The government is taking steps to address the issue of cheap raw-jute exports to India, which has been putting negative impacts on the country’s jute industry.

State minister for commerce Ahsanul Islam Titu has proposed imposing tariffs on raw jute exports – a move supported by jute mill owners and other industry stakeholders.

“We’ll impose tariffs on raw jute exports and set a minimum export price for the golden fiber. This action will safeguard local industries, ensure better prices for farmers and increase government revenues,” he said.

Mr Titu said this while addressing a discussion on the supply of raw jute and the condition of local factories organized by the Bangladesh Jute Mills Association (BJMA) at its auditorium in the capital on Monday.

During the meeting, it was agreed that a minimum export price (MEP) for raw jute would be set.

BJMA president Abul Hossain chaired the event while senior commerce secretary Tapan Kanti Ghosh and FBCCI president Mahbubul Alam also spoke on the occasion.

Mr Hossain says there is an urgent need to address various challenges the industry has been facing for last few years.

He also highlighted the need for cancelling anti-dumping duties imposed by India, the abolition of the 2.0-percent source tax on raw jute, the supply of quality jute seeds and 30-percent cash assistance for the renewal of machinery in jute mills.

Responding to these concerns, the state minister said: “We’ve initiated discussions with India about the anti-dumping duties. We’ll continue these discussions once the elections in India are concluded.”

Mr Titu says, “We need effective implementation of the mandatory jute packaging law to increase the use of jute.”

He pledged strong cooperation between the ministry of textiles and jute and the commerce to ensure proper supervision and assistance in jute exports.

Agreeing to another demand of the BJMA during the meeting, the state minister said currently, raw jute is being exported via trucks through various ports, and the exact amount of jute export is unknown.

As a result, the ministry has decided to make shipping mandatory for jute exports.

The commerce ministry will also address this issue accordingly.

The meeting also addressed the issue of jute seed shortage, with stakeholders highlighting the need for policy support to address this crisis.

Speaking on the occasion, Mahbubul Alam said there is a critical need to recognise jute as an agricultural product.

He has urged the government to take necessary steps to support jute farmers and industries.

In his address, Tapan Kanti Ghosh, said: “At one point, we halted the export of raw jute. Upon your request, we resumed it. However, it is crucial to evaluate the effectiveness of this export. Furthermore, there are issues regarding cash incentives, which could be redirected from the export stage to the production stage, providing significant benefits.”

Speaking about the classification of jute as an agricultural product, he said, “Jute has been categorised as an agricultural product since 2023. Nevertheless, we are currently exploring whether jute products should also be classified as processed agricultural products.”

According to the BJMA, Bangladesh annually exports jute and jute goods worth nearly $1.0 billion.

Lawmaker Nabil Ahmed, BJMA vice-president Rabiul Ahsan, its directors Giridhari Lal Modi, Md Shahjahan, secretary general Bariq Khan, also spoke, among others.

কেন্দ্রীয় ব্যাংকের সংশ্লিষ্ট সূত্র জানিয়েছে, ডলার সংকটের কারণে গত দুই বছর ধরে আমদানির পরিমাণ ব্যাপক পরিমাণে কমেছে। অন্যদিকে ডলার আসার (আন্তঃপ্রবাহ) তুলনায় বেশি চলে যাওয়ার (বহিঃপ্রবাহ) বেশি হওয়ার কারণে ধারাবাহিকভাবে রিজার্ভ কমে যাচ্ছে। 

এশিয়ান ক্লিয়ারিং ইউনিয়নের (আকু) মাধ্যমে মার্চ-এপ্রিল দুই মাসের ১.৬ বিলিয়ন ডলার আমদানি বিল নিষ্পত্তির পর বাংলাদেশের বৈদেশিক মুদ্রার রিজার্ভ আজ (১৩ মে) ১৮ বিলিয়ন ডলারের ঘরে নেমে আসবে বলে বাংলাদেশ ব্যাংক সূত্রে জানা গেছে।

গত ৮ মে পর্যন্ত বৈদেশিক মুদ্রার রিজার্ভ ছিল ১৯.৮২ বিলিয়ন ডলার। সেই হিসাবে আকুর বিল পরিশোধের পর রিজার্ভ দাঁড়াবে ১৮.২২ বিলিয়ন ডলারের কিছু বেশি।

তারা বলেন, মার্চ-এপ্রিল এই দুই মাসের জন্য আগের মাসের তুলনায় আকুর পেমেন্ট বেশি করতে হয়েছে। কারণ হচ্ছে রমজান ও ঈদের কারণে বেশ কিছু পণ্যের আমদানি বেড়ে গেছে।

কেন্দ্রীয় ব্যাংকের তথ্য বলছে, বাংলাদেশকে এর আগে চলতি বছরের জানুয়ারি-ফেব্রুয়ারি সময়ের জন্য আকু বিল বাবদ পরিশোধ করতে হয়েছিল ১.২৯ বিলিয়ন ডলার। সে সময় এ দায় পরিশোধের পর দেশের রিজার্ভ কমে দাঁড়িয়েছে ২০ বিলিয়ন ডলারের ঘরে।

আঞ্চলিক আমদানির জন্য আকুর এই পেমেন্ট ব্যবস্থার অধীনে এর নয়টি সদস্যদেশের—বাংলাদেশ, ভুটান, ভারত, ইরান, মালদ্বীপ, মিয়ানমার, নেপাল, পাকিস্তান ও শ্রীলঙ্কা—আর্থিক লেনদেন সম্পন্ন করা হয়। প্রতি দুই মাস পর পর আকুর বিল পরিশোধ করতে হয়।

বিশ্বব্যাংকের ঢাকা কার্যালয়ের সাবেক প্রধান অর্থনীতিবিদ জাহিদ হোসেন দ্য বিজনেস স্ট্যান্ডার্ডকে বলেন, দেশের রিজার্ভে বৈদেশিক মুদ্রা যেসব উৎস থেকে আসে ও ব্যয় হয়, এই দুটোর মধ্যে ভারসাম্য নেই। ফলে রিজার্ভ ধরে রাখা যাচ্ছিল না।

তিনি বলেন, বাংলাদেশ ব্যাংক আমদানি নিয়ন্ত্রণ করায় বাণিজ্য ঘাটতি কিছুটা কমেছে। তবে এভাবে ধরে রাখাটা কতদিন সম্ভব হবে, তা নিয়ে সন্দেহ আছে।

‘আমদানি নিয়ন্ত্রণের ফলে দেশের উৎপাদন ব্যাহত হচ্ছে—যার ফলে রপ্তানিতে নেতিবাচক প্রভাব পড়ছে,’ বলেন করেন তিনি।

২০২৩ সালের মার্চে আমদানি ঋণপত্র (এলসি) খোলার পরিমাণ ছিল ৬ বিলিয়ন ডলারেরও কম। গত বছরে মাত্র তিনবার আমদানি এলসি খোলার পরিমাণ ৬ বিলিয়ন ডলার ছাড়িয়েছে।

মিউচুয়াল ট্রাস্ট ব্যাংকের ব্যবস্থাপনা পরিচালক সৈয়দ মাহবুবুর রহমান টিবিএসকে বলেন, ঈদকে সামনে রেখে মার্চ ও এপ্রিল মাসে বেসরকারি খাতে ঋণের প্রবৃদ্ধি বেড়েছে।

এই ব্যাংকার বলেন, ‘রমজানে অন্য সময়ের তুলনায় কিছু পণ্যের চাহিদা ব্যাপক বেড়ে যায়, যেগুলো আমদানি করতে হয়। সে কারণে গত দুই মাসে আকুর পেমেন্টের পরিমাণ কিছুটা বেড়েছে।’

ডলার সংকটে চলতি অর্থবছরে বাংলাদেশের আমদানি ব্যাপকভাবে কমেছে; ফলে কমে গেছে এলসি নিষ্পত্তিও।

কেন্দ্রীয় ব্যাংকের তথ্যমতে, বেসরকারি ও সরকারি প্রতিষ্ঠানগুলো ২০২৩-২৪ অর্থবছরের জুলাই-ফেব্রুয়ারি সময়কালে ৪৪.৩১ বিলিয়ন ডলারের এলসি নিষ্পত্তি করেছে, যা এক বছর আগের একই সময়ের ৫১.৪৮ বিলিয়ন ডলারের চাইতে ১৩.৯৩ বিলিয়ন ডলার কম।

নিট রিজার্ভ ১৩ বিলিয়ন ডলারের নিচে নামবে

বাংলাদেশ ব্যাংকের তথ্যানুসারে, গত ৮ মে বিপিএম-৬ পদ্ধতি অনুযায়ী দেশের রিজার্ভ ছিল ১৯.৮২ বিলিয়ন ডলার। কেন্দ্রীয় ব্যাংক দেশের নিট রিজার্ভের হিসাব প্রকাশ না করলেও তা ১৪ বিলিয়ন ডলারের ঘরে রয়েছে বলে জানিয়েছেন নিয়ন্ত্রক সংস্থার কর্মকর্তারা।

এদিকে আজ আকুর ১.৬ বিলিয়ন ডলার বিল পরিশোধ করার পর দেশের নিট রিজার্ভ ১৩ বিলিয়ন ডলারের নিচে নেমে আসবে। আন্তর্জাতিক মুদ্রা তহবিলের ৪.৭ বিলিয়ন ডলারের ঋণের শর্ত অনুযায়ী যে রিজার্ভ রাখার কথা, এ পরিমাণ তারচেয়ে কম।

ঋণদাতা সংস্থাটি জুনের জন্য নিট রিজার্ভ ১৪.৭৬ বিলিয়ন ডলার রাখার লক্ষ্যমাত্রা দিয়েছে। আগে এ লক্ষ্যমাত্রা ছিল ২০.১০ বিলিয়ন ডলার।

মূলত চলতি মাসে ৬৮১ মিলিয়ন ডলার ছাড় করার কথা ছিল আইএমএফের। তবে স্টাফ-পর্যায়ে চুক্তির আওতায় বাংলাদেশ এখন প্রায় ১ হাজার ১৫২ মিলিয়ন ডলার পাবে—যা প্রথমে প্রতিশ্রুত পরিমাণের চেয়ে ৬৯.১৬ শতাংশ বেশি।

কেন্দ্রীয় ব্যাংকের কর্মকর্তারা আশা করছেন, চলতি মাসের শেষদিকে বা আগামী মাসের শুরুতে আইএমএফের ঋণের তৃতীয় কিস্তি বাবদ ১.১৫ বিলিয়ন ডলার পাওয়া গেলে রিজার্ভ ফের বাড়বে।
