখ ৬৫ হাজার কোটি টাকা

দেশে জুলাই-আগেস্টে ছাত্র-জনতার অভ্যুত্থানের পর ব্যাংক খাতে তারল্য নিয়ে ব্যাপক হৈচৈ শুরু হয়। মূলত এস আলমের নিয়ন্ত্রণাধীন কয়েকটি শরিয়াহ পরিচালিত ব্যাংকসহ প্রায় দেড় ডজন ব্যাংক নগট টাকার সংকটে পড়ে। কিন্তু গত জুন শেষে ব্যাংক খাতে ব্যাপক উদ্বৃত্ত তারল্য ছিল। ওই সময়ে ব্যাংকগুলোর উদ্বৃত্ত তারল্যের পরিমাণ দাঁড়িয়েছে ২ লাখ ৬৫ হাজার ৭৮৭ কোটি টাকা। বাংলাদেশ ব্যাংকের হালনাগাদার প্রতিবেদন থেকে এসব তথ্য জানা গেছে। 

দেশের অর্থনীতির প্রধান কয়েকটি খাত নিয়ে প্রকাশিত তথ্য বলছে, গত জুন পর্যন্ত ব্যাংকগুলোর মোট তারল্যের পরিমাণ দাঁড়িয়েছে ৫ লাখ ৭০ হাজার ৬১১ কোটি টাকা। আর সর্বনিম্ন তারল্য থাকা দরকার ৩ লাখ ৪ হাজার ৮৪৪ কোটি টাকা। সেই হিসাবে ব্যাংকগুলোর কাছে জুন পর্যন্ত বাড়তি তারল্য রয়েছে ২ লাখ ৬৫ হাজার ৭৬৭ কোটি টাকা। আবার ২০২৪ সালের জুন পর্যন্ত ব্যাংকগুলোর কাছে তারল্য ছিল ৪ লাখ ৭৩ হাজার ৪০৪ কোটি টাকা। তা গত জুনে এসে হয়েছে ৫ লাখ ৭০ হাজার ৬১১ কোটি টাকা। সেই হিসাবে এক বছরের ব্যবধানে ব্যাংকে তারল্য বেড়েছে ৯৭ হাজার ২০৭ কোটি টাকা।

এ বিষয়ে জানতে চাইলে ব্যাংক এশীয়ার সাবেক ব্যবস্থাপনা পরিচালক (এমডি) আরফান আলী বলেন, গত আগেস্টে সরকারের পালা বদলের পর ব্যাংক খাতে সংকট নিরসনে নানা উদ্যোগ নেওয়া হয়েছে। কিন্তু দেশে বিনিয়োগ পরিস্থিতি এক প্রকার অস্থিরতার মধ্য দিয়ে গেছে। এমন অবস্থায় বিনিয়োগ কমেছে। এতে উচ্চ সুদের হার এবং বিনিয়োগ করতে নানা হিসাব নিকাশ-করে ঋণ নেন ব্যবসায়ীরা। সবমিলিয়ে বিনিয়োগ কম হওয়ায় ব্যাংকে তারল্য বেড়েছে। তবে কয়েকটি ব্যাংকের তারল্য সংকট এখনো রয়েগেছে। সব মিলিয়ে ব্যবসা-বাণিজ্য বাড়লে ঋণ বেশি নেবেন ব্যবসায়ীরা। তখন বিনিয়োগে বাড়বে। যার ফরে তারল্য কমে আসবে।

প্রতিবেদন অনুযায়ী, গত জুনে সরকারি ব্যাংকগুলোর তারল্য ছিল এক লাখ ৬৬ হাজার ৭৮৭ কোটি টাকা। সর্বনিম্ন তারল্য প্রয়োজন ছিল ৮ হাজার ৪৪২ কোটি টাকা। সেই হিসাবে উদ্বৃত্ত ৮৮ হাজার ৩৪৫ কোটি টাকা। গত জুনে বেরসরকারি ব্যাংকগুলোর তারল্য ছিল ৩ লাখ ১৪ হাজার ৭৮৬ কোটি টাকা। তারল্য প্রয়োজন ছিল ১ লাখ ৭০ হাজার ৮৪২ কোটি টাকা। সেই হিসাবে উদ্বৃত্ত ১ লাখ ৪৩ হাজার ৯৫৪ কোটি টাকা। বিশেষায়িত ব্যাংকগুলোর তারল্য গত জুনে ছিল ২ হাজার ১১৩ কোটি। প্রয়োজন ছিল ২ হাজার ১৭৫ কোটি। সেই হিসাবে ঘাটতি ৬২ কোটি টাকা। বিদেশি ব্যাংকগুলোর কাছে গত জুনে তারল্য ছিল ৪৮ হাজার ৯৮৯ কোটি টাকা। এসব ব্যাংকের প্রয়োজনীয় তারল্য ১৫ হাজার ৮৯২ কোটি টাকা। সেই হিসাবে উদ্বৃত্ত রয়েছে ৩৩ হজার ৯৭ কোটি। আর ইসলামী ব্যাংকগুলোর গত জুনে তারল্য ছিল ৩৭ হাজার ৯২৪ কোটি টাকা। তারল্য প্রয়োজন ছিল ৩৭ হাজার ৪৯১ কোটি টাকা। ঘাটতি দাঁড়িয়েছে ৪৩৩ কোটি টাকা।

প্রতিবেদনে বলা হয়েছে, গত ২০২৪-২৫ অর্থবছরের জুন মাসে রেমিট্যান্স এসেছে ২ দশমিক ৮২ বিলিয়ন ডলার। যা তার আগের অর্থ বছরের জুনের তুলনায় ১১ দশমিক ১৩ শতাংশ বেশি। আর গত অর্থ বছরে মোট রেমিট্যান্স এসেছে ৩০ দশমিক ৩৩ বিলিয়ন ডলার। যা আগের অর্থবছরের তুলনায় ২৬ দশমিক ৮৩ শতাংশ বেশি। এদিকে গত অর্থ বছরে বাংলাদেশ ব্যাংক ৫০৩ মিলিয়ন ডলার বিক্রি করেছে। গত জুনে  প্রতি ডলারের সর্বোচ্চ রেট ছিল ১২২ টাকা ৭৭ পয়সা। যা তার আগের বছর একই সময়ে ছিল ১১৮ টাকা। এছাড়া গত জুন শেষ মোট রিজার্ভ ছিল ৩১ দশমিক ৭৭ বিলিয়ন ডলার এবং ২০২৪ সালের জুনে ছিল ২৬ দশমিক ৭১ বিলিয়ন ডলার। 

এ বিষয়ে বিশ্বব্যাংকের ঢাকা অফিসের সাবেক মুখ্য অর্থনীতিবিদ ড. জাহিদ হোসেন বলেন, গত এক বছরে রেকর্ড পরিমাণ রেমিট্যান্স এসেছে। আবার বিভিন্ন বৈদেশিক উৎস থেকে ঋণ আসায় রিজার্ভ বেড়েছে। আর হুন্ডি কমায় ডলারের ওপর চাপ কমেছে। সবমিলে সম্প্রতি ডলারের বাজার স্থিতিশীল হয়েছে। এটা অর্থনীতির জন্য একটা সুবজ সংকেত।

বাংলাদেশ ব্যাংকের প্রতিবেদন বলছে, গত অর্থ বছরের জুলাই থেকে মে সময়ে সঞ্চয়পত্রের বিক্রির স্থিতি দাঁড়িয়েছে ৩ লাখ ৩৩ হাজার ৬৮৬ কোটি টাকা। যা আগের অর্থবছরের একই সময়ে ছিল ৩ হাজার ৪২ হাজার ৯৬২ কোটি টাকা। আর ২০২৪-২৫ অর্থ বছরের জুন থেকে মে পর্যন্ত সময়ে সরকারের নিট ঋণ দাড়িয়েছে ১ লাখ ২০ হাজার ৮৭৬ কোটি টাকা। যা তার আগের অর্থবছরের একই সময়ে ছিল ১ লাখ ৬ হাজার ৭১৪ কোটি টাকা।

বাংলাদেশ ব্যাংকের মুখপাত্র ও নির্বাহী পরিচালক আরিফ হোসেন খান বলেন, রাজনৈতিক পট পরিবর্তনের পর অর্থনীতির বিভিন্ন খাতে উন্নতি দেখা গেছে। গৃহীত পদক্ষেপ শতভাগ বাস্তবায়ন হলে তার ইতিবাচক ফলাফল আরও বেশি দৃশ্যমান হবে। এখন ব্যাংকগুলোর তারল্য বেড়েছে। একসময় তারল্য নিয়ে কত নেতিবাচক ঘটনা ঘটেছে। সামনে বিনিয়াগ বাড়লে অর্থ উদ্বৃত্ত কমে আসবে এমন প্রত্যাশা করা যায়। অপরদিকে রিজার্ভ বেড়েছে। ডলারের বাজারে স্থিতিশীলতা ফিরেছে। বাজার ভিত্তিক রেট করায় ডলার মার্কেট ভাইব্রেন্ট হচ্ছে।

Scam-hit Ring Shine Textile now faces eviction over unpaid dues

After a scam in its pre-placement share issuance, Ring Shine Textile, a foreign-owned firm, has fallen into deep trouble due to its failure to pay outstanding dues to the Bangladesh Export Processing Zone Authority (Bepza), which may lead to eviction from its six plots.

If evicted from plots 231 to 236, the textile firm located in the Dhaka Export Processing Zone will lose the reserve tank of its effluent treatment plant (ETP), which may lead to an indefinite factory closure, according to company officials.

The fresh uncertainty has arisen as the Bangladesh Securities and Exchange Commission (BSEC) yesterday rejected its plea to release $1 million, equivalent to around Tk12 crore fund from its frozen IPO funds to settle dues with Bepza.

The company had sought this release with the approval of its shareholders during its annual general meeting (AGM).

Expressing his dissatisfaction with the regulator’s decision, Aniruddho Piaal, managing director of Ring Shine Textile, told TBS, “It took seven months for the regulator to make a decision – that’s too long.” He added, “If the decision had come earlier, we could have explored alternative funding options from banks or other sources. Now, we have no way to retain the plots for the company, as the court has also dismissed the writ petition against Bepza’s move to auction the six plots.”

Piaal further said, “Although we did not get any eviction notice from the authorities concerned, the company must vacate the plots as we failed to keep our commitment for partial repayment. If we lose the plots, the factory will face closure until a new reserve tank is built.”

 

When asked about the BSEC’s rejection, Abul Kalam, spokesperson for the commission, told TBS that the decision was made after “thoroughly considering the overall situation of the company and in the best interest of investors.” 

Regarding the rejection despite shareholder approval at the AGM, Kalam explained, “At the AGM, shareholders are often not presented with complete and accurate information. When a proposal is raised, it usually gets passed. However, the final decision to reject was taken after reviewing both the shareholders’ approval and the commission’s own assessment.”

 

According to a Bepza letter issued in February, Ring Shine Textile’s dues to the authorities had mounted to approximately $1.28 crore as of that month. In a meeting with Bepza in January, the company had committed to a down payment of around $1 million but only managed to pay $1.55 lakh. Ring Shine Textile had initially applied to the stock market regulator in January, seeking the release of the $1 million in the interest of both shareholders and the company. The commission rejected this plea nearly seven months later, in mid-July.

 

Piaal noted that after recovering from the impact of Covid-19 and securing fresh orders from foreign buyers, Ring Shine Textile’s business had significantly bounced back. He lamented, “The company fell into an uncertain situation with its business. If the regulator had rejected the application previously, the company could have managed the fund to partially offset its dues with Bepza.”

Ring Shine entered the capital market in 2019, raising Tk150 crore for business expansion through share issuance. The company faced difficulties during the pandemic as its export orders declined significantly. 

 

On 22 October 2020, the BSEC froze the company’s IPO account due to non-compliance with the consent letter requirements for fundraising. The frozen funds initially amounted to Tk34.80 crore, with the company earning over Tk5 crore in interest by the 2023-24 fiscal year, bringing the total frozen amount to around Tk40 crore, according to sources.

 

IPO funds kept at 0.075% interest

A significant concern for the company and its shareholders is the meagre interest earned on the frozen IPO funds. Ring Shine Textile held Tk13.70 crore of its IPO funds in a current account at BRAC Bank, earning a mere 0.075% interest rate, with no interest on its foreign currency accounts holding $1.786 million, £6,847, and €2,706.

Last October, Ring Shine Textile wrote to the BSEC requesting permission to change account types, product types, and foreign currency accounts, or to transfer the funds to another bank for higher interest rates. The textile firm also requested that the accrued interest be credited and released for working capital utilisation. However, the regulator has yet to make a decision on this application.

In its letter, Ring Shine highlighted the vast disparity between its current interest rate and the 14% per annum available at alternative banks. The company stated that the negligible interest on its IPO funds represented “inept management of public funds resulting in a substantial loss in financial opportunities on behalf of the common shareholders.

Piaal said, “The IPO fund is general investors’ money, which remained in the bank for around four years with very insignificant interest rates that resulted in significant losses every year. If the commission allowed changing account type or transferring the funds to another bank, the company would earn a substantial amount of interest from the funds.”

 

IPO scam

The company’s current woes are set against the backdrop of an alleged IPO scam. According to BSEC findings, a syndicate, including controversial tax official Matiur Rahman and FAR Group Chairman Abdul Kader Faruk, embezzled hundreds of crores of taka by issuing new shares in Ring Shine Textiles Limited without any actual investment. 

An Indian national, Ashok Kumar Chirimar, who served as the company’s supply chain agent, is also implicated in the fraud scheme.

On 7 July, the BSEC announced a travel ban on 13 individuals connected to Ring Shine Textiles, including the company’s sponsors, former directors, managing director, executive director, CFO, and company secretary, including Faruk and Chirimar.

How banks made record profits in a depressed year

In a challenging 2024, the majority of Bangladesh’s 36 listed banks struggled to turn a profit, with only about a dozen succeeding.

What’s more, these profits weren’t primarily driven by interest income, traditionally the core business of banking. Instead, a significant shift towards government securities is underpinning the profitability of a select few, raising questions about credit availability for the private sector and the broader health of the economy.

Stock market data reveals that nine of these profitable banks saw their earnings surge thanks to increased investments in government securities. This comes as most other banks reported a decline in interest income, reflecting a slowdown in private sector credit growth.

The Tk1,000 crore profit club

 

In a notable development, two local banks, BRAC Bank and City Bank, joined the exclusive “Tk1,000 crore profit club” for the first time. They stand alongside foreign banks that also posted record-high earnings in a year marked by a severe crisis in the banking sector amid broader economic turmoil. Both BRAC and City Bank achieved these record profits despite a decline in their net interest income, a direct result of their substantial investment in government securities throughout the year.

A shift to risk-free returns

 

Analysts are quick to point out that when banks increasingly rely on government securities for profit, it signals a strategic shift towards risk-free returns and away from traditional lending. This trend could potentially reduce the availability of credit for businesses and individuals, thereby hindering private sector growth.

 

Government securities offer predictable and reliable returns, making them an attractive source of income for banks during periods of economic uncertainty. The high yields on these securities over the past year further incentivised banks to invest heavily in treasury bills and bonds. As the government increasingly leaned on banks to finance its budget amidst low revenue collection, yields on government securities rose above 12%, significantly higher than the private sector lending rates which hovered just above 10%.

“What the banks are doing is parking their loanable funds in high-yield, safe assets – because such opportunities are available. Who wouldn’t?” commented Zahid Hussain, former lead economist at the World Bank’s Dhaka office.

 

Economic implications

However, analysts warn that an over-reliance on government securities by banks could delay the recovery of the private sector and lead to slower overall economic growth.

“There is also the issue of what the government is doing with the borrowed money. If the utilisation boosts the economy’s productivity, then the borrowing will eventually pay for itself. Banks have no role in that process,” Hussain added.

The context for this shift is a liquidity crisis faced by most banks, triggered by widespread loan-related corruption over the past 16 years. The few banks that maintained a strong liquidity position largely opted to invest in government securities over the past year. This reduced lending to the private sector has resulted in sluggish private sector credit growth, which by year-end had fallen to 7%, well below the monetary target of over 9%.

The growth drivers: BRAC and City Bank

BRAC Bank reported a net profit of Tk1,213 crore in 2024, a remarkable 66.2% increase from the previous year and the highest among local banks. Yet, its financial statement shows a 24% decline in net interest income, while investment income from government securities surged by a staggering 240.6%. The bank’s loan book grew by 20%, significantly less than its 80.5% increase in investments in government securities, indicating a clear strategic shift towards government instruments amidst weak credit demand.

In a stock market disclosure, City Bank stated that its “Operating profit increased as a result of a significant increase in investment income, which helped offset de-growth in net interest income and pay for rising operational costs.” City Bank reported a historic 76.4% growth in net profit, reaching Tk1,085 crore – the second-highest profit in the banking industry. Despite this strong bottom line, the bank’s net interest income declined by 8.5%, while investment income from government securities soared by 375.3% in 2024. City Bank’s loan book grew by 12.3%, contrasted with a 96.1% jump in its investment in government securities, a key factor in its record profit.

These record profits for a few banks come at a time when the country’s GDP growth has slowed to 3.97% in FY25, its lowest since the post-COVID period, down from 4.22% in the previous fiscal year.

“There is almost a universal perception in the developing world that government risk is safer than corporate or even institutional risk. Besides, interest rates on government securities have gone up significantly in recent times due to heavy borrowing by the government to cover revenue deficits, even depriving the private sector,” said Mamun Rashid, former banker and chairman of Financial Excellence Ltd.

Several other banks, including Prime Bank (Tk744 crore profit, up 53.9%), Mutual Trust Bank, Jamuna Bank, and Bank Asia, also recorded significant profit growth in 2024, primarily due to increased investments in government securities, even as their net interest income declined.

The bleeding of default loans

However, this profitable trend was not universal. Many banks suffered losses in 2024 due to a sharp rise in default loans, following the central bank’s exposure of massive loan scams under the previous regime. Islami Bank, once a top profit-making bank, has yet to finalise its annual report for 2024 due to significant financial losses driven by a surge in default loans, with its default loan ratio skyrocketing to 27.38% in March this year, up from just 4% at the end of 2023. Other banks like Social Islami Bank, First Security Islami Bank, and United Commercial Bank (UCB), which previously posted strong profits, slipped into losses in 2024, primarily due to increased provisioning requirements triggered by rising default loans.

The root cause: Government borrowing

Economist Zahid Hussain identifies the government’s domestic borrowing as the real issue. “As long as that remains unchanged, the government will find the money from some source – banks, nonbanks, or both. It will have to offer interest rates high enough to make its bills and bonds attractive, and that, in turn, will translate into higher borrowing costs for corporates, small businesses, and retail loans,” he explained.

“The root cause, therefore, is the volume of government borrowing from banks and how those borrowed funds are utilised. Banks, like any other profit-oriented institutions, simply respond to what the market offers.”

“If we want public money to be used for non-interest expenditures, the only way to achieve that is by reducing public debt. Easier said than done!” Hussain concluded, highlighting the complex challenge facing the nation’s financial landscape.

BD’s apparel exports to EU surge to $8.07b

Bangladesh’s apparel exports to the European Union (EU) witnessed a notable surge, reaching US$8.07 billion during the January-April period of 2025, up significantly from $6.51 billion in the same period of 2024, reports UNB.

This impressive growth represents a 23.98 per cent rise in the country’s readymade garment (RMG) exports, largely fuelled by a 19.71 per cent increase in export volume.

According to Eurostat, the EU’s global apparel imports also saw substantial growth in the first four months of 2025, rising by 14.21 per cent to a total of $32.49 billion.

This overall rise was accompanied by a notable 15.84 per cent increase in volume, despite a slight 1.41 per cent drop in average unit prices.

Bangladesh’s performance is particularly commendable for its rising unit prices across various categories within the EU, even as China maintains its leading position and Vietnam continues to post strong results.

The sector, however, faces several challenges, including growing tensions in the US market and intensifying competition from China within the EU.

Besides, the ongoing conflict between Iran and Israel poses significant concerns for businesses, causing trade disruptions and increased operational costs.

Industry experts stress the importance of Bangladesh maintaining its competitive edge and planning strategically for sustained growth in the EU market.

This includes strict compliance with forthcoming EU regulations, which are expected to influence the volume of work orders from 2025 onwards.

At the same time, continued efforts to explore new markets are considered vital for diversifying Bangladesh’s export portfolio and reducing dependence on the EU and US markets.

A comparative analysis of major apparel exporters to the EU during this period reveals substantial growth among several countries:

China’s apparel exports to the EU reached $8.39 billion, up from $6.90 billion in the same period of 2024-an increase of 21.49 per cent in value and a notable 7.37 per cent rise in unit price.

Vietnam posted a 15.62 per cent growth, with exports totalling $1.48 billion, alongside a 5.68 per cent increase in unit price.

India, Pakistan, and Cambodia recorded exports of $2.01 billion, $1.42 billion, and $1.56 billion respectively, with growth rates of 20.58 per cent, 23.42 per cent, and 31.78 per cent.

In contrast, Turkey experienced a 5.41 per cent decline in apparel exports to the EU, totalling $3.10 billion during January-April 2025.

SBAC Bank faces Tk810.75cr provision shortfall in 2024

South Bangla Agriculture and Commerce (SBAC) Bank ended 2024 with a provision shortfall of Tk810.75 crore, largely due to a surge in classified loans, according to its auditor’s report.

The private lender’s total required provisioning against loans, advances, and lease or investment rose sharply to Tk1,143 crore last year, which was Tk382 crore in 2023. 

The bank, however, managed to maintain a provision of only Tk487.17 crore, the auditor stated in its qualified opinion, citing a central bank letter on 27 April. In 2023, it managed to maintain a provision of Tk346.43 crore.

Despite the shortfall, the Bangladesh Bank has allowed the bank to finalise its 2024 annual report.

As per SBAC Bank’s financial report, its net interest income increased by 17% to Tk193.76 crore while its total operating income surged by 13.58% to Tk576.85 crore. 

However, despite increases in profit before provision and taxation, the bank’s net profit dropped by 80% to just Tk10.94 crore, due to the increase in provisioning requirements. 

 

Its earnings per share (EPS) stood at Tk0.13.

Because of the provisioning shortfall, the bank has been barred from declaring any dividend for 2024. In 2023, it issued a 2% cash dividend to shareholders.

 

In the first quarter of this year, the bank reported that its net interest income declined by 42.62% to Tk31.03 crore while its total operating income fell by 21.45% to Tk113.24 crore. 

 

After maintaining provisions, its net profit dropped to Tk11.28 crore with an EPS of Tk0.14, compared to Tk19.99 crore and an EPS of Tk0.24 in the same period last year.

Yesterday, SBAC Bank’s shares closed at Tk6.60 each at the Dhaka Stock Exchange (DSE). 

 

SBAC Bank, which raised funds from the capital market, was listed on the bourses in 2021. As of May 2025, sponsor-directors held 68.19% of its shares, institutional investors held 16.59%, and general shareholders owned 15.22%, according to the DSE.
